QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

Under what circumstances should abortion be allowed?

Only if the life of the mother is in physical danger

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Strongly Disagree

The government should cut spending in order to reduce the national debt.

Strongly Agree

What changes, if any, should be made to the tax code?

The tax code should be simplified. It is set up so that the rich can afford lawyers and accountants to lower their taxes, but the average American cannot. The taxes should be lowered for the average working citizen. The IRS needs to be revamped so it is not used as a political tool. Also, IRS agents do not need guns. If needed IRS agent can partner with a local law enforcement after receiving a court order. I believe that taxpayers must receive due process before assets or money can be ceased.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

What should be the relationship between the church and the state?

The Constitution does not say separation of church of state. The First Amendment guarantees the freedom and exercise of religion. It forbids the government from establishing a religion. The government cannot pick favorites and cannot endorse one religion over another. But the church is free to practice as it sees fit.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Under no circumstances. The government should never require a vaccine. I believe in medical freedom. Because school is required under law till a certain age it is an extension of the government, thus should not require vaccines. Employers should not be able to force a medical treatment onto employees, especially an experimental not authorized one. The government cannot tell employers to require their employees to be vaccinated either.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I don't believe the government should be in the health care market. I know that my parent's health care has gone down since they have been on Medicare, Prior to that they had excellent coverage and service. With that said we cannot just drop it and leave those on the government programs to suffer. We must come up with an alternative before option D) can occur. But that is the closest answer, but a complete answer is we need to provide for those in Medicare and Medicaid before we abolish and de-fund.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

C. The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. Until we get out of debt and have a balanced budget we cannot assist other Countries.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

What should the United States do to help eradicate the threat of Islamic terrorism?

Credible threats to our Country and Sovereignty should be dealt with. The Countries we have treaties with, we should fulfill our obligations of the treaty. Other Countries where we have no treaty, we should engage in diplomacy to encourage those countries to deal with the threat within them. We must keep our military strong and have up to date technology, protective gear, and weapons. We cannot enter a war unless we have a clear strategy to win and exit the region.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

We should only allow individuals to come to this country who want to work and assimilate into our society by learning English, obeying our laws, respecting our customs, knowing our Constitution and history, and take an oath that our Constitution is the supreme law of the land. These individuals can only bring their spouse, minor children, and dependents (example of elderly parent or disabled adult child) with them whom they will support. We should only allow those who follow our rules and will go through the process of entering our country legally. We should allow those who are close family members to a US Citizen (this does not include an anchor baby that was born here for citizenship but raised in a foreign country). We should allow those who fill a need in the employment sector, only if there is no US Citizen to fulfill that position. We should allow those who face immediate danger to life through no wrongful conduct of their own in their home country, if there is no other country to take them.

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Strongly Disagree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I believe that Jesus Christ is my Lord and Savior. He died on the cross for mine and every other humans' sin. It is upon acceptance and repentance that we are saved. I believe the Bible is the Living Word of God and is still active and working today. I believe in the Trinity. I believe that the greatest commandment is to love the Lord our God with all our hearts, soul, and mind, and the second is to love our neighbors as we love ourselves. It is important that I don't just read God's word but daily implement the commands that God has given by renewing my mind and working to shed myself of sinful desires. It is not possible to attain perfection here on earth, but I should work on it each day by making God my number one priority.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

We need same day voting on election day with photo identification and paper ballots that are only hand counted with observers present. There should be absentee process available for those who truly cannot make it on election day (like active military). However, our Constitution says that the state legislature makes the laws regarding the elections within their state. However, federally, we can change the law regarding record retention, and state that records from an election should be kept for 6 years and not just 2 years. I will also work on any other laws that can be done federally to fix our election system.

EQUALITY

Reparations should be given to people on the basis of race.

Strongly Disagree

Is racism a threat to domestic security in the United States? Why or why not?

