What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?
The purpose of the separate and limited powers of the U.S. Constitution is to assure that the power is not concentrated so as to ensure checks and balances.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?
No Answer
Please provide publicly available information validating your answer to the previous question.
No Answer due to the fact that I am seeking a judicial position.
What education or experience qualifies you to hold the office for which you seek election?
The law is not just black or white, but there are grey areas. To truly effectuate justice, fairness and equality, one must be able to discern the law from various angles to interpret the law and applying it accordingly. The U.S. Constitution and the Texas Constitution affords every citizen equal rights. It is not enough that we acknowledge those rights but shall effectuate those rights, otherwise those laws are just laws sitting on the bookshelf collecting dust. As an Asian American female of multi-cultural experience, linguistic abilities, and diverse areas of legal practice and experience, I have the ability to view things from different angles so as to truly effectuate justice, fairness and equality for all.
In what areas of law have you practiced?
For oven eighteen years, my areas of legal practice have consisted of complex commercial litigation cases, highly contested divorce cases, probate cases, tax and real estate, estate planning and criminal law.
E-mail address and phone number for voters to reach you:
info@chengforjustice.com Telephone: 713-623-1633.
Is there anything else you would like voters to know about you?
Due to the judicial position I am seeking, I have refrained from responding to some of the above-listed questions for some of those issues may come before my court. With respect to question 16, marriage as defined by the U.S. Supreme Court justices of the majority who rendered the ruling of the Obergefell case shall be respected.
JUDICIAL PHILOSOPHY
The U.S. Constitution and my state constitution should be interpreted as living documents, rather than using a strict constructionist or originalist approach in judicial decisions.

There are times when American judges should alter U.S. case law in order to comply with foreign case law.
No Answer
Which current U.S. Supreme Court justice best reflects your judicial philosophy?
Judicial philosophy based on case by case basis so no one U.S. Supreme Court justice chosen.
Which U.S. president serving after 1960 best reflects your political philosophy?
Political philosophy changes with time, thus none.
What is the proper use of legislative history in interpreting statutory law?
Legislative history is often a source for documents that are reviewed to determine the legislature's intent in creating a law, especially when the language of the law is vague or ambiguous.
What specific text in the Declaration of Independence provides the critical basis for individual rights and the form of government guaranteed in the United States Constitution?
"That all men are created equal; that the creator has endowed all men with certain inalienable rights, and that among these rights are the rights of life, liberty and the pursuit of happiness; that governments are instituted to secure the natural rights of man; and that whenever any form of government becomes destructive of the ends for which it was instituted, it is the right of the people to alter or abolish it."
