How would you guarantee Social Security benefits for future generations?
Again ,a very difficult problem ,especially since over past 10 years Congress has insisted on trillion dollar budget deficits--and our US gov Social Security "Lock Box " of savings has evaporated to pay for this out of control deficit spending. I'm not an accountant ;but,in my opinion, the best solution is to eliminate deficit spending by reductions in federal government spending! Building a US/Mexico wall would also help protect Medicaid et al social funds since the money simply isn't there to support both US elderly,etc and all illegal immigrant social needs. Providing funds for the care of illegal immigrant social/medical needs direct to their own home countries would better funded through the US Foreign Aid Budget ,rather than through our US Social Security and Medicare Budgets.Since 2008 I have worked as a Federal Contractor in 25 countries(mostly Israel/Korea/Ukraine/Vz)have observed much about foreign social/public health management systems;we must be smarter on AID!
What government spending would you reduce in order to balance the budget?
Eliminate the US Dept of Education. All the states have their own departments of education and can manage this social necessity very well with better quality and better fiscal efficiently, without a federal intermediary , as was historically managed in the US until about 50 yr ago, A 5`10 % reduction in all federal spending could /should be debated seriously in Congress.
Under what circumstances should taxpayers help pay off existing student loans?
For Disabled US Veterans, for sure! During some of my US Navy years I served at Navy and VA hospitals during/following Viet Nam War and know well how much we owe those who have sacrificed so much. From my brief work experience as a federal emergency response official in a "war zone" at the US Embassy in Bagdad,Iraq ,I learned much about PTSD and IED injury and rocket attacks that our troops and Embassy people experienced .We owe all our Veterans so much that forgiving a loan is the least!

What does "separation of church and state" mean to you?
This is a very complicated and,in politics and elections ,is a very relevant question. It is an ageless issue and migrations to the US have often have occurred to escape religious discrimination; so many individual citizens certainly do have different emotions/convictions and opinions about this issue . But,it is too complicated for me to discuss in this format.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?
I have had the blessing and privilege for over 40 years to personally care for about 10,000 cancer patients at major Univ.,VA, and Navy medical centers;so ,I fully understand the complexity of providing prompt,high quality medical care to all, as well as preserve the physician /patient relationship-- probably the most personal of all human services. This question is too complex to answer in a paragraph. But, as a former nuclear engineer,and later as a biotechnology scientist and cancer physicisn ,I think an integration of economic/ medical record data by use probabilistic risk analysis and artificial intelligence(AI) systems could develop such a health care system, controlled by competitive insurance companies. Congress should create a real "blue ribbon ", expert committee,(like the one I worked on with NASA, during the planning/ launch of the Mars Science Lab) to work on this. I'm trained as a "problem solver" and believe cost-effective/quality care for all US citizen is possible

What should the United States do to help eradicate the threat of radical Islamic terrorism?
Use appropriate Presidential directives and Congressional legislative Restrictions on immigration from countries identified as a threat to the US from radical Islamic terrorism. In Congress I would work hard(and hopefully smarter) on Nuclear Non-Proliferation since the threat of extremists acquiring, and using nuclear weapons on US and allies is real.I was a USA representative in Russia at follow-up meeting of the Bush/Putin/Bratislava Nuclear Non-Proliferation Agreement, as well as such meetings in US/Washington/Korea ,and have worked much with the IAEA and know extent of their capabilities; and I know much more can be done.I agree with Pres. Trump that we must try very hard to stay out of wars in Mid-East. As a former nuclear engineer I knew that Iraq had no Nuclear weapon capability after 9/11 and was against the Iraq War;and in 2002 I ran for US Senate,trying to persuade Congress to vote AGAINST going to war in Iraq ,as was being emotionally preached by the "Neo-Cons".

Who should be allowed to immigrate to the U.S. and under what circumstances?
The US Congress has already passed very adequate immigration laws--the problem is: No one seems to want to, or be able to ENFORCE these laws ,which do already address the many and various extenuating circumstances! Ideally ,Congress should also now pass legislation to end "anchor baby" and "chain migration" into the US -- Canada and Mexico passed such legislation ending these loopholes years ago! We all know how hard it is to turn away anyone who wants to live here;and I don't blame them!I learned as a child about "asylum" when I saw my uncle in Rutherford Co. bring in/support refugees escaping Estonia's occupation by Soviets. In past 10 years I have worked in 25 countries and with WHO and IAEA and have personal experience in trying to help "asylum- seeking" refugees;so I do understand why at least half the world population now wants to be here;but some public servant type politician needs to figure out a way to FIRST take care of our US citizens, who are just as much in need.

