QUESTIONNAIRE
RIGHT TO LIFE
Under what circumstances should abortion be allowed?
Rape, incest, to save the life of the woman.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).
Neutral
they provide more than just abortions. Through their support and education, abortions have dropped 1/3 comparing 2008 to 2020 in Nebraska.
I support 'aid in dying' laws which legalize assisted suicide and euthanasia.
Neutral
I have no opinion as I do not know of the circumstances. This would need to be voted on by the people to consider such a bill.
ECONOMY
What changes, if any, should be made to the tax code?
There should be a flat tax so the wealthy has to pay their fair share of taxes. Land tax needs to decrease, There should be no death tax, estate tax, or motel tax. We need to tax a serious look at the fairness tax.
What government spending would you reduce in order to balance the budget?
10% reduction on Infrustructure. This was increased significantly to give a spike in our infrastructure. The increase was supposed to be done for a limited amount of time, then go down to give tax relief.
Taxpayer-funded public education should be guaranteed through college.
Strongly Agree
When my kids graduate High School, I still pay taxes for school. Might as well allow them to go to college too.
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.
Strongly Agree
In the 1960s discrimination against black people was very high. Black people were not allowed in a white school, in certain stores, refused public bathrooms, and had lower wages than white people. We need to learn from our past. We should not repeat our failures. Everyone has equal protection under the law as per the 14th Amendment.
Under what circumstances can government close churches?
As per law when shutting down any form of speech or expression you have to prove that there is a "clear and present danger."
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
b
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
To save lives during a pandemic.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
Refused to do any business with any country or leader that violates international Human Rights laws. Isolate them until they indoctrinate civil rights, a form of government and democracy.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.
Neutral
Israel and Pakistan have been fighting for years. We need to continue mediation to help reduce tension. Provide options that will lead to peace. Remove support if they refuse any options.
IMMIGRATION
The U.S. should do more to physically secure the southern border.
Agree
we need to finish the border wall and improve technology. Border agents are short staffed and we need to recruit more. Much of the illegal immigration starts in Columbia and we need to address the Columbia government about their involvement in trafficking immigrants.
Who should be allowed to immigrate to the U.S. and under what circumstances?
children of Odin. Immigrants need to be vetted so that we are not letting in anyone with a criminal background.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.
Agree
I firmly believe in equal education opportunities.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.
Neutral
In many cases, people utilize religion to gain support to discriminate. This has gone so far as to discriminate against children so harshly that has shown an increase in youth suicides.
I support adding gender identity as a specially protected class in non-discrimination laws.
Strongly Agree
Everyone has equal protection under the law no matter what age, color, sex, or gender as per the 14th Amendment.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition
Strongly Disagree
If Marriage is ordained by God, then filing jointly on your taxes must be ordained by God too. Marriage is between two people as ordained by Webster. The US constitution was created to assure equal rights for all and there will always be a separation of church and government to assure equal rights.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.
Neutral
I believe that in today's society we strive to learn from our past and improve. My studies of CRT, It does not claim that the US government is fundamentally racist, it states that you can theorize that in the past our government had made decisions in a racist manner. Some instances are slavery, ending slavery, the Civil War, and allowing black people the right to vote, work, and go to school. The greatest thing we do in America is that learn from our past and improve.
Briefly describe your spiritual beliefs and values.
My religion is Christian Science. In CS we are taught that GOD is love. I lead by example and will hold strong convictions against those who discriminate.
ELECTIONS AND VOTING
People should be able to vote without photo identification.
Agree
If there if photo or ID laws it may cause some restricted voting. It would make it very hard for seniors to vote. We need to continue to look for ways to regulate voting and make sure every eligible voter is able to vote.
What laws would you propose to change present voting practices?
There are different areas people are arguing for voting reform. But the number one thing that should always be looked at is if there are policies that get in the way of people's right to vote. If there is a vote on voter ID, then there has to be a policy for people to obtain free IDs. You can't approve the first policy without the other intact. There are several policies that I would like to improve: 1. Allow registration up to the day of the election. 2. Require poll stations to be opened from 9 am to midnight. 3. Change the policy on sign placement. Current policy says 200 feet from a polling station. I would like it to change and add more wording to it. I would like to see it changed to campaign signs that can not be within 150 feet of the front door of a polling station. This policy is to deter people from putting up signs on the side of the street where the voting polls are on. It allows people that live across the street to put campaign signs on their property. 4. Registration for a political party. The policy states that you have to register by December for a party to be eligible to run for office in that part. I would like to dissolve that policy. A new party might not have enough time to file campaign slots due to a policy like that. I would like to see this change to “any person can change parties and run for office in that party up to the final day of registration.” 5. Improve internet capability and security to allow online voting, and voting through a phone app. 6. Early voting should be counted as they are registered. The Secretary of State's site should be updated daily to show early voting results. 7. Remove the policy that restricts prisoners and people with felony charges from voting. All people have the right to vote. Any type of voter restriction is against the law. 8. Ballots will have all candidates listed based on your area not by political party. Candidates from all 4 parties will be listed on each ballot. 9. Allow write-in votes in both the primary and general elections. Current policy states that if you are voting for a candidate in a different party and doing a write-in for the primary, your vote won’t count.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
It is a very big problem in domestic security. Racism against the gay or LGBTQ community is at an all-time high and it is growing. This has increased the mistreatment of people at the workplace and at schools which have caused physical harm and death. Politicians have created a significant threat toward the LGBTQ community for political gain. Our current Attorney General chose to support two lawsuits this year that support discrimination against the LGTBQ community. The policies are a clear violation of the law. We can not have leaders that support continued discrimination.
