QUESTIONNAIRE

RIGHT TO LIFE

Human life begins at conception and deserves legal protection at every stage until natural death.

Strongly Agree

Abortion providers, including Planned Parenthood, should not receive taxpayer funds or grants from federal, state, or local governments.

Strongly Agree

I support the Born Alive Abortion Survivors Protection Act, which requires health care providers to provide life-saving treatment for infants who survive an attempted abortion.

Strongly Agree

If the U.S. Supreme Court overturns Roe v. Wade, North Carolina should repeal its law allowing abortion up to 20 weeks of pregnancy.

No Answer

Under what circumstances should abortion be allowed?

As a last resort in a medical emergency that imminently and directly threatens the life of a mother as determined by a doctor. This is a tragic decision that would be faced, but both lives are important.

RELIGIOUS LIBERTY

Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

Strongly Agree

Governments should define marriage as between one man and one woman; no other definition of marriage should be legalized or supported with taxpayer or public funds.

No Answer

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I promise to protect the freedom of Christians to share the Gospel and to practice Biblical principles.

Yes

What does "separation of church and state" mean to you?

"Separation" does not mean religion cannot exist within government or public policy. The 1st Amendment of the Constitution states, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof." The goal of the Founders - and I agree - is that we are not a theocracy and there shall not be a single State-sponsored religion. All Americans should be able to worship as they choose. There must be a balance between avoiding the government pushing one specific religion vs. going too far the other direction by eliminating any reference to any religion.

NATIONAL SECURITY

The best way to maintain peace is through a strong military.

Strongly Agree

HEALTHCARE

It is the government’s responsibility to ensure everyone has health insurance.

Strongly Disagree

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Transparency (in pricing, requirements, etc), innovation, and increased efficiency is always the best way to reduce costs. Competition is a great catalyst to reducing costs, as the free market naturally will drive costs down. However, realistically healthcare does not operate in a truly free market environment because it is the most heavily regulated industry. We must find ways to remove regulatory burdens which do not add value to providing patient care or patient protection. Too often doctors make decisions based on legal risk management when the decision doesn't benefit the patient. As a member of the NC House, I introduced legislation - which passed the House - to compel the NC DHHS to evaluate regulations and requirements to determine if healthcare providers' required administrative tasks were useful or necessary. Too often new paperwork or tasks are required without evaluating redundancies or remaining necessity of previously implemented requirements.

ECONOMY

It is the government’s responsibility to ensure everyone has a livable income.

Strongly Disagree

Free enterprise and the right to private property are essential elements of a productive economic system.

Strongly Agree

IMMIGRATION

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

Strongly Agree

State, sheriff and local law enforcement agencies should be required to participate in the U.S. Immigration and Customs Enforcement (ICE) 287(g) Program to enhance the safety and security of their communities to identify and detain aliens.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigration policy are a federal issue and should be established by Congress and the President. However, only those who come to the United States through properly established, legal means, should be allowed to immigrate or remain.

EDUCATION

Taxpayer-funded public education should be guaranteed through college.

Disagree

2ND AMENDMENT

Should teachers be allowed to carry guns at school?

Yes

What restrictions on gun ownership are needed to protect public safety?

I am a strong supporter of the 2nd Amendment. The Founders believed this right was essential to combat tyranny, which can come in many forms, including aggressive overreach of government. Public policy related to gun ownership which attempts to impose any limitations must have a judicial appeal process to protect the individual and must have a process which follows objective (not subjective) facts for decisions.

OTHER IMPORTANT ISSUES

People should be able to vote without photo identification.

Strongly Disagree

I support the legalization of recreational marijuana.

Strongly Disagree

The Electoral College should be abolished.

Strongly Disagree

In priority order, what three areas of legislation do you propose to author or sponsor if elected?

1. Born Alive Abortion Survivors Protection Act - pass again to override the governor's veto (or obtain a new governor's signature) 2. Required Compliance with ICE Detainers - pass again to override the governor's veto (or obtain a new governor's signature). However, I believe the NC constitution already requires sheriff to assist in fed law enforcement 3. State Government Transparency & Accountability Act - Create measurable and public metrics for government performance.

JUDICIAL PHILOSOPHY

I support the use of Sharia law as a basis for legislation and judicial decisions in the United States.

Strongly Disagree

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Very Conservative

Please provide publicly available information validating your answer to the previous question.

I have a strong voting record in the NC General Assembly of supporting protection of Life. I have an A Rating from the NRA https://www.nrapvf.org/emails/2016/north-carolina/nra-pvf-endorses-scott-stone-and-buck-newton-iii-in-the-north-carolina-republican-primary-election/ As a legislator I was the top ranked conservative legislator in the NC House by the American Conservative Union, with a 100% Voting Record https://electscottstone.com/rep-scott-stone-rated-as-a-top-conservative-in-nc-house/ http://acuratings.conservative.org/wp-content/uploads/sites/5/2018/10/North-Carolina_2018_web.pdf

What education or experience qualifies you to hold the office for which you seek election?

Legislative Experience - As a former member of the North Carolina General Assembly, I am ready to hit the ground running as lieutenant governor. The North Carolina state government is a complex operation, with a $24 billion budget. I have the deep understanding of these issues, which is why dozens of former colleagues in the NC House and Senate are supporting me. Business Experience - I have run national operations (as large as $40M) for national & global engineering companies, and now lead a regional engineering firm that I started from scratch seven years ago. My small business is now a multi-million dollar company that employs more than 50 people across 3 offices. Educational - My degree and experience in engineering have helped provide expertise in many issues facing our state including budget, transportation, energy, and environment. I also have an MBA which has helped me build a sound foundation in financial management.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

No

Is there anything else you would like voters to know about you?

Not only am I ready today - with no learning curve - to serve as Lieutenant Governor, but I am also prepared to be the Republican nominee in what will be a challenging election cycle. We need to ensure that our nominee is ready for the challenges which come with a statewide campaign. I have run for office multiple times in challenging environments. I am a proven candidate and ready to help the Republican ticket (up and down the ballot).

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Agree

I support adding sexual orientation, gender identity and gender expression as protected classes in non-discrimination laws.

Strongly Disagree

I support allowing public high school students to participate in athletic competition based on the gender with which they identify instead of biological sex.

Strongly Disagree

Parents should have the right to know what schools are teaching their children about sex and LGBT issues and should have the right to opt their children out of any instruction to which they object.

Strongly Agree

Briefly describe your spiritual beliefs and values.

I believe that the teachings of Christ and Christianity are a sound foundation for a society as it emphasizes empowering the individual including the powerless and the potential that comes from individual personal strength and rights. There are many similarities between these teachings and the ideals of America. The foundation of our government and my faith is all people are empowered with God-given rights and opportunities, and opportunities are not the entitlement of those who have existing power or position. The more power and choice that is provided to the people, the stronger a society will be, and the more the powerful will be held in check. Those in the highest positions of authority should be the greatest servants of the people and never of themselves.
