QUESTIONNAIRE
RIGHT TO LIFE
Human life begins at conception and deserves legal protection at every stage until natural death.
Strongly Agree
Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.
Strongly Agree
I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.
Strongly Agree
Under what circumstances should abortion be allowed?
Only in very, very rare circumstances, usually in the case that a continued pregnancy poses a grave risk to the life of the mother. I am increasingly uncomfortable with the oft-used rubric of "rape or incest" for two reasons. First, it has been abused to the point of absurdity, but more importantly, why should the crime of a third party, however heinous, become the death sentence of an unborn child who was not an complacence to said crime? As a faith community, we must redouble out efforts, to "bring them the love of Christ through action" through a well-funded and assertive program to help these victim-mothers or rape and incest, to attend to their pre-and post natal health Lastly, this must be combined with a robust program to place these newborns into loving homes, to allow them to live a health and normal lives. Their start in life should NEVER a limiting effect for the balance of their lives.
ECONOMY
It is the government’s responsibility to ensure everyone has a livable income.
Strongly Disagree
Free enterprise and the right to private property are essential elements of a productive economic system.
Strongly Agree
What government spending would you reduce in order to balance the budget?
To start, the Florida Constitution requires the government to present a balanced budget, so this is statutory requirement, not an aspirational goal. That said, we are faced with the grim reality that the pandemic-related lock-down has decimated our economy and the tax revenues of the state, coupled with massive unplanned additional expenditures, both to deal with the pandemic itself, and to provide historical amounts of unemployment relief. ...continued below
RELIGIOUS LIBERTY
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.
Strongly Agree
Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.
Agree
Religious liberty is at risk in the United States and deserves the highest level of protection in the law.
Strongly Agree
I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.
Yes
What does "separation of church and state" mean to you?
If we use our Constitution as our rubric, and study the writing of the Framers, we find that this "separation" refers to the actions of the state, not the people. The Framers noted that it was our natural right as a free people to worship (or not) in a manner of our own choosing, and through the dictates of the state or sovereign. This was a far cry from the pattern set by the concept of Westphalian sovereignty (that created the modern nation-state) that determined across Europe that the faith of the sovereign was the faith of his people, itself a compromise decision borne from the ruins of the Thirty Years' War. That the concept has been corrupted from an erroneous interpretation of a private letter by Jefferson, that has been twisted to imply that the state can (and should) interfere in the free expression of anyone's faith is an abomination that we are now saddled with.
HEALTHCARE
It is the government’s responsibility to ensure everyone has health insurance.
Disagree
How would you promote healthcare coverage that is adequate, affordable and accessible for all?
The "solution" of government-provided healthcare is a non-starter. Note it is usually proffered by those in the public sector who are insured by a system not available to the general public, and so are clueless to the impact of what they propose, other than for some, secretly knowing this brings us far closer to tyrannical rule by a centralized government. That said, the government can play a role, by covering the top end, catastrophic part of health insurance, not unlike the National Flood Insurance Program (but run by actuarials, not politicians). Policies covering the more routine costs, sourced from a nationwide, open-market, based on a far larger risk pool, would be far more affordable. and more people will afford it. Those that cannot afford would get these same policies through state assistance, replacing Medicaid. The federal government can then provide the high-end insurance, paid through a small payroll deduction, and covering the catastrophic top 5 to 15% of claims
NATIONAL SECURITY
The best way to maintain peace is through a strong military.
Agree
IMMIGRATION
I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.
Strongly Agree
State and federal funds should be denied to any public or private entity, including but not limited to sanctuary cities, that are not in compliance with immigration laws.
Agree
Who should be allowed to immigrate to the U.S. and under what circumstances?
As a son and grandson of immigrants, the words of the "The New Colossus" by Emma Lazarus for the Statue of Liberty resonate in my mind and in my heart. Since even before our founding, we have been a nation of immigrants, as reflected by our motto, E Pluribus, Unum - out of many, one. Never losing this thought for a moment, we must also protect and defend our nation from those that wish to harm us or abuse our generosity. It is therefore incumbent upon us to make sure we have proper immigration regulations, to thoroughly vette as to assure that all who wish to join our republic come with the intent to add and not subtract from the commonweal. As in the past, we expect, and should demand this this contribution come in the form of knowledge, skills, abilities, and experience, coupled with hard work and determination, a heartfelt desire to add and further enrich our culture, but never to supplant it. In short, to become an American.
EDUCATION
Taxpayer-funded public education should be guaranteed through college.
Disagree
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
Strongly Agree
I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.
Disagree
Briefly describe your spiritual beliefs and values.
The best, and most succinct way I can describe my own Christian values is through the mission statement of the Society of St. Vince de Paul, of which I have been an active and engaged member for over thirty years. By my actions and example, I have always tried "to find the lost, the homeless and the forgotten, tried to bring them the love of Christ through action." The words "lost, homeless, and forgotten" can take on many appearances on this earth, as a person can be living a a million-dollar mansion and yet still be homeless if their heart is empty. Anyhow, this is my guidepost when serving as an emergency manager, as an instructor, as a mentor, or as a friend. It will be as a legislator as well.
