QUESTIONNAIRE
RIGHT TO LIFE
Human life begins at conception and deserves legal protection at every stage until natural death.
Strongly Agree
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
Strongly Agree
Under what circumstances should abortion be allowed?
My lifetime National Right to Life Committee score is 100%, because of my strong commitment to pro-life legislation. I believe that Americans' hard-earned tax dollars should not be used for abortion procedures.
RELIGIOUS LIBERTY
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.
Strongly Agree
Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.
Strongly Agree
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
NATIONAL SECURITY
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Strongly Agree
The United States should help defend Israel from attack by its enemies.
Strongly Agree
Islamic law (Sharia) should take precedence over national and state laws where there are Islamic majority communities in the U. S.
Strongly Disagree
I support sanctuary cities.
Strongly Disagree
The United States should protect its sovereignty from the United Nations.
Strongly Agree
The best way to maintain peace is through a strong military.
Strongly Agree
What should the United States do to help eradicate the threat of radical Islamic terrorism?
It is imperative that the United States have a strong military force and presence. As the representative of the largest active duty armored military installation in the free world, Fort Hood, I understand the importance of ensuring America's military men and women have the resources they need to be effective on the battlefield.
HEALTHCARE
It is the government’s responsibility to be sure everyone has health insurance.
Strongly Disagree
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
It's obvious that Obamacare is not working. Many Texans have seen skyrocketing premiums and fewer choices. I support a patient centered approach with less government intervention and more choices for patients.
ECONOMY
It is the government’s responsibility to be sure everyone has a livable income.
Strongly Disagree
Free enterprise and the right to private property are essential elements of a productive economic system.
Strongly Agree
Congress should pass a balanced budget amendment to the Constitution.
Strongly Agree
What role should government play in boosting the economy?
In order to strengthen America's economy, the government has to cut through burdensome regulations so that businesses can grow. I proudly voted for the Tax Cuts and Jobs Act, which increased paychecks for America's middle class, lowered taxes, and boosted the economy.
What changes should be made to the tax code?
I proudly voted for the Tax Cuts and Jobs Act to make America's tax system fairer and lower taxes for our working families. This legislation will provide an additional $2,059 a year for the average family of four.
What is the best way to bring down unemployment?
By lowering taxes and reducing burdensome regulations, businesses have the freedom to hire additional employees and grow their businesses. Getting the government out of the way is the best way to boost the economy and create jobs.
How would you guarantee Social Security benefits for future generations?
I support meaningful reforms for Social Security benefits for future generations. Congress has a duty to ensure that Social Security is secure for seniors that have paid into the system for decades.
EDUCATION
Tuition-free public education should be guaranteed through college.
Strongly Disagree
CRIMINAL JUSTICE & PUBLIC SAFETY
I support the death penalty.
Strongly Agree
2ND AMENDMENT
More restrictive gun control is needed to protect public safety.
Strongly Disagree
OTHER IMPORTANT ISSUES
Additional regulations are needed to prevent climate change.
Strongly Disagree
It is OK for Congress to exempt itself from compliance with laws applicable to all citizens.
Strongly Disagree

What education or experience qualifies you to hold the office for which you seek election?
As a retired judge, I understand public service and the rule of law. During my time in Congress, I have voted to protect life, secure the border, support our military, take care of our veterans, and promote education for our youngest Texans. I am one of the few members that has had legislation signed into law under Presidents from both sides of aisle.

Is there anything else you would like voters to know about you?
John Carter appreciates his neighbors trusting him to cast their vote 1500 miles away at their Nations Capitol. As the First Republican elected in Williamson County since reconstruction, Central Texans have trusted John Carter with the Rule of Law as a District Judge and now as their Congressman! Congressman Carter is the leading defender of the Rule of Law in the House, and has built a legacy of authoring and supporting legislation to increase the homeland security and national defense of the United States. Congressman Carter served 3 terms in the House Republican Leadership, serving in the sixth most influential position in the House, and was promoted in 2012 to Chairman of the Homeland Security Subcommittee on Appropriations. He was also selected to serve on the Defense Subcommittee and Commerce, Justice and Science Subcommittee. Congressman Carter’s passion in the House is the Men and Women and their families who serve our Great Country and continues to serve as Co-Chairman o
VALUES
Judeo-Christian values established a framework of morality which permitted our system of limited government.
Strongly Agree
People should be allowed to use public restrooms, showers, and changing rooms based on "gender identity."
Strongly Disagree
What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?
Our Founders recognized the need for separation of powers after experiencing the tyranny, greed, and desire for power by the King of Great Britain. The best way to stymie these qualities was to create a system of checks and balances so one person/branch could not become too powerful.
Briefly describe your spiritual beliefs and values.
My wife, Erika, and I have raised our 4 children on strong Christian beliefs and Texas values. We attend First Baptist Church every Sunday.
