QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

Under what circumstances should abortion be allowed?

It appears that the Supreme Court is poised to overturn Roe v. Wade, thereby returning this issue to the States. Wyoming has passed a trigger law that will make abortion illegal except in cases of rape, incest or as necessary for the life of the mother. I do not believe that there are circumstances where abortion should be allowed.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Strongly Disagree

The government should cut spending in order to reduce the national debt.

Strongly Agree

What changes, if any, should be made to the tax code?

Simplify it; make the Trump tax cuts for individuals and couples permanent; reduce the tax rate for individuals, couples and businesses; stop using the IRS to dictate land use policy.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

What should be the relationship between the church and the state?

The government's responsibility is to protect our individual rights and freedoms as guaranteed by the First Amendment to the United States Constitution, as well as those freedom of religion and conscience provisions set forth in most State Constitutions. The government is not only failing in that regard in several circumstances, but has taken an outright hostile stance against people of faith and the organizations that they support. Such hostility has manifested itself in our educational institutions (withholding funds from religious schools, efforts to fight the establishment of charter schools), and through the use of government agencies to punish individuals for exercising their religion as they see fit. The government's response to the covid-19 pandemic was especially troublesome, with local and state agencies prohibiting people from attending religious services -- all of which was a blatant violation of the First Amendment (as made clear by the United States Supreme Court in blocking those efforts). The government's responsibility is to protect our rights; not curtail or restrict them to further a secular agenda. The individual is paramount in our constitutional Republic, and an individual's right to freely and openly exercise their religion is critical to our future.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

There are certain inoculation requirements for students attending government schools. Such requirements typically have exemptions for natural immunity, for religious reasons, and for healthcare and medical considerations. I am generally opposed to a one-size-fits-all approach to anything, including decisions regarding vaccines. Allowing for such exemptions has historically worked, providing for a balancing of interests, and ignoring a particular individual's medical or religious circumstances is wrong. Under no circumstance should there be a mandate for a vaccine (or other medical procedure or drug) that has been approved only under an emergency use authorization ("EUA"). I believe that any government or employer that imposes a vaccine requirement should be held legally and financially responsible for any negative consequences that are suffered as a result of such policy. Focusing specifically on the government's response to covid-19, it is clear that our institutions have failed us. State and federal mandates for vaccines that were only approved under the EUA were wrong. The decisions to shut down our country, restrict travel, close schools, and designate businesses as either "essential" and "non-essential" have been disastrous, and we will be suffering the consequences for years and decades to come. We must get to the bottom of what happened with covid-19, where it originated, whether the NIH was involved with gain of function research, and funding. There must be both transparency and accountability if we are going to restore trust in our elected leaders and public employees.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I am more closely aligned with the third option: "Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary." It has long been said that a government that is big enough to give you everything that you need is powerful enough to take away everything that you have. That adage clearly applies in the health-care context. The federal government has proven itself time and again to be incapable of being accountable to the citizens of this country. The last two years have shown that the political leaders and bureaucrats in Washington, DC are more than willing to use the threat of withholding healthcare to control the masses -- one example is the threat to withhold Medicare and Medicaid payments to any healthcare providers that do not force all of their employees to take the covid-19 vaccine. That is simply not the role of government, and those types of actions show that the more power we give the government over such things like healthcare the less free we will be.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

Option three: "The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger."

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

This entire question is full of fallacies and untruths.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

What should the United States do to help eradicate the threat of Islamic terrorism?

We need to be honest about the threat that Islamic terrorism poses to the western world. We cannot allow Iran to continue to wreak havoc in the Middle East and to attack Israel through proxies. We should not be funding UN programs that further the Islamic threat. We must become energy independent and stop relying on tyrannical regimes to provide us with oil. We need to produce and export coal, LNG, oil and gas. We must continue with the sanctions against Iran that were put in place under the Trump administration. We cannot re-enter the Obama/Iran deal. We must strengthen our military and eradicate the "woke" mentality that is currently permeating the upper command.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

We should welcome immigrants who comply with our laws, who are willing to be assimilated into our society and who will provide a benefit to the United States. We should not allow for chain migration. All immigration should be limited to legal immigration.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Strongly Disagree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I have a strong belief in our Almighty God, who created us in His image. I believe that many of the challenges and problems we are facing in this country is that we have removed religion and faith from the public square, and as the guidepost for the decisions made. Our Constitution was written for a just and moral people. We need to return to what that means.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

We must prohibit the use of private or NGO funds in the electoral process (i.e., funds from Mark Zuckerberg's foundation/organizations); we must abolish drop boxes; we must return to in-person voting; voter ID is critically important; we must have full transparency with regard to the voting process; we must enforce prohibitions on giving voters something of value for their vote; we need to shorten the voting window (in Wyoming, shorten it from 6 weeks to no more than 2 weeks, and perhaps even 1 week); we need to prosecute voter fraud to the fullest extent of the law; we must ensure that only citizens can and do vote; and we must ensure robust poll watching.

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

Is racism a threat to domestic security in the United States? Why or why not?

I do not know anyone who is racist. We simply do not focus on skin color. The Democrats have sought to weaponize racism as a mechanism to increase their power and destroy anyone who disagrees with their agenda.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

I am aligned with option A): "Stricter environmental laws and regulations cost too many jobs and hurt the economy."

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Please go to the website for the New Civil Liberties Alliance, where you will find my writings from the last couple of years and about the cases that I have handled for NCLA. You can also learn about the types of cases I have handled and the articles I have written by googling my name. My website (hagemanforwyoming.com) contains numerous interviews, articles that I have written, and articles that have been written about me (making it the most up-to-date compilation of the work that I have done).

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

My legislative priorities are focused almost exclusively on taking power from the administrative state, and for Congress to reclaim its rightful place as the body that legislates. I would like to be on the Natural Resources Committee, as well as the Oversight Committee and Judiciary Committee if possible. These three committees will have the most direct impact on Wyoming, and will allow me to further my legislative agenda. I am a water, natural resources and constitutional attorney. I have focused much of my legal career on working for those businesses and families who put food on your table, gas in your car, a roof over your head and who build your roads. I have worked with the Wyoming Legislature to further the conservative agenda, to protect our fossil fuel industries, and to push back against federal overreach. I am committed to making a much-needed course-correction in Washington, DC. I will fight to return to our constitutional foundation of separation of powers, protection of individual freedom and liberty, and states rights.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

I am a strong supporter of our police officers. I believe that they should be immune from personal liability so long as they are conducting themselves pursuant to legal and legitimate department policy.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

None.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree
