Under what circumstances should abortion be allowed?
Certainly, illegal impregnation or mortal threat to the fetus or mother's life as determined by a doctor. Otherwise, abortions should be discouraged. Abortions are and should be an individual's choice. If the pregnant individual is not capable of making an informed decision, then an elective abortion should not be allowed.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

If Roe v. Wade is overturned by the US Supreme Court, how far are you willing to go to roll back North Carolina's statutory abortion law that allows abortion up to 20 weeks?
Decisions regarding abortions should not have been determined by the federal government; however, abortions are and should be an individual's choice. I would not support legislation that bans abortions in North Carolina.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Additional simplification to assure comprehension by anyone with an average education.

There are many circumstances that would and should preclude a taxpayer-funded educational "guarantee" through college, such as unproven needs or lack of interest. If taxes are used, business and industry should be partners in the educational effort with business and industry contributing more than their normal taxes.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Services should not be mandated or prohibited based on moral and/or religious beliefs. Services should not be refused based on selective discrimination.
Under what circumstances can government close churches?
Individual church leaders should be prosecuted for illegal acts. Government should not "close churches", although legal prosecution of leaders might result in closure.
What should be the relationship between the church and the state?
The relationship should be a partnership to meet the needs of people. Government should not attempt to legislate morality and the church should not attempt to anoint lawmakers based on a lawmaker's expected conformity with a church's unique doctrine. It is expected that the church and most individuals will have strong beliefs and that they seek opportunities to share those beliefs.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
None. Data should be provided to educate about the effectiveness of a vaccine and, if necessary, restrictions should be allowed to protect the general population from those who choose to not be vaccinated.

Responsible parents should always have the right to know what their child is being taught. Responsible parenthood means providing for a child's physical, mental and emotional needs.

I am a Christian who believes that I should love and provide for others as I would that they love and provide for me. My spirit thrives when I abide by that belief and languishes when I don't.

People should be able to vote without photo identification.

What laws would you propose to change present voting practices?
Conversations about voting often involve consideration of voter fraud or voter suppression - there have been recent examples of both. Voting is a "right" and fair "voting practice" is a democratic obligation. I do not know of any existing voting practices that openly promote voter fraud or suppression but would oppose any that do.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
Currently, on a micro-level - yes, on a macro-level - no. There will be racism as long as there are racists. Racism that is evil (hatred) and resides in the heart of a racist. It could threaten domestic security (on a macro-level) if there are enough government sanctioned racists or racist acts to become a general threat.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
Neither. Stricter environmental laws and regulations hurt the economy, but they often provide jobs for government regulators and in some cases the private sector. (Additional expenditures are often used to create the jobs necessary for compliance.) The economy is hurt by the higher costs that are passed along to consumers and by the additional tax burden.

What do you think is the general purpose of government?
As stated in the Preamble to the Constitution - the purpose of the federal government is to establish justice, ensure domestic tranquility, provide national defense, promote the general welfare, and to secure liberty. State and local government support the federal government and implement laws as determined by those governed.

A "deep-dive" google search would validate my answers. The fact that I was a senior-level public servant for twenty-seven years precluded me from being very liberal or very conservative. I have lived in North Carolina all my life and have experienced covert and overt discrimination against people for various reasons - that precluded me from being socially conservative. I have been responsible for administering public funds under watchful public eyes - that precluded me from being fiscally liberal.

What else would you like voters to know about you, including your legislative priorities?
This is my third attempt to represent Senate District 40 in North Carolina. My legislative priorities include education, economic development and good public infrastructure. I believe in the importance of 'good government'. I was a Democrat for approximately half of my voting years and have been a Republican for the remaining years. I lament (but appreciate) the fact that our two primary political parties are machines that benefit from extreme politics. I have no desire to be politically extreme but will pursue sensible laws that will sustain our great country.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

There is the possibility of bad departmental policy that should be corrected when discovered.
I support redirecting funds from police departments to mental health and community programs.

2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
None on gun ownership unless the restrictions apply to local law enforcement as well as to civilians. Any gun owner could pose a danger to public safety.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

Firearm dealers and manufacturers operate under enabling laws. Victims of gun violence should continue to have the right to sue firearms dealers, manufacturers and others but the plaintiff (victim) should have to prove negligence or illegal dealing.
