QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

None. All life is sacred and should be protected. I generally believe in a small federal government with limited powers (as defined by the 10th Amendment), but one of the government’s key responsibilities is to protect Americans. An unborn child is still a person and should be protected by law.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

It should be the opposite. A governments function is to protect its citizens, including preborn.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Disagree

This is not a subject that I have given a lot of thought to.

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

As a private business and not a government entity, the government should not be allowed to dictate how a business operates based on its core values.

Under what circumstances can government close churches?

As a general rule, the government needs to stay out of the business of churches. That being said, there are groups intending harm towards others that hide their efforts under the veil of a religious institution. If there is clear evidence showing intent to cause harm to other groups or races, then this "church" will have forfeited its protection as a place of worship.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

Restrict the ability of foreign nationals to enter the US by securing the US borders with Mexico and Canada. Abroad, we can only work with the host countries and assist their governments in eliminating terrorism. If there is a specific, creditable threat, the US should maintain its ability for a first strike, regardless of location.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Neutral

This is not an area that I have any knowledge about, so I do not have an educated opinion.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C. Medicare is a system which tax-paying workers have paid into during their working lives. As these Americans age and retire, self-funded medical care may not be affordable or feasible. These systems should be preserved for those who funded it, but adjusted to prevent the overuse/abuse of this system by those otherwise able to obtain insurance through working.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

If that role by its nature has a demonstrated need for vaccinations. For those institutions that have a need (ie. military for overseas deployments & certain medical professions) this requirement is generally known prior to a person taking the job and is a condition of employment. Other than that, I don't believe that an entity should be allowed to require vaccinations and certainly not placing a requirement after an employee has been working.

ECONOMY

What changes, if any, should be made to the tax code?

Streamline income taxes to a flat rate (economic success shouldn't be penalized) Less property tax rate and a higher rate of consumption (sales) taxes (you are taxed on what you consume/buy vs what you own)

What government spending would you reduce in order to balance the budget?

Foreign aid to countries who have hostile policies towards the US, public aid programs that do not promote financial independence from such aid, targeted spending (pork) added onto bills that are not related to the bills.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

Obtaining an educational goal without putting in the effort (work, scholarships, apprentice, military) cheapens the experience and the success.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

For national security, economic security, health security.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Marriage to a US citizen. Having an employer-sponsored visa for a professional skill and ## years of residency with no legal violations and they renounce their previous citizenship (no dual-citizens).

EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

Agree

As the son of two high-school teachers, and the father of three home-schooled children, I’ve seen a wide variety of educational choices. Basically, it is the responsibility of the parent, not the school, to ensure that their child gets an education. That may be public, private, or home-schooling. The parent needs to be an advocate and involved in the process. The choice for the mode of education should not be favored towards public education only.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

As long as the departmental policy is followed and there are checks and balances to ensure that the conduct of a few bad actors are not protected. Police must be able to do their duty without fear of adverse consequences, but there needs to be accountability when the rare bad cop breaches the trust of the people they are sworn to serve.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

I believe this would weaken the communities they serve, crime would increase, and there would be less incentive for people to choose law enforcement as a career.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I see no need for restrictions for citizens who are law-abiding and have not been convicted of crimes that would take away their gun rights. As a soldier deployed overseas, I saw firsthand the horrible effects of a society and people who were unable to protect themselves because of restrictions to owning firearms. I am a strong advocate of the second amendment and am part of the armed security ministry of our church. The second amendment does not GIVE us gun rights, it ACKNOWLEDGES that these rights are God-given and cannot be taken away.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

One has nothing to do with the other. A gun is a tool, nothing more. It's the soul of the person using it that is the issue.

ABOUT YOU

What do you think is the general purpose of government?

Uphold the Constitution as defined by our Founders. Provide for the common defense. Ensure states rights. Serve as a mediator for the states to come together for national issues of common interest. Serve as the united voice/face when dealing with foreign countries.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No

What else would you like voters to know about you, including your legislative priorities?

