2nd most conservative TX House member according to the 2023 Rice University analysis

During 2021 Regular Legislative Session, one of 21 Texas House members who voted FOR HR4, Amendment 10, which would have provided greater transparency on lawmaker actions by requiring record votes in committees.

Candidate completed the Abolish Abortion Texas Candidate Survey  source

QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should an elective abortion be allowed?

None. I support the abolition of abortion.

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

RELIGIOUS LIBERTY

Under what circumstances can government close churches?

There are no circumstances. I fought to pass a bill and constitutional amendment in the Texas Legislature to ensure that government cannot close churches. I also wrote an amendment to the bill to close a loophole that would have allowed government based on occupancy limits, etc. This amendment ensured that churches can stay open!

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

NATIONAL SECURITY

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

Is the United States' relationship with Israel important, and if so why?

One cannot look at Israel and not think of what the Bible says. The most direct assertion regarding the significance of the Jewish people comes directly from Jesus In the dialogue with the Samaritan John 4:1-26. Israel is to be admired effective adherence to the Western democratic tradition, impressive economic growth, and resolute resistance against unyielding adversaries. Israel has long fought against terrorism in their backyard.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

D) Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

There should be no requirement for a vaccinations. I added an amendment to Senate Bill 7 (Ban on Covid-19 Vaccine Mandates) that prevents teaching hospitals from requiring students and others to get the Covid-19 vaccine.

ECONOMY

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

What is your position on the minimum wage?

I believes that wages should be determined by factors such as skill, education, and the fundamental principles of supply and demand. It is my belief that compensation should be based on these things and not a mandate by the heavy hand of government.

Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?

No

I fought in the Texas House to ensure that we passed a bill banning ESG practices before a crucial legislative deadline. I was able to gather 25 signatures of members to move forward with a vote as Democrats were trying to stall.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

I joint-authored legislation in the Texas Legislature to dedicate over $1.5 billion to build the wall in Texas. I also have filed legislation numerous times to use state funding to build the wall with Mexico.

EDUCATION

The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

Strongly Agree

I have been a vocal supporter of parental empowerment legislation. I have not only authored and filed school choice legislation, but when school choice legislation was being debated on the Texas House floor this session, I was one of a handful of members that fought back efforts to strip Education Savings Accounts from the bill.

CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Strongly Disagree

In the legislature, I fought for and co-authored the bill to ban defunding the police. Both the Combined Law Enforcement Association of Texas (CLEAT) and the Texas Municipal Police Association (TMPA) have endorsed my campaign!

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

There should be no restrictions! I am 100% pro-2nd Amendment! I have been endorsed by multiple gun rights organizations. According to Wes Virdell, the Texas State Director of Gun Owners of America, "During the 88th session, Briscoe Cain was a champion for gun rights and helped Gun Owners of America file and pass multiple bills."

Should teachers be allowed to carry guns at school?

Yes

I am proud to represent schools in House District 128 that participate in the school marshal program. This is legislation I have always supported.

ABOUT YOU

Have you ever been penalized for sexual misconduct in either civil or criminal court? If so, please explain.

No

Have you ever been convicted of a felony? If so, please explain.

No

What do you think is the general purpose of government?

The general purpose of government is to secure the liberties and freedoms of its people.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

I have consistently been named either the #1 or the #2 Most Conservative Member of the Texas House. Below are my conservative rankings since I was elected. •2023 Regular & Specials Combined: #2 •2023 Regular: #2 •2021 Regular & Special Combined: #1 •2021 Regular: #2 •2019 Regular: #1 •2017 Special: #1 •2017 Regular: #1

VALUES

Children are the most vulnerable members of society and must be protected from abuse, including gender ideology, grooming, and bodily mutilation.

Strongly Agree

iVoterGuide Notes:

Candidate notified iVoterGuide.com that his answer should have included, "I co-authored the bill we passed to prohibit gender transitioning of minors."

Parents should have the right to make decisions for their minor children.

Strongly Agree

Taxpayer funds should be used to provide gender transition services.

Strongly Disagree

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Strongly Agree

Briefly describe your spiritual beliefs and values.

I believe that salvation may only be obtained through a belief in Jesus Christ as one's Lord and Savior. I believe salvation comes by faith through grace alone. I believe that the Bible is the perfect and inerrant word of God.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

States should join the National Popular Vote Interstate Compact which makes the Electoral College irrelevant.

Strongly Disagree

The Electoral College must be preserved. It is integral to our system of government.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Racism is evil and disgusting. The kind of racism we are now seeing via DEI programs and CRT is a threat to our Republic.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

In the Texas Legislature, I fought for legislation to ban the teaching of CRT to Texas students.

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Strongly Agree

I am a proud co-author of legislation in the Texas Legislature that banned biological men from participating in women's sports both in high school and college.

ENERGY & ENVIRONMENT

Which comes closest to your view? (Select all that apply) A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost. C) Stricter environmental laws undermine U.S. energy independence and deter development of reliable electricity sources. D) Climate change is real and requires urgent policy action.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. C) Stricter environmental laws undermine U.S. energy independence and deter development of reliable electricity sources.

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Nuclear energy is by far the most efficient and reliable form of energy. Texas and America should do all we can to unleash American energy production. Drill baby drill!
