Congress has an obligation to ensure that future generations have access to the Social Security system. I support meaningful reforms to ensure the solvency of the program.
What government spending would you reduce in order to balance the budget?
While I support a healthy military and national defense budget, the largest amount of money is spent on mandatory programs that desperately need to reforms to run more efficiently and stop abuse.
Under what circumstances should taxpayers help pay off existing student loans?
None. It is not the public's responsibility to pay for the decisions of 25% of the population. Instead, we must promote career and technical education so that students are getting the skills they need to get well-paying jobs without going into large amounts of debt.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?
I am a proud cosponsor of H.R. 19, the Lower Costs, More Cures Act. This bill is aimed at lowering prescription drug pricing, while maintaining innovative medical research. I'm also a proponent of repealing and replacing the Affordable Care Act, which has done nothing to reduce the cost of health care for Americans. Instead, we need a free market approach that protects pre-existing conditions, promotes innovation and incentivizes a stable workforce of health care providers.
NATIONAL SECURITY
The best way to maintain peace is through a strong military.

What should the United States do to help eradicate the threat of radical Islamic terrorism?
The United States must maintain a strong military. After 8 years of damaging cuts under the Obama Administration, Republican Members of Congress in conjunction with President Trump have managed to make great strides in rebuilding our forces. The strongest defense is having a strong offense.

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

As the husband of a Dutch immigrant, I know firsthand how broken our immigration system has become. We must incentivize those who want to enter the United States legally while adequately preventing the passage of those who want to cross illegally. We must close the asylum loopholes that are allowing individuals without valid asylum cases into the country to disappear. I believe we should welcome those who want to enter legally, pay taxes, and contribute to our society with open arms, but we can only accomplish those reforms with a secure border and changes to our immigration laws.

I am a Christian, who raised my 4 children on a strong Christian beliefs. As a former Sunday school teacher, I taught many Round Rock natives the Word of God and I continue to let my belief in Christ be my guiding force in my work. Every Wednesday morning I participate in a Bible study group in Congress and I'm a member of the Prayer Caucus in the U.S. House.

I believe in reducing the size and scope of the federal government. For example, I fought to keep the EPA from regulating lead ammunition. I also successfully passed legislation to stop unfair taxing of Gold Star Families, and to repeal the Widow's tax. I believe American's should keep more money in their pocket and proudly supported the Tax Cuts and Jobs Act.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.
No. As a former judge, I punished many people convicted of felonies and ensured that those guilty of sexual misconduct were no longer a threat to society.
Is there anything else you would like voters to know about you?
John Carter serves the people of Texas’ 31st Congressional District. He is the leading defender of the Rule of Law in the House, and has built a legacy of authoring and supporting legislation to increase the homeland security and national defense of the United States. Congressman Carter serves as the Ranking Member of the Military Construction and Veterans Affairs Subcommittee on Appropriations. He also serves on the Defense Subcommittee. Congressman Carter’s passion in the House is the men and women and their families who serve our Great Country and continues to serve as Co-Chairman of the House Army.

Is racism a threat to domestic security in the United States? Why or why not?
I believe that any belief that results in violence is a threat to the United States. United we stand, divided we fall. Our nation needs to be united as Americans and right now we are more divided than ever. As we are seeing, there is a rise in anti-semitism that is resulting on attacks in the Jewish community over Hanukkah. This rise in hate is unacceptable.