I am a western ND native; my family farmed here for several generations. Growing up in an agricultural community gave me the appreciation for hard work, personal integrity, conservative values, and an appreciation of our agricultural resources. My career in the energy industry prepared me with the knowledge of how the energy industry can work collaboratively with its community for mutual benefit.? My involvement in our community through service in church, on local government boards, athletics, conservation programs, and veteran causes demonstrates what I have done for this community already, not what I claim that I will do in the future. My passion has always been to be a servant leader. It has been a lifelong calling and continues to be. When I took off my Army uniform, I did not stop serving. My experiences and training have prepared me to serve District 26 as its State Representative. Priorites: Tax Revenue. Western counties receive its fair share of the oil tax revenue that is produced here. Land use. Our natural resources and land are protected for the next generations of North Dakotans. Agriculture as Basis of Economy. Agriculture is preserved as the base of our economy and protected as newer industries grow.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

True conservative leadership to me means equal protection under the law.  My Christian conservative values guide me, but I also recognize that these views may not align with others.  As a conservative leader, I need to be able to lead not just those who align with my shared values, but everyone else too.  I must make decisions based on my values without crushing the rights of those with different values.

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

Strongly Agree

I believe that marriage is a religious covenant between one man and one woman. I do not support the concept of gay marriage for religious reasons. Civil unions or contracts of same sex couples have been adopted as laws and recognized in other states. Despite my personal feelings, these “unions” have the protection of the laws as they exist. I cannot make a case for states rights over federal (10th Amendment) and ignore state laws I may not agree with.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

This theory is an anchor, dragging back the feelings of racism (on multiple fronts). We cannot grow and thrive as a society while ideals like CRT drag our society down.

Briefly describe your spiritual beliefs and values.

I consider myself a conservative Christian. I've come a long way in my walk, but I have a long way to go. I've stumbled, backslidden, picked myself up and continue this cycle repeatedly. I am a work in progress. I grew up attending the Lutheran Church in my hometown. In college and the Army, I was heavily involved in Officer’s Christian Fellowship, a military ministry. During this time I accepted Jesus as my savior. My wife and I have had various involvement in church small-group leadership over the years (couples’ classes, youth, financial ministry). My family currently attends and is active in Crosspoint Church in Watford City. My oldest daughter is studying to become a youth minister. My goal is for my children to surpass me.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

In order to identify if the voter is who they claim to be, is a resident of the political subdivision where they intend to vote, an identity and residency must be verified. In this time, there is no valid reason for a US citizen to not have some sort of identification.

What laws would you propose to change present voting practices?

No mail in voting, this allows for abuse and cheating. The ability to vote by mail should be as it has been in the past; a voter must take the PROACTIVE action of requesting an absentee ballot. This is a way for military, aged, or people of other special circumstances to be able to vote while not being available to be there in person.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Yes. Unfortunately, I believe that race relations has taken a step backwards over the last couple of decades. An early effort to equalize the playing field has led to reverse discrimination. Radical racist groups (of many races) has gained momentum in recent years and has spilled into violent demonstrations. I believe that these groups have always existed in some form, but the ability to reach tremendous amounts of people through social media is a mechanism for these radical groups to spread their message quickly and effectively mobilize otherwise neutral people to their different causes.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A. While there must be some level of environmental stewardship and accountability, the pendulum has swung too far towards regulation. For the most part, energy companies do well in self-governing, and the smaller political subdivisions are in a better position to determine the regulatory needs versus a "one size fits all" set of federal regulations. There are states that have gained tremendous wealth through energy production in the past, but "killed the golden goose" by adding more regulations and taxes to the energy industry in their states. As a result, many energy companies reduced their footprint in these areas and these states had a great reduction in production tax income.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

Hydraulic fracturing has opened up oil reserves that were previously unavailable economically. This has helped the US to reach energy independence. There is no factual basis to the myth that fracking is dangerous to the environment.
