QUESTIONNAIRE
RIGHT TO LIFE
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Strongly Agree
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Strongly Disagree
Under what circumstances should abortion be allowed?
As a christian, father and grandfather, I believe life is precious and begins at conception. I do not support federal or state funding for abortion and it should only be allowed in instances where the mother's life is in danger or the mother is the victim of rape.
ECONOMY
Redistribution of income is needed to lessen the gap between the wealthy and working classes.
Strongly Disagree
The government should cut spending in order to reduce the national debt.
Strongly Agree
What changes, if any, should be made to the tax code?
I am a cosponsor of the Fair Tax in Congress, which would do away with the current federal tax code and instead establish a national sales tax. It would abolish the IRS and greatly simplify the tax code. In addition, I'm a cosponsor of legislation that would require the federal government to provide information to each taxpayer about how their taxes were used each year.
RELIGIOUS LIBERTY
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Strongly Disagree
What should be the relationship between the church and the state?
I'm a Christian and Constitutionalist, I believe that our nation is founded on Christian ideals but the church should be separate from the state.
HEALTHCARE
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
I do not support vaccine mandates. Vaccination is a personal choice and should be left up to the individual.
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C) Socialized health care would create long wait times and subpar care. I do not support any additional government health care programs and I will fight any attempt to socialize America's health care system.
NATIONAL SECURITY
With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.
A) America just ended a 20 year war and our forces are recuperating from that fight. It's imperative that the United States focus on rebuilding our forces, maintaining readiness and modernizing our equipment to meet the challenges of the future. At this time, the United States needs to focus on protecting the homeland first.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.
Strongly Disagree
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.
Strongly Agree
What should the United States do to help eradicate the threat of Islamic terrorism?
President Biden's withdrawal from Afghanistan was a complete failure. His lack of leadership resulted in all of the ground America had gained being lost in a matter of months. While the U.S. shouldn't reenter conflict, if we are attacked again, we must respond with the full force of the American military and completely eradicate Islamic terrorist extremists swiftly once and for all.
IMMIGRATION
The U.S. should do more to physically secure the southern border.
Strongly Agree
As the first member of Congress to pass legislation funding President Trump's border wall, I believe a physical barrier is necessary to secure the border.
State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.
Strongly Agree
Who should be allowed to immigrate to the U.S. and under what circumstances?
I welcome individuals that want to legally come to the United States for a better life, to work hard and improve our nation.
VALUES
Sexual orientation and gender identity should be protected classes in non-discrimination laws.
Strongly Disagree
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Strongly Disagree
Briefly describe your spiritual beliefs and values.
I am a Christian and I've raised my four children on Christian beliefs. I have spent decades of my life serving as a Sunday school teacher at Palm Valley Lutheran Church in Round Rock. I am a founding member of the House Bible study group that meets every Wednesday morning in DC to study the word of God and pray for our country. Jesus is my Savior
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Strongly Disagree
What laws would you propose to change present voting practices?
I do not support the federalizing of our election systems. However, I believe that every voter should be required to show identification when voting. Ballot harvesting should be illegal in all 50 states. Electronic voting systems should have a back-up paper ballot printed. Absentee voting should be reserved for individuals with a documented reason to protect against voter fraud.
EQUALITY
Reparations should be given to people on the basis of race.
Strongly Disagree
Is racism a threat to domestic security in the United States? Why or why not?
Perhaps in the sense of Democrats' critical race theory teachings, which tells our children that our country is inherently racist.
ENERGY & ENVIRONMENT
I support the use of hydraulic fracking to extract oil and natural gas resources.
Strongly Agree
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
A) We must protect Americans' jobs. Texas is the energy capital of the country and stifling oil and gas comes at a great cost to our citizens. Government needs to get out of the way of prosperity.
ABOUT YOU
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Very Conservative

-Trump endorses Rep. Carter: https://cbnc.com/president-trump-endorses-texas-rep-john-carter-for-reelection/ -Congressmen say no to housing illegal immigrants on Fort Hood: https://kdhnews.com/military/congressmen-say-no-to-housing-illegal-migrants-on-fort-hood/article_ab8b349c-868e-11eb-8bc6-f7cad73d00f9.html - 100% rating from National Right to Life Council - 98% rating from Heritage Action
Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
No.
What else would you like voters to know about you, including your legislative priorities?
My legislative priorities include securing our border, taking care of veterans and supporting law enforcement and our military. During the Trump Administration, I was the first member to pass legislation that provided funding for the border wall. I've also sponsored legislation to give pay raises to our troops and provide training for law enforcement officers.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.
Strongly Agree
I support redirecting funds from police departments to mental health and community programs.
Strongly Disagree
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
I strongly support the right to keep and bear arms. The majority of gun owners are law-abiding citizens that are trying to keep themselves and their family safe. As a former judge, I support restricting gun ownership for convicted felons.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Strongly Disagree
