QUESTIONNAIRE

RIGHT TO LIFE

Human life begins at conception and deserves legal protection at every stage until natural death.

Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Agree

If the U.S. Supreme Court overturns Roe v. Wade, North Carolina should repeal its law allowing abortion up to 20 weeks of pregnancy.

Agree

Under what circumstances should abortion be allowed?

Any illegal sexual activity when the woman is a victim; When the life of the mother is in peril; When it is clinically known that the fetus will not survive before or immediately after birth.

RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Agree

Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.

Agree

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

It means, we must maintain freedom of religion and avoid establishing government sponsored or financially supported religious institutions. Without the "separation of church and state" there would be the need for an earthly potentate or assembly to make moral judgements that would likely diminish our freedom. Government by the people is not designed to sanction any specific religion. "In God We Trust" is adequate to keep government focused on the legislative task on behalf of the people for the people. We should "trust in God" through the religion we choose for ourselves - individually and faithfully.

NATIONAL SECURITY

The best way to maintain peace is through a strong military.

Agree

HEALTHCARE

It is the government’s responsibility to ensure everyone has health insurance.

Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I would begin by challenging us to define "adequate", and "affordable". Healthcare should be accessible for all regardless of the ability to pay. There are health disparities that persists because of inadequate or unaffordable health care. If we focus on those disparities and create coverages that would eliminate them, we would have made progress toward defining adequate and affordable coverage. I would also promote "cradle to grave" physical and mental wellness along with healthy living.

ECONOMY

It is the government’s responsibility to ensure everyone has a livable income.

Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Agree

IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Neutral

State, sheriff and local law enforcement agencies should be required to participate in the U.S. Immigration and Customs Enforcement (ICE) 287(g) Program to enhance the safety and security of their communities to identify and detain aliens.

Neutral

Who should be allowed to immigrate to the U.S. and under what circumstances?

Anyone who will abide by our established rule of law. Persons interested in becoming a U.S. citizen should apply for citizenship and enter an approval process. We are fortunate that people still want to be a part of this great country. Without good leadership to preserve the principles upon which this nation was founded, we could find ourselves responsible for the destruction of constitutional rights and scrambling to prevent people from migrating to other countries.

EDUCATION

Taxpayer-funded public education should be guaranteed through college.

Neutral

2ND AMENDMENT

Should teachers be allowed to carry guns at school?

No

What restrictions on gun ownership are needed to protect public safety?

I support preservation of the Second Amendment of the U.S. Constitution and believe that we should continue to ban automatic weapons and related devices, e.g., bumper stocks. Just as a strong military is needed to protect our nation, the right to bear arms is needed to protect our freedoms from tyranny. Law enforcement officials are human and are subject to corruption from absolute police powers.

OTHER IMPORTANT ISSUES

People should be able to vote without photo identification.

Neutral

I support the legalization of recreational marijuana.

Disagree

The Electoral College should be abolished.

Neutral

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

Strategic public investments in education and infrastructure. Criminal justice reform. Reduction in regulations that stifle innovation and wealth creation.

JUDICIAL PHILOSOPHY

I support the use of Sharia law as a basis for legislation and judicial decisions in the United States.

Disagree

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Conservative

Please provide publicly available information validating your answer to the previous question.

I counseled against providing tax relief (incentives) to attract low paying retail jobs that would happen without incentives. When given the opportunity as County Manager, I immediately recommended a lower tax rate considering the level of available reserves and my knowledge of unnecessary expenditures. I streamlined the code enforcement regulatory process and challenged public employees to do their jobs better than the private sector can or let the private sector do the job. we should welcome immigrants and support an immigration system that would allow immigrants to become productive and law-abiding citizens. The concept of "racism" is evil. I have elaborated on my views about immigration and racism on my campaign's website: https:\\votebobbieshields.com .

What education or experience qualifies you to hold the office for which you seek election?

I am a lifelong resident of North Carolina who is familiar with our State from coast to coast. I served County government for twenty-seven years in various positions of authority and trust. I am professionally trained to solve problems and manage complex interactions. I have good relationships with both sides of the aisle and have always made decisions after careful consideration of data and evidence. I am prepared for the hard work of making legislation that reflects the value and will of the people of North Carolina.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No.

Is there anything else you would like voters to know about you?

I am a fiscal conservative and social moderate. I will express my opinion about social issues such as school choice, abortion, immigration, the 2nd Amendment and criminal justice reform but will talk with and listen to constituents in NC Senate District 40 so I can better represent them. For me, social matters should be guided by our collective sense of right and wrong, good and evil. Unfortunately, social issues are too often used to sow discontent while hoping for political gain. We must take care of the poor, elderly and those unable to take care of themselves. Under our system of government, that must be done in a fiscally conservative way realizing that government officials can and have misappropriated tax dollars - either purposefully or unintentionally. It is an indictment to the Faith Community that certain human needs are not met or are half-heartedly supported by government programs. We can do better and I believe the Faith Community is willing to adjust.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Neutral

I support allowing public high school students to participate in athletic competition based on the gender with which they identify instead of biological sex.

Neutral

Parents should have the right to know what schools are teaching their children about sex and LGBT issues and should have the right to opt their children out of any instruction to which they object.

Strongly Agree

Briefly describe your spiritual beliefs and values.

I believe the Bible provides instructions from God and we will be held accountable for our response to those instructions. Those instructions are not burdensome and can be summarized in the requirement to "do justly, love mercy and walk humbly" in the sight of God.
