QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Paying for an abortion is a personal responsibility. More than 70% of Americans think there should be limits on abortion. Americans who oppose abortion or who oppose unlimited abortions should not be forced to pay for them.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

Life is sacred. We should not facilitate the taking of an innocent life.

Under what circumstances should abortion be allowed?

Rape, incest, or to protect the life and health of the mother. I am pro-life. I think we should protect the life of an unborn child. I believe a woman should have a choice whether she engages in activities that can lead to pregnancy. When a woman doesn’t have a choice, such as in the case of rape or incest, then I support an exception. I also support exceptions to protect the life and health of the mother. Like 71% of Americans, the people of Nevada think there should be limits on abortion. In Nevada, those limits are 24 weeks and then the life and health of the mother. Dina Titus is ignoring the will of the people. She voted to remove all limits. She voted to allow abortion up until the very day of delivery in the 9th month of pregnancy. That’s not all. She voted to have the government pay for these unlimited abortions. That’s right, she took the extreme position that the 71% of Americans, who believe we should have limits on abortion, should be forced to pay for unlimited abortions. She is an “extremist” on this issue. Abortion is settled law in Nevada. The law was passed by a referendum; meaning it cannot be overturned by the Governor or the legislature. The supreme court has ruled that there is no Constitutional right to an abortion. I agree with the supreme court’s decision, not just because I'm pro-life, but because it is the correct legal decision. Even Ruth Bader Ginsberg said that the original Roe decision was on shaky legal ground. The Constitution gives very limited power to the Federal Government. All other powers are vested in the States and in We, the People. The people of Nevada have spoken. I will oppose any bill in Congress that takes power from the People and gives it to the Federal government. Therefore, I will oppose Federal legislation on abortion. This issue should be left to the States and the People. In Nevada, the people have spoken.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Strongly Disagree

Individuals should be responsible for their own welfare and the welfare of their families. In cases where an individual cannot care for themselves, then the family, extended family, and community should help. Americans should be allowed to enjoy the benefits of their labor. We should not take from someone who works hard and give it to someone else who doesn't work as hard. If someone has spent time developing skills and talents, we shouldn't take from them to give to someone else who hasn't.

The government should cut spending in order to reduce the national debt.

Strongly Agree

We have a spending problem in the United States. I support a Constitutional amendment requiring a balanced budget. We should not be saddling future generations with debt. Excessive and wasteful spending has created inflation which is hurting American families. We must stop printing, borrowing, and spending money we don't have.

What changes, if any, should be made to the tax code?

We should simplify the tax code. I support a flat tax that is transparent. Everyone pays according to their ability.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

It is unthinkable that the Governor of Nevada could shut down churches as "nonessential" while leaving recreational marijuana dispensaries opened.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Business owners should be able to exercise their constitutional right of association. No one should be forced to act contrary to their moral and religious beliefs.

What should be the relationship between the church and the state?

The government should not interfere with individuals rights to exercise religion according to the dictates of their own conscience.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

The government should give complete, accurate and timely information about vaccines and then people can make the decision for themselves.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. Medicaid should be severely limited. Medicare needs to be reformed to make sure it is available to the millions of Americans who have been paying into it. Every year that Dina Titus has been in Congress, the Medicare program has paid out more than it has taken in. Medicare is now nearly bankrupt. Less than a year ago, the Medicare Trustees reported that “the Medicare Hospital Insurance trust fund will be insolvent in 2026” (just four years from now). That means the balance in the fund will be zero. When Dina came into office, the Federal Debt was $6.4 trillion; it is now $30.5 trillion. Much of the increase in debt was financed by borrowing money from the Medicare Trust Fund. I am a fiscal conservative with a degree in finance and an MBA. I will use my understanding of finance to strengthen the Medicare program so that it can deliver on the promises our Nation made to seniors. I support allowing the Federal Government to fairly negotiate drug prices, without raising costs for American families. I support greater freedom for Americans. I want Americans to be able to choose the insurance plan that is best for their families. I want patient-center health care with transparent pricing. I will support expanding Health Savings Accounts so that Americans have greater control of their healthcare dollars.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. We should only help countries who are fighting for their own freedom. There should be a compelling U.S. National interest. Only Congress should be able to declare war and give the President authority to commit U.S. Forces.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

I stand with Israel and will support their freedom and independence. The Boycott, Divestment, and Sanctions (BDS) movement is evil, racist, and wrong. We must expose anyone who is involved in the movement – especially members of Congress or other branches of the US Government.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

We must stop financing the growth of the CCP by spending so much of our national treasure in their factories. We must stop the theft of our intellectual property. We must reduce the government regulatory burdens on American businesses so that they can compete on a level playing field with China.

What should the United States do to help eradicate the threat of Islamic terrorism?

