RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Under no circumstances should abortion be allowed.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Do you support the proposed Yes for Life amendment to the Kentucky Constitution, which makes clear that there is no state constitutional right to abortion?

Yes

I support it strongly. Last week I was at the Capital for the Yes for Life rally.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Life is precious, and it is not for us to make such decisions. Allowing the practice is a slippery slope to devaluing life.


ECONOMY

What changes, if any, should be made to the tax code?

I am in favor of eliminating the personal property tax for motor vehicles and motor boats. I am for a decrease of the state sales tax, or at least cap it at its current level. There are a number of "hidden" taxes that need to be repealed, such as the tax that contractors, such as electricians and plumbers, have to add to their bill for services to businesses and homeowners.

What government spending would you reduce in order to balance the budget?

There is spending that can be reduced in virtually every area. There are overlapping agencies and services that could be cut and/or combined. There are people in positions of government that are adding no value and could easily be eliminated. There is considerable corruption that needs to be exposed and eliminated.

Taxpayer-funded public education should be guaranteed through college.

College should be a choice someone makes, and they should have to finance it and work for it. College is not the answer for every person. It is unfair to make taxpayers pay for the higher education of others. Allowing a free college education can steer many young persons away from business and trades where they can get experience, and work for a better start and a better future.


RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Individuals and businesses should never be forced to go against their deeply held beliefs. There is no such constitutional requirement. In a free market society, an individual can to go down the street to another business to obtain services.

Under what circumstances can government close churches?

Under absolutely no circumstances can the government close churches. Nothing in the Constitution allows for this. Government officials can always offer guidance or recommendations, but cannot force a shutdown.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

However, these programs should be reformed as they are projected to go bankrupt in the not too distant future. Waste, fraud, and abuse are rampant. Privatization of some aspects of the programs should be explored.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Under absolutely no circumstances should vaccinations be required. Those decisions should be personal, from the family, parents, or individual. And healthcare should be a private matter. I support medical freedom and bodily autonomy.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

This question is complex and requires more than a simple answer. There are numerous books that offer proposals and solutions. Some things that can be done include finish building the wall, closing the borders, increase the border patrol and offer adequate support to them, put the military on the border, enforce existing laws and no early release, quickly apprehend all illegals, return them promptly to their home country, don't allow extended visas, do thorough background checks, etc. There are many diplomatic solutions that can help to solve this problem if we had leadership that had the willpower to protect us.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

The BDS movement is a leftist political movement. Doing these things would not ease tensions, and would not solve the problems in the Middle East. It would result in great unfairness to the Israeli people. Is not in any way, shape, or form the solution to achieving lasting peace.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

A simple solution would be to finish building the wall, but leftist ideology has interfered with our right to be safe and secure as a nation.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Only individuals who go through the legal immigration process should be allowed to enter and become a U.S. citizen, once they have fulfilled all legal requirements. We need to be guided by the immigration laws that are already on the books. Follow and enforce the law.


EDUCATION

The state should fund education by allowing dollars to follow the child instead of the bureaucracy, through a program which allows parents the freedom to choose their child's school – public, private, or homeschool.

Yes, parents should be given true school choice, and taxpayer dollars should follow the student, including if the student is homeschooled.


VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

The serious issues of today require Christ-centered principles and values.

I support adding gender identity as a specially protected class in non-discrimination laws.

Adding gender identity as a specially protected class will lead to laws that silence pastors, church leaders, and people of faith, and will likely criminalize a person who uses words guided by biblical beliefs.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

This is a Marxist, political attempt, to bring down our institutions and is an attack on our freedoms. It is a war against western civilization. And is is attack against God and His word.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

Photo identification is a very simple and fair means to confirm identity. It is a necessary measure to help to insure secure elections, and it is not unfair to anyone.

What laws would you propose to change present voting practices?

