Human life begins at conception! Human Rights and Constitutional Rights attach at that point and continue until natural death. Some say in answer to this Question "to save the life of the mother". Based on my beliefs, this presents a moral and civil issue. Who's life has more rights over the other? I do not support abortion under any circumstances.

Our nation must defend its borders and know who comes into the country, for what purpose, and ensure that no visa is over-stayed. Freedom of religion and its free exercise is our constitutional hallmark, yet when the worship of religious tenets includes the denial of rights guaranteed under the Constitution to others, their entry must be denied and their presence in the country must be eliminated. Our nation, its laws, and culture must not re-define the meaning of racism. Radical Islamic terrorism can only be eradicated by enlisting the help of our allies in Islamic countries and imposing on them to bring into modernity their radical islamic population's antiquated ideology. Also, we must fight these violent and warlike terrorists where we find them in foreign lands, not letting their ideology invade ours.

The nature of mankind is to seek life, freedom, liberty, and justice. These are human rights endowed by God. In contrast, the nature of governments is to limit and control these rights. So, the Framers of the Constitution with the profound belief that government's role is to protect God-given human rights, separated the powers of government, limited their powers and defined within the Constitution that the people are sovereign and the government serves the people.

As a Roman Catholic, I believe in God and Jesus Christ his Son. I believe that God Speaks to mankind through the Bible and that the United States was founded on Judeo-Christian values. I believe in the sanctity of Life; that the family, in traditional marriage, is the building block of society; that the family is responsible for educating, nurturing and raising children with their values and convictions; and that the individual citizen is who, in accordance with conscience and means, should reach out to those in need.

The federal government has no business meddling in our individual healthcare choices; there is nothing constitutional about having the federal government interfere in our personal lives. “Obamacare” must be repealed in its entirety! Congress must promote common sense, free-market solutions to reduce costs and to expand coverage. Millions of Americans would be better served by allowing small businesses to band together to negotiate across state lines for more comprehensive and affordable plans; by enacting permanent tax deductions for insurance premiums; by encouraging health savings accounts; and by passing medical malpractice and tort reforms. We must find a way to end the practice of denying coverage based on pre-existing conditions or terminating coverage because of catastrophic illness, incentivize cross-state insurance markets to help control costs and, assure to the individual states the assumption of healthcare regulation for its citizens.

America’s economic recovery will come from men and women who are working every day to come up with new products, new innovations, and new ways to grow their businesses. Congress should promote these activities instead of new government programs. We must cut the growth of agencies whose rules and regulations choke our business and stifle economic growth. We must completely eliminate Dodd-Frank and Obamacare. We must reduce the corporate tax rate which is among the highest of all industrialized nations; reducing unsound regulations that strangle job growth and economic development; promote regulations allowing the nation to focus on American energy development; reverse EPA efforts to enforce destructive legislation. We need to put money back in the hands of the folks who build our nation, create jobs, grow our food supply, teach our children, and invent in new technologies—all of which power our future.

The recent tax reform is a step toward growing the national economy, increasing jobs and creating more opportunities for all Americans. I am pleased to see the positive impact it will have on middle-class America and the economy. The idea of completing a tax return on a single page is a relief to everyone! In the days ahead, Americans would further benefit from a fairer and flatter tax scheme; making many of the personal reforms permanent, reducing the number of tax brackets, and eliminating the “death tax”.

Unemployment rates are a direct result of economic climate. In the last decade, government policy has played a major role in the economy and thus the high unemployment rate. The free market forces are the best way to bring down this rate. For that, the government must cease its damaging interference in the economy. We must roll back agency rules and regulations that impose restraints on businesses; reform the tax code to a more business-friendly code; and, eliminate economically harmful laws such as Dodd-Frank and Obamacare.

The only way to guarantee Social Security benefit for future generations of Americans is to give the responsibility of maintaining a Social Security account to the individual, much like a 401K Plan. Our national debt doubled in the last nine years. Social Security and Medicare costs now exceed 60% of our national budget and are rising. our nation's unfunded liabilities far exceed our current national debt. If the nation is to guarantee Social Security for future generations, it must be re-invented such as above described.

I have a BA in History and a JD from St. Louis University. I and am Licensed in Texas by the State Bar. I studied Law at the Universite de Paris. I have represented many businesses, financial institutions, foreign concerns and business concerns doing business abroad. I was in House Counsel for Union National Bank of Texas. I was on the board of the Hondo National Bank, I chaired its holding company and the assets and liabilities committee. I have represented energy companies and energy landowners. I currently practice real estate and probate law. I have served on school boards, hospital boards, and non-profit organizations. I have also served as counsel to the Republican Party of Texas and on the board of the Texas Federation of Republican Women. I chaired our family real estate development company and have funded through our family foundation The Canseco School of Nursing and other healthcare and education projects. I served as Congressman for the 23rd CD of Texas.

I am married to Gloria for 39 years now. We are parents of 3 grown children and 1 grandchild. Serving as US congressman for Texas’ 23rd district was the greatest honor of my life! While in office, I did my job by representing the needs of the district’s people, casting votes based on the constitution and representing the core values that have shaped our country for generations. The job is not finished! I am troubled by Congressmen who are disconnected from reality. Some believe that new government programs and higher taxes are always the answer, and others lack the courage to stand up and do the right thing. Spending beyond our means does not create prosperity, instead sets the stage for economic disaster. My values and experiences inform my call to duty to ensure for future generations that they will benefit from the common-sense conservative decisions we make today.
