RIGHT TO LIFE
Human life deserves legal protection from conception until natural death.

Personally by my faith I am opposed to abortion. I accept that a majority of Virginians support women having access to abortion up to some point in their pregnancy, but short of late term abortions. This is an issue best resolved by a state-wide referendum. I support programs for women that mitigate the financial and emotional stresses of an unplanned pregnancy that create unintended consequences not to favor decision in support of life.
Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Taxpayer funds independent of the level of government should not be used to fund abortions. Services involving providing contraceptives and other health services, as long as there is a total and auditable segregation of funds independently validated such that no funds are used to cover any expenses of the national organization headquarters or the overhead expenses of any of its facilities or the direct or indirect costs associated with abortion services, is an option available.
ECONOMY
I support using taxpayer funds to lobby the state legislature and/or U.S. Congress.

It is the responsibility of city government to provide subsidized housing at taxpayer expense.

It is not unless the state within which a city government is located has been legislated to have this responsibility. Such is not the case in Virginia currently. There is the need to recognize that might not always be the legal case.
Property taxes should be abolished.

Property taxes on cars and business property, i.e., should be abolished as counter productive taxes to advancing economic growth. Real estate property taxes need to be have their baseline established at the tax bill at acquisition and then index for a max increase in any one year. This may require a constitutional amendment possibly in VA. Time would be needed to phase in.
RELIGIOUS LIBERTY
Government should not discriminate against individuals, organizations, or business owners who affirm marriage as between one man and one woman.

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

There is no higher level of protection than what the United States Constitution provides to protect religious liberty. I do believe that more than at any other time in our history Americans of faith have had to force government via the courts and political engagements to do what in the past was the norm to preserve our religious liberties. I have not, however, seen this to be the case in Virginia Beach, VA.
IMMIGRATION
City officials should have the right to proclaim their city a sanctuary city for illegal aliens.

No elected official by their oath of office has the discretionary authority to decide not to permit or otherwise impede the enforcement of federal or state laws or judicial decisions of a court of appropriate and applicable jurisdiction on immigration or other codified activities.

I am Lutheran and ascribe to the Nicene Creed and the Bible as the word of the Lord. I respect that my religion recognizes every human has the choice to believe or not, and it is not my place to judge the choices another makes, but to set the best example of my faith by how I conduct myself.
Children have the right to be protected from sexually explicit materials in publicly funded libraries, including school libraries.

While unfortunately explicit sexual materials have become ubiquitous, this does not release school boards from making sexually explicit materials segregated such that they are not readily accessible by minors without parental consent. Public libraries should preclude all sexual explicit materials from their children sections, which are segregated sections in any library I have ever visited. Policies that already address parents having to accompany young children at libraries should suffice.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

All filings by candidates for municipal office, including ballot application and campaign finance reports, should be available for public online access on the city website within 24 hours of filing deadline.

The Commonwealth of Virginia and non-profit VPAP.org are already providing this timely access. I would not want to spend additional tax dollars to duplicate existing online access. I readily support adding link on the City Website that takes one to the state site and VPAP.org sites.
Ballot measures which include bond issues should fully disclose both the potential tax rate increase and actual monetary increase for the average single family residence.

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

Consistent with an earlier answer, independent of my personal position as an elected official one would be obligated to enforce any legal direction be it statutory or judicial order that has not been enjoined or stayed respectively for enforcement. I would where the city had standing support engaging in the appropriate legal course of actions to overturn decisions not consistent with the position I have stated here.
Diversity, Equity & Inclusion (DEI) instruction should be required for all city employees.

Training on the U.S. Constitution, the equality of opportunity, and equality before the law as well of the consequences of non-merit based decisions is what is needed. Diversity and inclusion are inherent outcomes of the former referenced items within the context of a ethnic, race, creed, gender, faith, etc. blind U.S. Constitution.
ENERGY & ENVIRONMENT
Taxpayers should subsidize green initiatives such as electric vehicle charging stations.

Subsidies lead to the inefficient allocation of capital. Making sure the price of products to the extent practical minimize externalities is the best approach to create free market incentives for innovation. Investment in basic science, meaning the development of new knowledge and exploratory research development of new technology, are proper for government. Taking products to commercial production outside small scale pilots is the job of the private sector.

No additional restrictions on gun ownership are needed. City Council has no legal authority in Virginia to impose restrictions on gun ownership. We just need to enforce laws in place and hold people accountable for the use of guns and for the reasonable security of guns owned by owners.
