QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should an elective abortion be allowed?

Elective abortions end an innocent life. I would never support the ending of innocent life, under any circumstance. I am proud of the Texas Heartbeat Bill and the Texas Trigger Ban on which I was a proud coauthor and joint-author.

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Strongly Agree

Chemical abortion drugs are dangerous to the mother, and end the life of the child. Such a terrible way to use drugs- to end a life and damage another one irreversibly.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Not only do I agree, I authored the bill that defunded them in my first Session in the Legislature. I have carried bills every session that will prevent any tax dollars from being used to pay for out of state abortions as well.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

I am pro-life from conception to natural death.

RELIGIOUS LIBERTY

Under what circumstances can government close churches?

Never! That is why I coauthored the legislation to prevent this in Texas.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

The right of association is basic to our American values and should be protected.

NATIONAL SECURITY

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

Is the United States' relationship with Israel important, and if so why?

As a Christian, I understand both the historical and future importance of the nation of Israel, and I pray for them. I am proud to have supported bills that give Israel preference in our Texas investments and trading partnerships. I’m concerned with what is going on in that part of the world, and I stand with Israel in the need to defend their land and their people. I strongly supported HR10 which expresses Texas’ solidarity with Israel during their current crisis.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

C. Our most vulnerable Texans (our Intellectually and Developmentally Disabled Adults and foster children) need a form of health care provided by taxpayers to survive. It was my honor to carry SB745 to expand the scope of fraud prevention in our current taxpayer healthcare system. Free market healthcare offers better options: health sharing groups and other innovative healthcare solutions for all others should be encouraged, not dampened by government rules and regulations.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

None. Your healthcare decisions should be yours alone, and no one else should compel your compliance to their requirements. I filed a bill early in 2021 to protect just that from happening, so my stance on this issue is public record.

ECONOMY

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

What is your position on the minimum wage?

A strong economy with a high employment rate is the best way to raise wages, not artificially setting a minimum by law. A free and competitive economy gives everyone the opportunity of better wages.

Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?

No

No, and I voted to stop these criteria from being allowed to be a metric on our Texas Insurance policies.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

It is a travesty of our form of government that the Biden Administration has not only failed us on the border, but that they are- on purpose- not fulfilling their constitutional duty to protect us from invasion. We, as a Texas Legislature, have stepped up and passed laws and funding to do all we can to protect our border region. I have coauthored over $6 billion in new funding for border security, and passed a law to allow our law enforcement to arrest and deport illegals.

EDUCATION

The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

Strongly Agree

My vote on this issue is publicly recorded. As a former educator, the number one indicator of a child’s success is parental involvement. Parents are the best advocate for their own child’s educational needs, and should be able to find the educational environment that fits each of their children.

CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Strongly Disagree

I carried a bill to protect citizens from cities that would defund the police.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

People that are here illegally should not be able to acquire guns. People who are convicted of felony violent crimes should not have guns. Because of my strong of supporting the 2nd Amendment I am endorsed by the NRA.

Should teachers be allowed to carry guns at school?

Yes

My brother, David Thweatt, was the Superintendent who first had armed teachers and was the author of the “Guardian Plan.” I, like my brother David, strongly believe that teachers are best equipped to know who belongs in the school, who can be talked down from wrongdoing, and are the most protective of their kids.

ABOUT YOU

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No

Have you ever been convicted of a felony? If so, please explain.

No

What do you think is the general purpose of government?

To be as limited as possible, while protecting innocent individuals from those that would do them harm.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Kelly Shackelford, my friend and constituent put it this way in his endorsement: “..a champion in protecting religious freedom, defending the unborn, and serving as a taxpayer advocate.. She authored a bill to restore the Ten Commandments in classrooms across Texas, bravely standing her ground against liberals who mocked her for this effort. She worked in the Ways & Means Committee to advance historic property tax relief...Candy Noble has lived out her faith in the public square.."

VALUES

Children are the most vulnerable members of society and must be protected from abuse, including gender ideology, grooming, and bodily mutilation.

Strongly Agree

I was proud cosponsor of the banning of the reckless practice of using dangerous gender modification drugs and surgeries on minors.

Parents should have the right to make decisions for their minor children.

Strongly Agree

Over the past few years we seen an alarming movement to undermine parental rights and substitute government in making decisions for children. This practice must be stopped, and parents should be the ultimate authority in the lives of their children. I should point out that the exception to this rule is when abuse is involved (including the abuse of gender modification of minor children).

Taxpayer funds should be used to provide gender transition services.

Strongly Disagree

I believe that each of us are made by God to be a wonderful and unique. Changing that DNA level of design is definitely not something that taxpayers should fund.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

First and foremost, I am a Christian. My own happy childhood with parents that were committed to each other framed my view. My 40 year marriage to Robert has given me a Biblical view of the joy that comes from living pure until marriage and faithfulness after marriage. God’s plan for man and woman is the best plan and results in our own good outcome if followed.

Briefly describe your spiritual beliefs and values.

I believe that I am a sinner, saved by grace through the innocent and perfect Jesus’ death. I believe that he rose again and that he is my Savior. I believe that the Bible is the Word of God and that it is true. I believe that we can have a personal relationship with God through Jesus Christ and that He cares about the affairs of man. I begin each day by reading the Bible and praying. I ask God for wisdom and guidance. I believe that living a life of integrity honors God, and that He has a plan for those that follow His will and direction. We have attended, and been active members of our church since 1984, and love the fellowship we have by being part of that family of believers.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

I served as an Election Judge for 20 years in Collin County. I was an election judge prior to our requiring Photo ID’s and I know that I had at least one lady came and voted twice during one election because she had two different voter registration cards. Our Texas elections are more secure because of Voter ID.

States should join the National Popular Vote Interstate Compact which makes the Electoral College irrelevant.

Strongly Disagree

As the Chair of the Texas Electoral College that elected Trump in 2016, I am more convinced than ever of the brilliance of our founding fathers in the Electoral College system. Large cities or states shouldn’t have all the say in a national election, and our system prevents large cities with rampant voter fraud in populated areas from stealing an election from smaller states or rural areas.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

I think Americans are more color blind than they have ever been before. As a Christ follower, I believe that God created all of us in his image, and racism in any form is frankly sinful. I do not believe that racism is a threat to our domestic security.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

I supported SB17 that abolished the CRT offices in our Texas public universities.

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Strongly Agree

I was a proud cosponsor of SB15 that protected Women’s sports on the College level, and a proud Joint Author on HB 25 which protects girls in K-12 from competing against biological males in women’s sports. I will continue to fight for the rights of my daughters and granddaughters to be protected.

ENERGY & ENVIRONMENT

Which comes closest to your view? (Select all that apply) A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost. C) Stricter environmental laws undermine U.S. energy independence and deter development of reliable electricity sources. D) Climate change is real and requires urgent policy action.

A & C

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Weather-dependent energy sources can fail us- The best and most dependable sources are natural gas, hydroelectric, or nuclear. We passed a Constitutional Amendment to encourage development of non weather-dependent sources for our Texas grid.