At age 9 I became a member of a Rutherford Co Baptist Church,and still am. In high school and NCSU college years, I was a Presbyterian. My wife was Episcopalian and we married in a Raleigh Episcopal Church and our family became members of the Episcopal Church during my US Navy years in California. Later ,during my Univ.of Wisconsin years, with the the incredible blessing of 4 wonderful daughters , we became members of a Lutheran Church near home so we could attend church and Sunday school together. I am so very thankful for the fellowship, love, ,instruction and guidance that I ,and our family ,have received from each ,and all, of this wonderful family of Christian Churches. Each of these Churches have their own beautiful way of worshiping and of understanding the Profound message of Love from our Creator.In my youth I spent so much time trout fishing near my home in beautiful Cold Mt and Highlands areas,so nature also has made me always in awe of our Creator.

In my 1984 run for Congress , Pres. Reagan whom had I met and liked while in the US Navy during Viet Nam era) strongly endorsed me in a major speech in Milwaukee. Later on ,for other offices and appointments ,I have also had various endorsements from conservatives such as Wisc. Gov . Tommy Thompson , Sen Jesse Helms ,et al. SO,I suggest that my endorsements from all of these strong conservatives validates my long tern ,conservative values over the past 35 years. Also, I have since 2016 run 3 times as a Republican candidate for US Congress; so, there are numerous newspaper articles ,radio/tv programs (Google: "Dr. Albert Wiley, candidate") which will define/ confirm my social, fiscal,and environmental conservative values .As a fiscal conservative ,I always "self fund"(no donations are ever accepted)during my primary elections. So, if I win in the Primary Election, the people will know for sure I will work them and their best interests ,ahead of any special interests.

In my lifetime,I have spent more time in "11th Dist."than some candidates! I have had a continuous/LIFELONG affection/association with the 11th District. Born/raised in Forest City/Canton/Highlands.Since 1995 I own/pay taxes/use my grandparent's/parent's home in Rutherford Co. But, YES, I also have a residence "down east" since I work in nearby cancer clinics.But,IF I WIN, MY FULL TIME RESIDENCE WILL BE IN "MY HOMELAND"(the 11th Dist.)My AGE-NOT a problem-I am physically fit.At age 75,I was in IRAQ "war zone"as a DOE Contractor/Emergency Response Official(carrying 40#bodyarmour).So,I can do this job uniquely well and hope people will consider my proven Conservative Values /qualifications. I have worked with Congress and almost every agency in DC. It would be a privilege for this"Cold Mt,trout-fishing Hillbilly" to serve 2-3 terms to try to make life better for the people of my Blue Ridge homeland by working to attract new biotechnology and jobs ,improving health care/public health.

What restrictions on gun ownership are needed to protect public safety?
The second Amendment MUST be protected. But ,I think good debate on such issues should be allowed in Congress by people who know more about gun technicalities The extent of my personal knowledge about guns is from my father who brought back a pistol from his battle campaigns in Italy in WW2 ;so I learned gun safety as a youth, and that training helped me later when I was required by my US Marine Reserve Unit to earn the Navy Expert Pistol certification/medal.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?
In prior questions I mentioned the importance of Congressional legislation to reduce the federal deficit and better control immigration.I am a strong supporter of Pres. Trump's conservative agenda .I do have some major, special concerns on some public health issues regarding drugs, pollution of drinking water in the 11 District and on storage of Nuclear Waste at Nuclear Power Plants surrounding thedistrict. I worked at Chernobyl Nuclear Accident site and on Fukushima ,I understand this problem
Is racism a threat to domestic security in the United States? Why or why not?
From my personal work experience in about 30 countries,I don't think so. Unjust discrimination in economic opportunity ,I think, is the basis of most domestic security problems in the US/ world. I have served as Director/Assoc Dir. of large medical/oncology clinics for major universities in Wisconsin and NC ,and have served as medical director of large laboratories for the US Navy and for US Dept. of Energy(NNSA) ,and almost all of the difficult personnel issues that I had to deal with in these US work places were primarily based on perceptions of economic ,rather than racial discrimination. But,racial and religious) discrimination is a threat to domestic security in some other countries. While working at a nearby cancer clinic ,I happen to drive through Franklin,NC ;and ,at the city limits there was a large sign ,offering hope and profound guidance for all such issues. The sign was: A list of The Ten Commandments.
