Candidate was 1st most conservative State House member according to Rice University 2021 analysis.

Candidate completed the Abolish Abortion Texas Candidate Survey  source

During 2021 Regular Legislative Session, one of 21 Texas House members who voted FOR HR4, Amendment 10, which would have provided greater transparency on lawmaker actions by requiring record votes in committees.

QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

As someone who believes that life begins at fertilization, I oppose all abortions.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

ECONOMY

What changes, if any, should be made to the tax code?

The current federal tax code is too complex. It features high rates and endless complexity for most Americans while providing untold opportunities for a privileged few. Congress should enact a simpler tax code that allows the economy to grow and lets people prosper. For example the code needs to be reformed to: 1) allow full expensing which would allow businesses to deduct all investment expenses from their taxable income immediately; 2) lower the corporate tax rate and no longer tax profits earned overseas to even the playing field to allow U.S. firms to compete with foreign firms; 3) lower the tax rate for individuals; and 4) eliminate tax subsidies whereby the code picks winners and losers.

What government spending would you reduce in order to balance the budget?

The Texas Legislature is required to pass a balanced budget every two years.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Under what circumstances can government close churches?

The government should have no authority to close churches or other houses of worship.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I believe that individuals and families should control their own health care decisions. I believe that patients should know what medical services cost before they are performed so that patients can choose the most affordable, high quality healthcare options that fit their needs. I believe that Americans should have access to a wide variety of options to cover medical expenses that meet their personal and financial needs. I also believe that Texas should allow Texans to purchase health insurance across state lines. To this end, in 2021, I filed HJR 130 to propose an amendment to the Texas Constitution to prohibit the state from expanding Obamacare.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Under no circumstances should a government entity be allowed to mandate vaccination.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

Islamist terrorism in its various forms remains a global threat to the safety of America’s citizens. We must protect the homeland against the terrorist threat by building strong borders, securing United States infrastructure, and enhancing the preparedness of the American people.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

In 2017, I co-authored and helped pass Texas House Bill 89 which prohibits state agencies or political subdivisions from entering into a contract with a company for goods or services unless the contract contains a written verification from the company that it does not boycott Israel and will not boycott Israel during the term of the contract. The law authorizes the attorney general to bring any action necessary to enforce the prohibition on investment in companies that boycott Israel.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Until the taxpayer-funded magnets that attract illegal immigrants to this country are ended, the U.S. should establish a merit-based immigration system in which America selects the majority of future immigrants based on skills.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

In 2021, I coauthored and helped pass Texas House Bill 3979, one of the strongest prohibitions on Critical Race Theory in the country.

Briefly describe your spiritual beliefs and values.

I believe that salvation may only be obtained through a belief in Jesus Christ as one's Lord and Savior . I believe salvation comes by faith through grace alone. I believe that the Bible is the perfect and inerrant word of God.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

As the Chairman of the Texas House Committee on Elections, I helped author and pass some of the strongest pieces of election integrity legislation in the country.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

The real threat to domestic security comes from critical race theorists who falsely accuse the United States of being a fundamentally racist nation and condemns capitalism, individual rights, and the Constitution.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Stricter environmental laws and regulations cost too many jobs and hurt the economy.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

ABOUT YOU

What do you think is the general purpose of government?

Generally speaking, the purpose of government is to provide essential services, fulfill the fundamental duties of security and justice, ensure the rights of its citizens, protect liberty, and enable its citizens to pursue happiness and chase opportunities.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

The Houston Chronicle has said, "Rep. Briscoe Cain has quickly acquired a reputation well beyond being the most conservative lawmaker in the House." The Baytown Sun has said, "He has established himself as one of the most conservative members of the Texas House." Texas Scorecard has called me “The Texas House lawmaker with the most conservative voting record."

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

Two of my top legislative priorities next session are school choice and banning taxpayer-funded lobbying.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

An armed society is a safe society. All gun ownership restrictions are an infringement of the Second Amendment.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree
