QUESTIONNAIRE*

*Additional information was received after the evaluation was assigned and was not considered in the Panel Evaluations, therefore it is for additional educational purposes only.
RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Strongly Agree

Under what circumstances should an elective abortion be allowed?

Only in instances of rape, incest, or where the life of the mother is at extreme risk.

Does the federal government have a role to play in limiting abortion, and if so what federal steps and/or federal legislation would you support?

Yes. We should continue the Hyde Amendment that prevents tax dollars from funding abortions. As an Appropriations subcommittee chairman in the House, I put language in my bill to prevent taxpayer dollars from funding any abortion at the Department of Veterans Affairs. I have an A+ rating from Susan B. Anthony Pro-Life America.

RELIGIOUS LIBERTY

What does "separation of church and state" mean to you?

It grants religious institutions protection from government interference.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

C. The United States is a world power, but we must focus on America first.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

As a House chairman, I have put extra resources toward deterring the CCP's aggression. America must be prepared for any threat that comes our way but deterrence is our first line of defense.

Is the United States' relationship with Israel important, and if so why?

Yes. Israel is our closest ally in the Middle East, a hostile region to the United States. We must protect Israel against barbaric terrorists because it is the right thing to do for our ally and friend.

What are the causes of decline in U.S. military recruitment and retention?

Woke policies in the military. The push for LGBTQ nonsense and crazy liberal policies turns the freedom-loving patriots who want to serve away. We must get the military focused back on the mission and get the left out of America's military. As a chairman, I passed language to prevent the military from paying for gender reassignment surgeries, banned drag shows, and stopped the flying of LGBTQ flags at military installations and VA hospitals.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

The government should not be allowed to require vaccinations. We saw huge government overreach with the COVID vaccine. It's a violation of personal freedoms.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

C and D- The American people have paid into Medicare and deserve to see their investment. However, long term Medicare is not feasible so the program needs to be privatized so the free market can lower costs.

ECONOMY

What actions would you take that would allow Americans to retain more of their income and wealth?

I proudly voted for the Tax Cuts & Jobs Act. Making these tax cuts permanent will keep more money in Americans' pockets. Also, the federal gov't spends too much. This year, the House Appropriations bills I helped craft cut 20% of fed spending.

Student loan forgiveness unfairly shifts the financial burden to those not responsible for student debt.

Strongly Agree

Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?

No

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

I co-wrote H.R. 2, the Secure the Border Act to increase border patrol agents, end child trafficking, and finish the border wall. I fully support Governor Abbott in his fight against the Biden administration to secure the border too.

Who should be allowed to immigrate to the U.S. and under what circumstances?

People who do it legally if they can be a value add to American society.

EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Strongly Agree

I support eliminating the U.S. Department of Education and giving control back to states and communities.

Strongly Agree

CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Strongly Disagree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

None. The Second Amendment creates a level playing field between criminals and law-abiding citizens. I'm a member of the NRA, and I'm A rated by the NRA for my voting record in the House.

JUDICIAL PHILOSOPHY

The Supreme Court should be reformed to include more seats.

Strongly Disagree

As a former district judge, I strongly believe that the Supreme Court should not be reformed to include more seats.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

What do you think is the general purpose of government?

The government exists to protect the homeland. This means securing the border, maintaining a strong military, and maintaining infrastructure like the electric grid.

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No.

Have you ever been convicted of a felony? If so, please explain.

No.

VALUES

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

Children are the most vulnerable members of society and must be protected from abuse, including gender ideology, grooming, and bodily mutilation.

Strongly Agree

The grooming and gender ideology being pushed on the young people in America is criminal. Conservatives must win this culture war for the sake of our children.

Taxpayer funds should be used to provide gender transition services.

Strongly Disagree

Absolutely not.

Briefly describe your spiritual beliefs and values.

I am a lifelong Christian. I believe in Jesus Christ as my Lord and savior. For many years I was a Sunday school teacher at Palm Valley Lutheran Church in Round Rock. I have worked tirelessly to spread the teachings of the Bible to our young people so they may continue on the path of righteousness. I believe in traditional family values, and I raised my four children on Christian beliefs with my wife of 54 years.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

The Electoral College should be abolished.

Strongly Disagree

EQUALITY

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Strongly Agree

I am a cosponsor of the Save Women and Girls Sports Act in the House because I believe that biological men should not be allowed to compete in women's sports.

ENERGY & ENVIRONMENT

Man-made climate change is a global threat and requires urgent political action.

Strongly Disagree

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

I believe in an all-of-the-above energy policy that heavily relies on oil and gas and nuclear energy sources. While wind and solar can be a useful addition in certain regions, they should not be the bulk energy source.