Racism should be dealt with quickly and harshly where it exists. However, the response to an alleged racial incident cannot be immediate riots and looting. The process of investigation and prosecution must be allowed to play out. The groups that rioted, looted, injured people, and killed people in the summer of 2020 was a threat to the security of those cities and should have been stopped and prosecuted. Those riots and looting actually led to more injustice and took the spotlight away from any other issue. We have laws on the books regarding this issue that should be observed and when those laws do not adequately deal with racism the laws should be corrected.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. We can do more to protect our environmental and natural resources, but we cannot do it at the expense of the economy and people's livelihoods. Each step we take must first actually benefit the environment, do no harm to people and have only minimal impacts on their jobs. If an effort actually helps the environment but costs too many jobs, then before it can be implemented something must be in place to replace those jobs. Take for example electric vehicles, which are most likely built with traditional energy sources (gas, coal, etc.), transported from manufacture to dealership with traditional energy, charged with traditional energy, and the battery is not recyclable. California recently showed that non-traditional energy sources (windmill, solar, etc.) do not produce enough energy to allow Californians to use the air conditioners, ovens, wash machines, etc., let alone charge electric vehicles. So, requiring electric vehicles that cannot be charged will cause enormous and irreparable harm to the people of that State.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

I have been a registered Republican my entire voting life. Since 2016 I was voted in as a Precinct Committee Person for Clackamas County Republican Party. I participated in the campaigns of George W. Bush and Donald J. Trump. I went to a conservative Christian College. I participated in a semester program put on by multiple Christian colleges/universities in Washington, D.C. (the American Studies Program), which goal was to not only study policy and have an internship but to learn how to live out our faith. Please see this article https://www.northwestobserver.com/index.php?ArticleId=2382. Also, the following interviews: https://katu.com/news/know-your-candidates/joanna-harbour-running-for-congress-district-3; https://katu.com/news/know-your-candidates/know-your-candidates-2020-joanna-harbour-running-for-congress; https://soundcloud.com/thelarslarsonshow/joanna-harbour-whats-your-plan-to-take-down-earl-blumenauer-in-oregons-3rd-district; and https://youtu.be/rpSVZxUl_Yo.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No

What else would you like voters to know about you, including your legislative priorities?

I believe it is important that a representative be willing to negotiate and fight for the best result for their district and the United States. In the instances where I gave a specific answer on policy in this questionnaire, those are just my current ideas. I am opened to new ideas and suggestions. I am willing to compromise on policy where it will benefit the American people and the people of my district. I will not compromise on principle. I believe it is important to represent the people of my district, and I will listen to and work for my constituents. As a lawyer, I know how to read and write laws. My legislative priorities: 1) securing the border and dealing with immigration; 2) restoring energy independence and a robust economy; 3) providing for parent's rights in education and school choice where the money follows the child with no requirements other than meeting grade level math, English, science, and US history; 4) end sex and human trafficking and assist the victims; 5) end the let it burn practice in forestry management and return the control/management to a local level; and 6) repealing and replacing the Affordable Healthcare Act.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

We do need to adequately fund mental health and other programs. But we cannot do it at the expense of the police departments. When someone is threatening themselves or others with a deadly weapon, no one else will be willing to face that dangerous situation then the police. If the federal, state, and local governments balance their budgets and get rid of all wasteful spending (as is humanely possible), then there should be adequate funding for all of these programs and the police.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

The 2nd amendment is clear and says that the government shall not infringe on the right to keep and bear arms. There should be nothing that prevents a law-abiding citizen from owning a gun. The 2nd Amendment is a vital component of our Constitution that helps to protect every other right given in that document. Guns may only be taken from someone after a legal proceeding where the individual is afforded due process. The types of individuals include those ruled by a judge (after due process proceedings) is a danger to society or themselves or mentally unfit. Any individual can prove later that they are no longer a danger and are now mentally fit in a court of law to regain possession of their guns.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

Not any more than a victim of a vehicle accident can sue the manufacture of the car. If the car malfunctioned leading to the accident, then the person can sue them, and it should be the same for the gun manufacturers. If the gun malfunctions leading to the injury, then the victim can sue. Otherwise, the only person responsible is the one with the gun.
