How would you guarantee Social Security benefits for future generations?
I oppose any reduction in Social Security benefits for current recipients, including means-testing for eligibility. For current beneficiaries, the government required everyone to pay for a defective product. The government needs to fix the product for future generations, not engage in fraud by failing to provide what was already promised to current generations. For everyone under 25, I would: raise the retirement age, improve the investing alternatives, and change withholdings to make it solvent. Unfortunately, debt will likely be required between 2027-2035 to bridge the gap created by generations of inaction, but reforms for future beneficiaries can make the program viable.
What government spending would you reduce in order to balance the budget?
Eliminate the distinction between mandatory and discretionary spending, so that Congress must vote on all spending annually. Currently, Congress only votes on discretionary spending which accounts for less than 30% of all federal spending. Make all means tested programs federal block grants to states on an per citizen basis, curbing the rate of growth. Prioritize. As a specific example, eliminate federal spending on Obamaphones and apply those funds toward infrastructure.
Under what circumstances should taxpayers help pay off existing student loans?
Anyone who takes out a loan should repay the loan. Anyone who did not take out a loan, should have no obligation to pay for a loan. Of the $1.6-trillion in federal student debt, nearly 25% is expected to default leaving taxpayers with the bill. For this reason, and many more, the federal government should not make student loans. Regulators should ensure that the private sector loan markets function efficiently and transparently – whether for student loans, homes, cars, or credit cards, etc.

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

What does "separation of church and state" mean to you?
Thankfully, the first portion of the First Amendment protects religious freedom in America. Americans on the left have routinely and wrongly use the phrase separation of church and state out of context to prevent the free exercise of religion, as if faith should exist without corresponding works. Under the Articles of Confederation, states and territories had different religious traditions, some even included religious tests for office. Forming a United States of America under the US Constitution required a framework where the only compatible standard was to have no religious tests for federal office and no established religion by the federal government. The debate to defend religious freedom had already been resolved similarly in Rhode Island and more recently in Virginia just prior to the Constitutional Convention. Following the adoption of the 14th Amendment, all states must always protect the free exercise of religion.
HEALTHCARE

How would you promote healthcare coverage that is adequate, affordable and accessible for all?
1.Individuals should be able to choose the combination of care, coverage, and cost they find best for their own circumstances from a range of high-quality alternatives in a truly competitive market. 2.End the antitrust exemption provided for health insurance companies. 3.Make HSAs available to all people and make payment for health insurance an eligible expense. 4.Require healthcare providers to provide one bill per visit and not multiple bills - which would eliminate surprise billing and apply pressure to contain costs. 5.Require providers & pharmacies to publicly disclose all net prices they accept as full payment. 6.Eliminate gag rules for pharmacies. 7.A safety net already ensures that no one goes without healthcare, but it needs to be reformed. There is no clear federal consensus. Providing healthcare is not an enumerated power, so federalism offers a path forward. Eliminate most federal mandates and block grant all federal Medicaid on a per citizen basis.
NATIONAL SECURITY
The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?
America needs a coherent foreign policy focused on capabilities that include using intelligence to identify specific threats and eliminating credible enemies with lethal force. While the means of implementing this policy should always remain consistent with our values, there should be no sanctuary anywhere for terrorists preparing to attack innocent Americans.

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Who should be allowed to immigrate to the U.S. and under what circumstances?
With a secure border where all who enter America can be positively identified, with visa overstays effectively eliminated, I favor creating a new conditional visa. People who present themselves to an embassy or consulate in their home countries could apply for a conditional 3-year visa that allows them to live, work, or go to school in the USA. It would make them ineligible for all means tested programs or unemployment benefits and require immediate removal for felony offenses. To obtain this visa, recipients would be required to provide valid, verifiable identification, not be a fugitive from justice, nor have any affiliations with terror or criminal organizations. At the end of three years, visa-holders would be eligible for Green Cards and follow the established path for citizenship. Lastly, America should welcome refugees from areas affected by US actions and help other refugees establish safe relocation closer to their home countries.

I am a sinner, saved by the grace of God, by no merit of my own, but through the fully sufficient and completed work of Christ Jesus. As John 3:16 says, “For God so loved the world that he gave his only begotten son, that whosoever believes in him should not perish but have everlasting life.” Consequently, all people should love the Lord with all their heart, soul, mind, and strength, and love our neighbors as ourselves. Clearly, not everyone shares my faith, even among the Christian community. But, as Romans 12:18 says, “If it is possible, as much as it depends on you, live at peace with everyone.” America’s culture has been historically Christian, but pluralistic and tolerant of diverse views. My values are absolutely American in that sense of respect for others by ensuring the Bill of Rights is used to defend free exercise of religion throughout America.

My own views are more libertarian than authoritarian, solidly conservative, and clearly align with the republican wing of the Republican Party. I consider myself conservative on the scale listed. I have been a member of Congress since 2016. I am currently the Policy Chairman of the House Freedom Caucus. Is there anything else you would like voters to know about you?
I love this country with a soldier's passion, having served as an enlisted infantryman and commissioned infantry officer. I am a former Army Ranger, including service in the 75th Ranger Regiment. It is an honor to represent Ohio's 8th District in Congress with the same spirit that motivated my time in uniform. After the Army, I returned to Ohio and spent fifteen years starting, acquiring, and growing manufacturing companies. With substantial business experience, I have been able to provide significant input on federal policy from tax reform, to trade, to financial markets, and more. My combination of education, service, and experience have equipped me to make a difference in Congress. I humbly ask for your vote.
CRIMINAL JUSTICE & PUBLIC SAFETY

What restrictions on gun ownership are needed to protect public safety?
The 2nd Amendment must always protect an individual American citizen’s right to keep and bear arms. Individual gun owners have saved countless lives, including their own, by exercising this right. I oppose gun control measures including red flag laws, expanded restrictions on lawful transfers, magazine bans, and others. Restrictions should be limited to people convicted of prior gun crimes, persons lawfully adjudicated mentally dangerous to themselves or others, and non-citizens.

Is racism a threat to domestic security in the United States? Why or why not?
Yes. Similar to radical Islamic terrorists, some racists become radicalized to the point of engaging in violence. In addition, all Americans should be free from discrimination on the basis of race. Racist views give rise to racist actions. Those actions are often, and rightly, illegal. Conversely, efforts to deal with past systemic racism have introduced new biases. Two wrongs don’t make a right. Like Dr. Martin Luther King, Jr. I look forward to a day when all people are judged by the content of their character and not the color of their skin. Unfortunately, that day has been far too long in coming.
