Under what circumstances should abortion be allowed?
Clear threat to life of mother and rape/incest. My believe is strongly PRO-LiFE--ie, that life begins at conception and that all human life is sacred and the Holy Bible should be our guidance .
What should the United States do to help eradicate the threat of radical Islamic terrorism?
NO single action can eradicate this threat--it is a systemic and chronic threat, requiring both long term and short term , multiparameter actions. But, I think Pres. Trump is ,so far, making a sincere attempt to do the most important thing by promising to construct a sustainable and appropriate physical wall along our southern border in order to prevent terrorists and horrible drug gangs ,which are enslaving and killing our youth, carrying out terrible human trafficking and terrorists who may be carrying / transporting "weapons of mass destruction"(NUCLEAR, BIOLOGICAL,CHEMICAL) and dangerous, addicting drugs into our country. As an active duty Navy VET ( Viet Nam ERA and Cold War ERA experiences )and having the more recent experience of serving briefly ,as a federal contractor, in an IRAQ war zone confirmed my initial public statements that the Neo-Cons were wrong about WMDs and an Iraq War would be big mistake and Viet Nan was a civil war. Congress must find smarter ways
What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?
Most of our founders were themselves, or their families,escaping the chronic European wars and religious persecution and knew very well the dangers of unlimited powers in any one person or group of people - corrupt people and government by mobs and dictatorship are the result if there is not a separation of political powers.
Briefly describe your spiritual beliefs and values.
I am a Christian ; and, I believe in Judeo-Christian values and law. My father was a Presbyterian, my mother a Baptist and my wife an Episcopalian ,so at various times in my life, I have become a member of all and each of these churches (as well as the Lutheran church) ;and my 4 daughters were baptized and brought up as Episcopalians and Lutherans. But ,I have also remained for all my life a member of the same Baptist Church of my youth in Forest City. So, my spiritual beliefs and values are derived from all of these branches of the Christian Church ;and ,I thank God for their presence in our country and think each of these branches has a very special and enlightening way of preaching the Holy Gospel.

I applied a number of times for the opportunity to serve the public, such as for Congressman in the 1980s(Wisc. 2nd Dist.)when was endorsed strongly by Pres. Reagan,who was at that time THE CONSERVATIVE LEADER of the century --his endorsement clearly confirms my conservative values ,as has been well documented in many publically available news articles and radio/ tv discussions/debates. Also in my application to serve as the NC 10th district Congressman 2 yesrs ago,I publically(newspaper,emails,etc endorsed and worked for candidate Trump as soon as he announced because his agenda reminded me of Pres. Reagan more than the other candidates.
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Providing the public with 'adequate,affordable and accessible health care for all' has always been a complex challenge which even rapidly changes with time ,as so many new technologies rapidly emerge. There are no simple solutions. There are so many stakeholders ,besides the physician and the patient ,and getting all of these groups to work together, efficiently and promptly ,remains a challenge--perhaps some applications of computer "artificial intelligence"( AI) can help ."Obamacare" appears to be an attempt to confuse and complicate things so much that people would eventually accept a "one party payer system".( It has thousands of pages ,and apparently very few, if any ,Congresspersons had time to read it ). So, getting back to a competitive ,multi-insurance- based system will take some time .Fraud in so many ways in the medical payment system is large and Congress must provide better committee "oversight " .
What role should government play in boosting the economy?
The Constitution says only that our government should promote commerce. I am not an economist; but, working on a stable ,TRUSTWORTHY economy seems desirable --and ,accordingly , clearing out our national debt of about 20 trillion dollars and deficit seems like a good idea to me. Passing this debt on to our children and grandchildren is irresponsible and unfair . One way to boost the economy would be for Congress to develop PREVENTIVE public and environmental health legislation and better informed oversight of agencies like EPA,DOE and NRC on GenX and the necessity for burial of the nuclear waste( for past 50 years has been accumulating at all our nuclear power plants) .Congress can't seem to solve this problem. I was deployed in recent years to work at Chernobyl, Ukraine and near Fukushima and understand the effects of such incidents on public health and a farm economy.My experience in both Nuclear Engr, and as a 40 yr physician cancer specialist, is needed in Congress
What changes should be made to the tax code?
A national tax code is about 70,000 pages which is unreasonable and unmanageable .Maybe Congress can simplify and reduce the tax code document size by using AI technology to remove conflicting purposes involving the mission and purpose of taxation in a capitalistic economy. Congress should seriously debate the concept of a "flat tax" and should simplify the code under the supervision of English language experts to clarify contradictions and to close many semantic-based loopholes in the code. Considering that we did not have an income tax for the first 50 years ,why can't Congress simplify and significantly reduce it to a manageable level?
What is the best way to bring down unemployment?
Constant vigilance for national and international opportunities by the district Congressperson by working other local business and education leaders for new economic development--especially for attracting the new technological industries like biotechnology and robotics, etc. And ,also for the NC 10th Congress Dist,special attention should ALSO be given to finding ways to rehabilitate victims of illegal drug addiction ,so that they can again enter the work force. I was appointed to Gov Thompsons (Wisc)Gov Council on Biotechnology and learned many ways to bring these type of high paying jobs to rural farm communities ,like NC 10th Dist.
How would you guarantee Social Security benefits for future generations?
The ability of Social Security to support all US citizens who have paid into the system must be guaranteed by the US Congress . These funds should not be diverted by the bureaucracy to fund the needs of ineligable and illegal residents, since so many of our eligable US citizens are just as needy. And,as mentioned in question 31,a stable trustworthy economy is HIGHLY desirable to enable the continued funding and security of the SS system..
What education or experience qualifies you to hold the office for which you seek election?
I have had a broad life experience, beginning as a Nuclear Engineer graduate of NC State Univ., and later completing medical school(MD) and specialty training and a PHD and working for 35 years as a cancer specialist and researcher at Univ. of Wisconsin and at ECU. After "9/11" ,as a result of my US Navy experience, I accepted a position as Director of a National Nuclear Security Admin.(DOE)program for providing '24/7' nuclear/radiological emergency medical assistance ;until 2016,I had deployments to 25 countries ,including IRAQ, Israel, KOREA, Russia,China ,US Embassy, Vz, Chernobyl,Fukushima at IAEA and WHO and with almost every US government agency. We must not have a Chernobyl/Fukushima in the US. My diverse life work experience in medicine/biotechnology and nuclear sciences would be useful in the oversight work by Congress ,especially on some major public health nuclear- related issues in NC and nationally, nuclear non proliferation and for improving the quality of lif

Is there anything else you would like voters to know about you?
I was born/raised in Forest City and the beautiful Blue Ridge Mountains of NC and on banks of Cape Fear River near White Lake .wish to serve 2 terms,wor to preserve and promote the quality of life and the life sustaining necessities of clean water ,air and food for the people on my NC homelands ,and work on nuclear non-proliferation and protect the national security of our country . I have applied for the job of Congressman many times ;and now ,as always, I am again "self -funding "during the primary;but, if I am elected beyond the primary ,I would need to re-evaluate ;and yet be careful, regarding PACs, since I would always want to be using my time (2-3 terms only) in Congress to serve the needs of the people,rather than most of time listening only to special interests and "dialing for dollars". Voters in THIS primary have choices on WHO can BEST SERVE their NEEDS as Congressperson,I suggest they vote "Doc Wiley"!