I am an advocate for the elimination of electronic voting systems, and for a return to paper ballots and hand counting. For election security, no machine should be connected in any way to the internet. I would propose laws be passed to keep all private companies and private individuals out of the election process. Private money, which was part of the 2020 election voter fraud, should not be permitted. Mail in voting should not be allowed other than limited absentee voting. Elections should be held on one day only. There are many other voter integrity measures that could be put in place.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

True racism can present a threat to society, but I maintain that the United States as a whole is not a racist country. Racism is not currently a threat to domestic security. If you examine relationships, marriages, church attendance, more and more we have become a blended society. We are one race - the human race. So while there are small pockets of discord across the country, and examples of hatred, to the largest extent we are good to one another and respectful of others no matter their skin color.

Reparations should be given to people on the basis of race.

Reparations as a concept is fundamentally unfair, and will never solve any problem. It is impossible to determine who should rightfully receive reparations. There is no sound basis for determining this. This is a political issue only meant to divide our citizens.


ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A comes closest to my view. Environmental laws have already been made and established, and are working. Additional regulations would not be worth the cost, and would negatively effect people's jobs and the economy. Our country's air and water are much cleaner than in past decades, so an outstanding job has been done to protect the environment, yet businesses can still operate profitably.

I support the use of hydraulic fracking to extract oil and natural gas resources.

We need to always examine the science to determine if what is being done is safe. However, there is now a history and record of fracking, and it appears it is important for energy production, but without the dangers or consequences that so many critics claimed.

What do you think is the general purpose of government?

The general purpose of government is found in the U.S. Constitution and the Bill of Rights. Government power is limited. The government is to protect us and secure our safety, to provide a military defense, to promote the general welfare. It is to provide a road system. Power, though, belongs to We the People. The Tenth Amendment states, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people"

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

I describe myself as very conservative in that I believe in religious liberty, limited government, the right to life, including for the unborn, liberty, and the pursuit of happiness as found in the U.S. Constitution, the Bill of Rights, and the Declaration of Independence. My views are founded on God's word.

I am a new candidate and a political outsider, so I do not have interviews or media reports to share with you. You can reference my website, Rawlings4KY.com, but there is not yet available public information.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

I do not have any convictions, penalties for sexual misconduct, arrests, charges, or anything on record. As an attorney, I have no complaints and no record of disciplinary action.

What else would you like voters to know about you, including your legislative priorities?

I want to do anything I can to restore our rights, our freedoms, and I want to restore constitutional principles. I desire an end to all mandates, forced compliance, and unconstitutional orders and rules. We should never again be required to take a pill, a shot, or any medical treatment against our will. I am for school choice, for charter schools, for parental control I am for an end to outside companies forcing curriculum on our students. I am against the teaching of critical race theory, and will fight to end age inappropriate education. I want an end to the state and the federal government taking control of our children. I will fight against any increase in taxes and out of control regulations.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

I agree there should be immunity, but it is necessary that the officer's conduct be consistent with departmental policy.

I support redirecting funds from police departments to mental health and community programs.

This move would be totally misdirected and unwise. Mental Health and community programs are never going to replace the protection, the security, and the services, that the police departments supply.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

The Second Amendment states, "the right of the people to keep and bear arms shall not be infringed." Therefore, the 2nd Amendment allows for no restrictions.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

The gun didn't shoot by itself. The person behind the gun chose to do, and carried out, the shooting, and therefore the shooter is responsible.

Do you support the expansion of gambling in Kentucky?

No

Gambling negatively affects people's lives and financial well-being. The beneficiary from gambling is the gambling industry.

The LGBTQ+ agenda’s advocacy for puberty blockers, biological males competing on girls’ sports teams, and allowing biological males into girls’ restrooms, locker rooms, and showers threatens the wellbeing of our children.

I strongly support girls and women sports. How unfair it is to female athletes to allow a biological male to compete against and dominate them. It is shameful that males be allowed in girls restrooms, locker rooms, and showers. I will advocate for children and parents that underage children not be exposed to gender identity issues in school .