Reparations should be given to people on the basis of race.
Neutral
Reparations are given due to a loss no race.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
being so strict can cause economic collapse. That is not being responsible. I do not like either answer. What should be done is to create a goal and a way to achieve those goals within a specific time. Work together to assure we meet those goals.
I support the use of hydraulic fracking to extract oil and natural gas resources.
Strongly Disagree
This has caused contamination of our water supply and destabilization of different areas.
ABOUT YOU
What do you think is the general purpose of government?
To create control and stability. The government is a servant to the people. If the people become the servant of the government, that is a dictatorship.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Moderate
I have always been a Moderate. I try and look to reason to address the problems we face and come up with solutions. I rely on research analysis from credible sources to base my decisions.
Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
NO
What else would you like voters to know about you, including your legislative priorities?
What experiences qualify you for this office? Bolinger is a Veteran, who served in the Air Force and National Guards. Bachelor of Science from the University of Nebraska. Major in Political Science, minor in Criminology with a concentration in government affairs and civic engagement. He studied law, constitutional law, international law, and police procedures. Enrolled at Bellvue University to obtain a master's in Public Administration. 6 years of experience working in corrections. 20 years self-employed as a contractor, and 16 years of political experience in government accountability. Why do you want to be attorney general? I see many of the problems not being addressed in this office. We are not addressing issues of mental illness in our prison system. We have the highest per capita prison over population in the nation with no plan to fix the ongoing problems. We are 20 years behind everyone else in law reform. I see the need for change. I will provide the necessary law reform and the expansion of diversion programs. Diversion programs have proven to reduce repeat offending by 60% and it has reduced crime by 40% according to studies in 20 states. What would be your priorities? My priorities are addressing mental illness in our prison system, addressing overreaching penalties, conducting law reform, trying important cases, and expanding diversion programs to reduce recidivism. Develop a specialized team to represent the people properly to help address and protect issues of Consumer Rights, Human Rights, Parental Rights, Defamation, Discrimination, environmental regulations, and individual Amendments. My priority is to make sure the people are properly represented. How do you view the role of the attorney general — in partisan or nonpartisan terms? An AG has to be unbiased in its approach to law. The AG is a public advocate in areas such as consumer protection, antitrust, proposing and arguing policies, enforcing federal and state environmental laws, representing the state and state agencies, approving or rejecting criminal appeals, trying serious statewide criminal prosecutions, and implementing civil suits on behalf of the state. An AG cannot take a biased or political view of the law. A partisan approach to law would be a liability to the state and the people it serves. Are there specific topics, challenges, or issues that you would likely be engaged in as attorney general? To argue ethics violations and enrichment violations concerning the banking industry and the IRS. Argue government violations of Title 18, US Code, section 1001. 1) knowingly and willfully; 2) make any materially false, fictitious, or fraudulent statement or representation; 3) in any matter within the jurisdiction of the executive, legislative or judicial branch of the United States. Address the Mead environment disaster, address fundraiser fraud, bail reform, advance diversion programs, end truancy as a status offense, and approve the “right to repair.”
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.
Neutral
Each city may have different policies. Some policies may conflict with state statue. I could not approve immunity as I do not know every city's policies and if there are conflicting laws. There have been conflicting issues about what immunity is. It is usually done if there is an unknown procedural violation, however, some officers violate procedures on purpose and claim immunity.
I support redirecting funds from police departments to mental health and community programs.
Strongly Disagree
Police department funds come from the city funds. Each city has a budget. I do not know the budget of every city so I could not give a direct response. I do not know if they are over-funded, or underfunded. I have not reviewed the city's financial statements. The budget for the police department is what is needed to keep it running, there are usually no extra funds. But there are usually a city's reserve funds or a possible reduction in compounded government.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
The problem with our gun laws is the local system's lack of procedures. Violent behaviors that would disqualify someone from being able to purchase a firearm are not being logged into the national system, so people fall through the cracks and the system fails.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
Strongly Disagree
The dealers or manufacturers did not commit the violent act. Blame it on the person that committed the act. The only way a dealer or manufacturer would be at any fault would be if they sold a gun to someone and failed to follow the proper procedure.