ABOUT YOU
When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?
Conservative
Please provide publicly available information validating your answer to the previous question.
Those that know me, or have followed me on social media, know where I stand on these issues. Those curious, can always see my thoughts and opinions across the Internet. The best testimony I can offer you is my decades-long history of service to my church and my community, state, and nation through the numerous organizations listed above. This goes back to my prior comment of faith through action, through service. Few people chronicle their actions and participation in events with the intent of public display to "score points" in a future political campaign. Rather than being photographed with dignitaries, I'd rather that person that helped make something good happen, and let other enjoy getting photographed.
What education or experience qualifies you to hold the office for which you seek election?
Forty years of experience as a former business executive, emergency manager, and educator, the latter teaching both across the country and around the world, how to make communities and countries better prepared and more resilient, coupled with three masters degrees. It is my knowledge, skills and experiences as an emergency manager that will make me a valuable addition to the Florida Legislature, particularly as we continue to grapple with the issues of the current pandemic, while being threatened by wildfire and tropical cyclones (with a storm brewing off shore and threatening Florida while I write this). The perspective of preparation, response, recover, and mitigation during emergencies, coupled with economics, public policy, and environmental protection gives me a unique and more macro worldview of what government should be doing (and not doing), even in non-disaster issues.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.
No.
Is there anything else you would like voters to know about you?
This last question is too important to be left half-answered, as what we do here will impact everything we do across the state. ___ I am certain that the Governor will call us into special session soon after the elections to start the process of reviewing every single program and expenditure to look for every dollars available to re-stabilize the budget. I'm sure that nearly nothing with be "sacred" of remain untouched, in the same way we would handle a household budget after a family crisis. The one thing I will NEVER support, however, is the creation, not even "temporary" of any form of a state income tax. We will work hard and we will slice thin, but I am sure, if we are open and honest with the people of Florida, they will back us up, knowing if we act responsibly now, we will recover faster and better for a stronger and more resilient future.
iVoterGuide Notes:
iVG notifed by candidate after survey deadline that the following additional information should have been included: After a twenty-plus career in aerospace, for the past decade I have been a contract instructor in emergency management and homeland security topics, instructing (in both English and Spanish) across the country and around the world for several contractors serving the U.S. Departments of Defence, Homeland Security, and state. Additionally I have taught for the FEMA National Emergency Training Center, the U.S. Coast Guard, the State of Florida, and Florida International University. I also serve pro bono as the Archdiocesan Director of Disaster Response for the Society of St. Vincent de Paul and as the South Florida Admissions Coordinator for the U.S. Coast Guard Academy – 2009- present, and the Civil Air Patrol (USAF Auxiliary), retired at the grade of Lt Col - 1972-2009.
JUDICIAL PHILOSOPHY
I support the use of Sharia law as a basis for legislation and judicial decisions in the United States.
Strongly Disagree
CRIMINAL JUSTICE & PUBLIC SAFETY
Mandatory minimum sentencing should be required and enforced for violent crimes.
Agree
2ND AMENDMENT
Should teachers be allowed to carry guns at school?
No Answer
What restrictions on gun ownership are needed to protect public safety?
The the answer for dealing with gin safety is remarkably simple; enforce the laws currently on the books. All of them. As the problem is in legally-acquired guns, we need to make the possession and use of guns acquired illegally, a major crime in Florida, with an appropriately harsh penalty. No part of the Second Amendment protects of condones this.
OTHER IMPORTANT ISSUES
People should be able to vote without photo identification.
Strongly Disagree
I support the legalization of recreational marijuana.
Neutral
The Electoral College should be abolished.
Strongly Disagree
In priority order, what three areas of legislation do you propose to author or sponsor if elected?
Answering this question from a broad perspective, my intent is to propose and support series of legislation with these desired goals: - building and expanding our economy, with the target of creating new well-paying jobs and increased business opportunities, - preserve and protect our national environment, with particular interest in the Florida Everglades, to include dealing with water issues as well as stemming contamination of the Everglades and waterways. - Improving our education system, from pre-K to post-grad, with a special interest in vocational-technical education and training opportunities for ALL students. Is racism a threat to domestic security in the United States? Why or why not?
Most cerntainly! If we read the 1958 book "Color, Communism, and Communion Sense" by Manning Johnson (who was the highest ranking African-American in the Communist Party USA), we find the present-day blueprint of the motivations, actions, and desired end-state of the BLM Movement. This blueprint, written in Moscow in the mid 1930s, is a detailed plan on how to (ab)use the Black community as pawns to tear the fabric of our country through racial discord. It was the realization of this abuse that led Johnson to leave the CPUSA and write this book. Lastly, when reading the aims of BLM, any educated person can see its Marxist roots, a fact confirmed by its leadership, so yes, they are a domestic terrorist organization and a threat to domestic security.