We should insist that Muslim countries around the world take decisive actions to curtail Islamic extremism and terrorism. We should be proactive in stopping terrorism before it reaches our country. Where there is a U.S. National interest, we should support those who are willing to fight Islamic terrorists.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

The drugs, gangs, and guns crossing our border are real concerns for Nevadans. Fentanyl deaths in our district are up 120% for Hispanics, and up by double digits for every other group. Violent crime, including gun violence, is up in Nevada and across the country. I am pro-immigration. Like most Americans, I would not be here if my ancestors had not immigrated. I believe we must secure our borders and reform our immigration laws so that we decide who comes into our country.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Strongly Agree

We ought to reduce federal spending every where, starting with sanctuary entities.

Who should be allowed to immigrate to the U.S. and under what circumstances?

We should only allow people to immigrate to the U.S. who can sustain themselves without government assistance and who have skills that we need. We should also only allow people who embrace our culture and language (English). We are $30 trillion in debt. We cannot continue to print and borrow money in order to support immigrants who cannot support themselves.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Strongly Disagree

I support treating all people with dignity and respect. Gender is determined at conception and is eternal. We should treat all people with kindness and fairness, but should not give special privileges to people based on sexual orientation or gender identity. Biological males should not compete in women's sports.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Critical Race Theory is a divisive and destructive philosophy which has no place in our society.

Briefly describe your spiritual beliefs and values.

I believe in God the Eternal Father, His son, Jesus Christ, and the Holy Ghost. I believe we were made in the image of God: male and female. I believe that each of us is a spiritual son or daughter of a loving Father and Mother in Heaven. I believe the purpose of this life is to do all we can to immolate the example of Jesus, by loving God and loving others. I believe that through the atonement of Christ, all mankind can be saved. I believe that we should strive to become like Jesus. I believe in personal accountability. I strongly support agency and the freedom for people to make their own choices. However, we do not get to choose the consequences of those choices. I believe we should stand up for what is right, even as we strive to be peace-makers. I believe in religious freedom.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

I agree with 85% of Americans who say we should require government photo identification to vote.

What laws would you propose to change present voting practices?

We should limit mail-in ballots to only those who request them and have a legitimate reason for not being able to vote in person. We should not allow third-party ballot harvesting. We should require government issued photo identification. Voting machines should have a paper back-up for audit purposes. We should aggressively purge voter rolls of ineligible voters. We should prosecute violators.

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

Individuals should take personal responsibility for their own actions. People living today should not pay for sins of the past.

Is racism a threat to domestic security in the United States? Why or why not?

Too many people put way too much emphasis on race. We ought to look at people as individuals. We should look at their character and their works, not their skin color.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

We need to do all that we can to become energy independent while being responsible stewards of our planet.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

I believe in individual freedoms; in limited government; in balancing the budget; in self reliance; and in the right to life. I do not think the Federal government should take care of people. I think people should take care of themselves, their families, and their communities.

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

I have participated in several interviews and have published several related articles.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

1) I have deep roots in Nevada's 1st Congressional District. My wife, Lesly, and I raised our family in CD-1. I owned a business in the district. We worked, studied, worshipped, shopped, and served in CD-1. I will be accountable to the people of CD-1 because they are my friends and my neighbors. 2) I have served for 30 years in the US Army. I enlisted as a Private and retired as a Colonel. One of my last assignments was to the Pentagon where I worked on National policy. I have a degree in finance and an MBA. I've taught finance at UNLV. I know how the economy works and I know how to balance a budget. 3) I have international experience. During my military service, I deployed to 10 different foreign countries, including combat zones in Afghanistan, Kuwait, and Iraq. I was a member of the U.S. delegation to the Global Coalition Against ISIS. My legislative priorities will be (1) Control inflation by stopping excessive and wasteful government spending. (2) Support law enforcement by giving them the resources they need to keep our neighborhoods safe. (3) Secure the border to stop the illegal flow of guns, gangs, and drugs into our community. (4) Give parents the right to choose which education option is best for their child. (5) Work with members of Congress from the western States to develop solutions to our water shortage.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

The men women of law enforcement should not risk losing everything they have just for doing their jobs to protect us.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

We need to give law enforcement all of the resources they need.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Criminals should not have guns. We ought to have very strict penalties for anyone who commits a crime using a gun. We should continue to require background checks on the sale of guns. Without taking away due process, we should keep guns out of the hands of people with mental illness. I support requiring gun safety training before someone under the age of 21 is allowed to purchase a gun. I commanded an Army training company, Before we ever issued a weapon to a new Soldier, we first provided extensive training on how to safely use the weapon. During much of the history of our country, it was the father who taught gun safety to his children. Today, way too many homes do not have parents who are capable of providing this guidance. Schools no longer offer hunter safety courses as they did in the past. We should recognize this reality and then require and provide gun safety training to young people who want to purchase a gun.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

This make no sense. What if someone stabs another person with a fork -- should the victim be allowed to sue the silverware dealer and manufacturers?
