QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Neutral

Under what circumstances should abortion be allowed?

It's not a matter of "allow" or prohibit. This is an issue that politics can't fix. I wish churches, voluntary organizations and...the rest of us...would understand that this is a cultural as well as very personal problem that nobody's ever solved, but government interventions have made worse. It's not popular to say so, but countries with strong prohibitions tend to have higher abortion rates than countries with easier availability of abortions. Facts can be annoying...but we ought to recognize the problem with political interventions, and the fact that we have too many of them in every aspect of our lives already.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Strongly Disagree

Income redistribution, like Robin Hood except using SWAT teams and taxes and Civil Asset Forfeiture and lobbyists and politicians may sound nice, but ends up destroying everything in a conflagration of corruption, malinvestment and tribalism.

The government should cut spending in order to reduce the national debt.

Strongly Agree

Massive cuts. Whole agencies and most bureaucracies must go.

What changes, if any, should be made to the tax code?

Scrap it. Most taxation would be unnecessary if we'd do the constitutions (state and federal) as written. But the FairTax scheme would be more fair and sane and even progressive than what we're doing now.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

What should be the relationship between the church and the state?

The First Amendment is very clear. It's a total ban on any authority in the matter of religion, the practice or institutions thereof. So...no funding, no mandates, no prohibitions, no nothing. A total prohibition on federal intervention of any kind.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

There is no circumstance under which any level of government (including government schools) can take control of individual's bodies in this way. And since corporations chartered by government are also under government regulation/rules, it should also be forbidden to force chemicals into corporation employees But government also has no constitutional authority to intervene in private (unincorporated) business.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

D

iVoterGuide Notes:

Candidate notified iVoterGuide.com that his answer should have been, "I’d like to change my Healthcare answer to C. And if possible please include this link: https://wedeclare.wordpress.com/2013/10/15/can-politicians-even-define-health-care/".

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

C

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Disagree

We're far too involved in other people's business to attend to our own.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

What should the United States do to help eradicate the threat of Islamic terrorism?

Quit funding it! We've been funding, arming and training all of our enemies over there for decades. Almost all of it is because we've based the US Dollar on Saudi oil trade (the "petrodollar system") since 1972, and that has been disastrous, and is rapidly becoming more so.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Agree

The biggest problems aren't the immigrants, though; it's that we've made legal labor impractical and costly, we've made too many costly enticements/freebies for illegal aliens, and largely because we need them to make our declining population and Social Security/Medicare demographic/funding mathematics work out.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Anybody who's not carrying disease, deadly drugs/weapons and crime into the country...and can work. We need more willing workers to support our welfare systems.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Choose not to answer

This is a badly-worded question. Our "non-discrimination" laws are already highly discriminatory and problematic, and getting more so daily. I strongly favor freedom of association instead.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

There is racism, of course, and that's a bad thing. But CRT is itself racist, and not helpful.

Briefly describe your spiritual beliefs and values.

People always leap to wrong conclusions when I do, so I don't.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

Ranked Choice voting, and eliminate the unconstitutional and unfair ballot access laws that practically prohibit alternative parties and candidates from the ballot, limit choices to voters, and eliminate competition that we desperately need. This is mostly a state-level issue, though. https://wedeclare.wordpress.com/2020/12/08/a-modest-proposal-to-fix-our-elections/

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

Is racism a threat to domestic security in the United States? Why or why not?

We have much bigger, more grave threats, unfortunately.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Neutral

I think I need more education on this subject.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Our corrupt regulations and regulators are unfortunately among the worst environmental problems. So both answers are mostly wrong. I'm very "green," but it'd take more than this space to describe how we've gotten off track on this issue, and what to do about it.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Choose not to answer

We've destroyed the meaning of all the words listed here, so I need to explain why I call myself a progressive liberal, and why that's the opposite of both "conservative" and "liberal" today: https://wedeclare.wordpress.com/2015/07/11/euphemysticism-and-other-almighty-powers/

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

I've been a columnist in the Indianapolis Star, and an adjunct scholar for the Indiana Policy Review Foundation, so there's a lot of material there. But I've been writing blogs for decades as well: https://wedeclare.wordpress.com/

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No

What else would you like voters to know about you, including your legislative priorities?

I've got far, far more on my website in this regard than any other candidate in this race: https://horning4congress.com/

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Disagree

This is complicated. The question deserves more nuance than possible here.

I support redirecting funds from police departments to mental health and community programs.

Agree

We've militarized too much, and have misapplied force for too long in ways that are both counterproductive and costly in every respect.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

None are constitutional, and none work anyway.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree
