QUESTIONNAIRE
RIGHT TO LIFE
Human life begins at conception and deserves legal protection at every stage until natural death.
Strongly Agree
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
Strongly Agree
Under what circumstances should abortion be allowed?
I believe in pro-life legislation that will protect the unborn from the moment of conception by supporting legislation that will do such. With that being said, I don't believe in nor support abortion, yet, I will not tie that hands of doctors in extreme emergencies whereby the life of a mother is likely to end and that mother chooses that option (not the doctor).
ECONOMY
It is the government’s responsibility to be sure everyone has a livable income.
Disagree
Free enterprise and the right to private property are essential elements of a productive economic system.
Strongly Agree
Congress should pass a balanced budget amendment to the Constitution.
Strongly Agree
What role should government play in boosting the economy?
Government should support small business efforts and decrease regulations that stunt or slow such growth. Also in areas such as Infrastructure - ensure availability of resources that will be systematically directed towards long term resources such as transportation, energy and social infrastructure which includes our schools, universities, hospitals, training facilities, etc. Such resources can contribute to economic growth, technological advancements, better transportation networks, power grids, and much more.
What changes should be made to the tax code?
Tax Code – we have over 70,000 pages of Tax Codes and regulations. We must simplify them and possibly get back to the basics and use just one form for filing. Complex tax codes cost the taxpayer as they typically acquire paid assistance to complete filings, while the IRS spends countless man hours ensuring accuracy against mistakes (and some abuse). Further, such simplification will allow for a sizing down of the IRS and government in general. Also, having a flat tax across the board would assist in simplification.
What is the best way to bring down unemployment?
We must ensure that small businesses are promoted and that regulations hindering their growth is limited or eliminated. Small business need not be overly concern with the threat of new regulations that cause huge uncertainties, thus leading to a reluctance to hire. Further, when businesses don’t know the cost factors of new regulations per employee, growth can be slowed or nonexistent. Small businesses make up 64 percent of net new private-sector jobs and favorable and stable regulations for them can translate into increased employment.
How would you guarantee Social Security benefits for future generations?
Increase the number of workers per retiree by continuing legislation favorable toward job creations. Help workers with disabilities remain employed so as to lower the withdrawals from the Disability sector of Social Security. Ensure that we curb illegal workers, many of whom are not paying into the Social Security System money that would increase funds for this benefit. We may also gradually raise the age for Social Security beneficiaries for those that will be at least 10 years from eligibility to receive benefits. In the 1930’s, when the Social Security Act was birthed, the life expectancy was only 58 for men and 62 for women, and people could draw at 65, but would only do so for a limited time. However, today it is about 76 for a man and about 81 for a woman. Therefore, if we gradually raise the age for Social Security beneficiaries for those that will be at least 10 years from eligibility to receive benefits, this is also help to ensure benefits for the future.
RELIGIOUS LIBERTY
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.
Strongly Agree
Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.
Strongly Agree
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
HEALTHCARE
It is the government’s responsibility to be sure everyone has health insurance.
Disagree
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
Healthcare – Provide an avenue for Texans and Americans to be able to afford reasonable healthcare. •We must strip away anti-trust exemption that allow monopolies (with AMA price fixing and Insurance Companies). Insurance companies are already profiting from tax payer dollars in the area of 15 billion dollars per year. •Allow insurance companies to cross state lines. •Allow individuals and employers the opportunity to opt out of ACA (Obamacare). We must have an immediate repeal of the individual and employer mandates which requires most Americans to purchase government-controlled health insurance. •Ensure Americans can have Tax Deductible Healthcare Savings Plans or Health Reimbursement Arrangements. •Encourage more HSA (Health Savings Accounts) and Health Reimbursement Arrangements (HRA) or (Health Reimbursement Accounts) and allow greater flexibilities with yearly roll overs. •Allow individuals to join groups to combat high cost.
NATIONAL SECURITY
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Strongly Agree
The United States should help defend Israel from attack by its enemies.
Strongly Agree
Islamic law (Sharia) should take precedence over national and state laws where there are Islamic majority communities in the U. S.
Strongly Disagree
I support sanctuary cities.
Strongly Disagree
The United States should protect its sovereignty from the United Nations.
Strongly Agree
The best way to maintain peace is through a strong military.
Neutral
What should the United States do to help eradicate the threat of radical Islamic terrorism?
The United States must continue to educate society on the threat and from the earliest points help people understand how such threats are birthed religiously. Further, we must continue to work with other countries to combat the issues, strengthen our laws, secure our borders, maintain high levels of foreign and domestic intelligence, and work with those within Islam that are just as opposed with the radical terrorist movements.
EDUCATION
Tuition-free public education should be guaranteed through college.
Disagree
VALUES
Judeo-Christian values established a framework of morality which permitted our system of limited government.
Strongly Agree
People should be allowed to use public restrooms, showers, and changing rooms based on "gender identity."
Strongly Disagree
What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?
I believe that self-preservation was a factor in that without such perimeters, abuse of power would emerge, that could go unchecked and would eventually lead to the destruction of our nation which would affect everyone. Further, I believe that because an overwhelming number of our Founding Fathers were men of faith, that the religious conscience was a factor and possibly foundational Christian principles that provided for a balance of powers when properly applied.
Briefly describe your spiritual beliefs and values.
I am a Christian that support Judeo-Christian values. I have been an associate and lead Pastor of a Christian church for over 12 years. I believe my Christian values are important and make me better personally and as a public servant!

Is there anything else you would like voters to know about you?
Yes, my quest to represent the great people of CD15TX and this great nation, is indeed about the people. I have not waited to get to D.C. before I fight for the people, that started a year ago as I have already sent proposed legislation to the President's Desk (for his agenda) and to our U.S. Senators / U.S. Congressional personnel, and to one State Senator, for their legislative agendas. Further, I have fought for our Border Patrol Agents, Veterans, and citizens in general already (please see my website for more details). I’m haven't waited until I get elected to the U.S. Congress before advocating & fighting for the people and proposing needed bipartisan legislation, I’ve already started! I value every vote and don't take any for granted. It has been over 113 years of one party leadership and I believe it's time for Conservative Representation that will have to provide clear results in order to be elected again. I believe I am that person! Humbly, Tim Westley, Ph.D.
