Under what circumstances should abortion be allowed?
When a mother is so desperately ill from pregnancy that she is expected to die (and take the baby's life with her), it is ethically better to have 1 death from abortion than 2 deaths without abortion. This determination should not be permitted to the personal physician of the mother (perhaps too biased toward abortion) but should be supervised by a court with deliberate regard for the interests of the baby. This should be the law in every state but has no place in federal law (Congress has no constitutional authority to make ANY homicide laws).

How would you guarantee Social Security benefits for future generations?
I am not committed to guaranteeing Social Security for anyone, since it is not authorized by the Constitution. However, abolishing the cost of living adjustment, limiting it to the established poor, converting it from defined benefit accounting to defined contribution accounting, and raising the retirement age to 85, might secure it indefinitely.
What government spending would you reduce in order to balance the budget?
I would terminate and liquidate all federal departments and agencies not clearly and expressly authorized in Article 1, Section 8, of the Constitution; the departments and agencies appropriate for such liquidation are too numerous to enumerate. The 10th Amendment forbids all functions not expressly authorized; all those not so enumerated are forbidden and should be terminated with all deliberate speed.
Under what circumstances should taxpayers help pay off existing student loans?
NONE. Student loans should never have been instigated. Education is NOT an expressly enumerated authority of the federal government. It is NOT fair for the taxpayers to pay for the student loans.

The most oppressive problems in the healthcare marketplace come from federal intervention, regulation, and financing. I favor extricating the federal government from the healthcare marketplace, including its financing.

What should the United States do to help eradicate the threat of radical Islamic terrorism?
An unambiguous oath to obey all the laws of the United States should be required of all immigrants and noncitizen residents in the United States and should be enforced by immediate prosecution and/or deportation for any significant violations. Additionally, absolute loyalty to the United States and its Constitution must be required of all naturalized citizens. Muslims may believe and practice any peaceful religious beliefs that they wish, but any adherence to and practice of Sharia Law should be considered a violation of the loyalty oath to the Constitution and result in revocation of United States citizenship. I am opposed to dual citizenship in all cases. All citizens (both natural born and naturalized) should be required (at the age of 18) to choose and declare their national loyalty and to repudiate any and all other national citizenships or have their US citizenship revoked or denied.
IMMIGRATION
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

The immigration situation has been so confused since the Kennedy law of 1965 that NO further immigration should be permitted until substantially all immigrants since then, both legal and illegal, have been accounted for. It might take us as long to extricate our country from the present situation as it took to create the present quagmire.

My website is: www.dancummingsforcongress.com The following brief summary is excerpted from the Utah Voter Information Pamphlet soon to be placed on the official Utah state election website and was written by me (I have not varied significantly from these viewpoints for the past 60 years): I am a constitutional conservative favoring a much smaller federal government that is adequately strong and unified for national defense and foreign affairs but weak in authority over individuals (to maximize individual liberty) with intermediate authority to mediate problems between the states. This was the viewpoint of our divinely inspired Founding Fathers who authored our Constitution. Reclaiming that vision requires a marked decrease in the size and functions of the federal government, facilitated by decreasing expenditures and federal employees and liquidating many federal departments and agencies.

The Born Alive Abortion Survivors Protection Act is an excellent concept for state homicide law; every state should have such a law. However, the Constitution makes NO provision for and grants NO authority to Congress to pass any manner of homicide law. Homicide law belongs exclusively to the states due to the 10th Amendment. The Founders considered all criminal law to be under the jurisdiction of the states.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?
1. I will introduce a constitutional amendment to repeal congressional authority to borrow money on the credit of the United States and require payment of the national debt within 50 years. 2. I will introduce legislation to revoke federal judicial appellate jurisdiction for all matters of medical care (including abortion) and all matters of family law (including marriage) and forbid the use of any prior federal cases (within these specified limits) as precedents in any courts of the United States; this will allow the states to reinstitute their prior abortion and heterosexual marriage laws as they choose. 3. Introduce legislation to thoroughly audit the entire history of the Federal Reserve System as a preliminary step to abolishing and liquidating it in a rational and expeditious manner.
Is racism a threat to domestic security in the United States? Why or why not?
Racism, as deceptively misdefined by present-day political agitators is no threat whatever to our domestic security; true racism today has become a very marginalized social phenomenon confined to a few political malcontents who should be ignored as long as they remain peacefully coexistent with society. However, the recent domestic terrorism instigated by current racial malcontents must not be tolerated. The rights of innocent peaceful citizens, including their property rights, must be protected by whatever means are required. PEACEFUL protest is a basic constitutional right, but property damage and destruction and interference with the peaceful activities of other citizens is NOT PEACEFUL protest and should not be tolerated. Private property should be defended with deadly force, if required.
