What changes, if any, should be made to the tax code?

I am not a tax expert, so more needs to be learned. I personally have never voted for a tax increase, I would be open to drastic changes in tax law.

What government spending would you reduce in order to balance the budget?

This is not my area of expertise, however, I am certain that we need to stop over spending and over reaching in government. Government is supposed to protect life, liberty, and the pursuit of happiness.
