OTHER INFORMATION

QUESTIONNAIRE

RIGHT TO LIFE

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

Under what circumstances should abortion be allowed?

I am personally against all abortions, however, there are some instances where it may be admissible to some such as: a) when the pregnancy results from rape or incest b) or when it threatens the life of the mother. With a) I believe adoptions is a viable option. With b) I believe doctors and the patient are best equipped or suited to make that choice.

ECONOMY

It is the government’s responsibility to ensure everyone has a livable income.

Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

How would you guarantee Social Security benefits for future generations?

Guaranteeing Social Security benefits for future generations will require several actions, many of which are tough but necessary such as follows: a) Increase the number of workers per retiree by continuing legislation favorable toward job creations. b) Help workers with disabilities remain employed so as to lower the withdrawals from the Disability sector of Social Security. c) Ensure that we curb illegal workers, many of whom are not paying into the Social Security System money that would increase funds for this benefit. d) Gradually raise the age for Social Security beneficiaries for those that will be at least 10 years from eligibility to receive benefits. SSA signed into law by President Roosevelt on August 14, 1935. Life expectancy was only 58 for men and 62 for women, and the retirement age was 65 which meant that most people that could draw Social Security, for a limited time. Today, it is about 76 for a man and about 81 for a woman. Change must happen to save Social Security!

What government spending would you reduce in order to balance the budget?

1) Earmarks for pork spending - which was at $15.3 billion in 2019 and serves powerful lobbyist more so than constituents at-large. 2) TRANSPORTATION INVESTMENTS GENERATING ECONOMIC RECOVERY (TIGER) - wasting millions of taxpayer dollars without a good Return on Investment (ROI). This list can continue, however dealing with the Pork alone will be a monumental task!!

Under what circumstances should taxpayers help pay off existing student loans?

It already happens indirectly with The Public Service Loan Forgiveness Program, Teacher Loan Forgiveness, 100% Total and Permanent Disabled Veteran Programs, etc. From a greater perspective however, I believe we may benefit from a temporary suspension of interest rates on the $1.6 Trillion in outstanding student loan debt, for certain categories of people, with a structured timeline, to encourage quicker repayment for some and bring others out of default.

RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

This means that no power to prescribe any religious exercise or to assume authority in any religious discipline has been delegated to the general government as this must then rest with the states. Thus, the federal government that could not establish religious institutions and government. Our Founding Fathers did not seek to eradicate religion in America, instead they intend the opposite. They wanted to ensure protection of the religion from the government, not to protect government from religion. Note, nowhere in the Constitution do the words “separation of church and state” appear. Ultimately, in a letter penned by Thomas Jefferson, his goal was to was to protect religious liberties from an intrusive government!

HEALTHCARE

It is the government’s responsibility to ensure everyone has health insurance.

Disagree

I support the elimination of private healthcare insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

We must strip away anti-trust exemption that allows monopolies (with AMA price-fixing and Insurance Companies). a) Allow insurance companies to cross state lines. b) Allow employers the opportunity to opt-out of ACA (Obamacare). c) Allow seniors to opt-out of Medicare and ensure the protection of other benefits earned through years of working. d) Protect seniors who disenroll from Medicare from automatically losing their Social Security benefits and from any requirements to pay back any benefits they've received in the past. e) Ensure Americans can have Tax Deductible Healthcare Savings Plans or Health Reimbursement Arrangements. f) Encourage more HSA (Health Savings Accounts) and Health Reimbursement Arrangements (HRA) or (Health Reimbursement Accounts) and allow greater flexibilities with yearly rollovers. g) Allow individuals to join groups to combat high costs.

NATIONAL SECURITY

The best way to maintain peace is through a strong military.

Neutral

What should the United States do to help eradicate the threat of radical Islamic terrorism?

1) We must continue to be vigilante in ensuring citizen report things that appear to be unusual and may threaten society to ensure no repeat of 9-11. 2) We must ensure intelligence agency continue to become more efficient and willing to share information to protect against such threats. 3) We must continue to build strong international relationships which can help with intelligence gathering from abroad in an effort to prevent such acts. 4) We must be more selective on who we allow access into the United States. 5) We must build greater relationships with the Islamic community and not assume all are threats, but many are allies and assets to the U.S. 6) We must ensure local authorities are just as committed, purposed, and equipped for preventing such acts as federal authorities.

IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

Immigration and Customs Enforcement (ICE) should be abolished.

Strongly Disagree

State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.

Strongly Agree

Employers should be required to use E-verify to confirm the eligibility of their employees to work in the United States.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Those who follow our established rules as written and implemented into law! We already have immigration laws which dictate who is allowed and under what circumstances. I will work to update such laws. Please see more under "Issues" on my website at www.timwestley.com

EDUCATION

Taxpayer-funded public education should be guaranteed through college.

Disagree

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I believe that Judeo-Christian values matter and are important to everyday life. My Christian lifestyle is the foundation of who I am and instrumental to all of my decision making. I am a former Senior Pastor of a Non-Denominational Christian Church (12yrs) and as such believe what the Word of God says in the Holy Bible and use this Word daily to guide my life. Such values is how I have lead my family and raised my children, and now grandchildren. Ultimately, God matters, Jesus matters, and the Holy Spirit matters to me completely!

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

Please visit my website and click "Issues" at www.timwestley.com

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

NO.

Is there anything else you would like voters to know about you?

I have been a Public Servant since over two decades, serving my country 7 years Active Duty in the U.S. Army and one in the Texas National Guard. Serving as U.S. Mail Carrier for years, S Senior Pastor for over 12 years, an Educator for almost 10 years in the University, etc. As a Critical Thinking Instructor, I believe, I am well equipped to move the district, needs of the State of Texas, and our Nation forward, for future generations! Although I've not made it to Congress yet, I've submitted multiple ideas to Congress already, one of which is at the heart of a $10 Appropriations Bill to help provide our Border Patrol Agents with 200 Processors (New Positions) which will help them get back to the frontlines of America's Defense (Visit my website and click 'Videos' for more info.). Ultimately, I am effective outside of Washington and will do even greater things while there! Remember, alone we may fail, but together #WeRise!

CRIMINAL JUSTICE & PUBLIC SAFETY

Mandatory minimum sentencing should be required and enforced for violent crimes.

Neutral

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Our nation already have enough gun laws to protect public safety. Although many reject the discussion of mental illness as associated with gun deaths to steer towards gun control, the fact remains that about two-thirds of gun deaths are due to suicide. As such, those deaths highlight the potential of mental illness being associated with such deaths. We must provide incentives for people to enter the mental health field to properly address this issue.

OTHER IMPORTANT ISSUES

I support BDS (boycott, divestment, and sanction) against Israel if they refuse to allow the creation of a Palestinian state.

Strongly Disagree

I support the legalization of recreational marijuana.

Neutral

Reparations should be given to people on the basis of race.

Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

1) Border Security a) Ensure funding is provided for more and better technology and equipment for our CBP Agents. b) End any form of catch and release & implement harsher penalties for illegal entries Etc. 2) Veterans a) Fill Vacancies – fill vacancies in key high-level positions in addition to the more than 30,000 clinical staff openings. b) Target Suicide 3) Small Businesses a) Increase Federal contracting dollars to small businesses b) Decrease regulations

Is racism a threat to domestic security in the United States? Why or why not?

It can be, if it is causing some of our greatest assets/individuals to be sidelined or underutilized for opportunities which can lead towards greater security for our nation. Further, if it causes an imbalance within the culture of an organization this can have a negative impact on morale and readiness.
