I will continue to lead the Secretary of State’s office from a place of fiscal conservancy. We are making plans now to reduce our budget by 15% in response to the expected revenue shortfall. We always operate with a balanced budget and will continue to if re-elected. We implemented two state-wide computer systems in elections and corporations that saved our customers money with efficiencies, improved elections accessibility and security, and were under budget and on time.

For the questions above, I am declining to state my policy positions, as these issues may end up on a statewide ballot in the form of an initiative or referendum. Since the beginning of my 27-year career in elections, I have not publicly advocated for or against specific public policies. My primary responsibility as an election official is to build public confidence in elections. Washington’s elections must be viewed as accurate, accessible, secure, and fair. I believe this is adversely impacted when voters know the personal position of the chief election officer related to issues on the ballot. Having overseen and conducted over 120 elections, I have a unique understanding of our state’s political process. The initiative and referendum process continues to function in the way the framers envisioned—as a relief valve to empower our state’s residents with direct democracy. With this, I promise to always protect your constitutional right to have your voice heard.

In priority order, what three areas of legislation do you propose to author or sponsor if elected?
One, keeping our state’s elections secure from foreign interference and election tampering while making voter registration and elections accessible for every eligible voter. I want to continue creating innovative solutions, like the statewide voter registration system that provides for secure and accessible same-day voter registration. Two, continue making it easier to do business in Washington. Our modernization project has already saved businesses over $11 million each year in filing fees and I want to provide more cost-efficient service delivery for our corporations and charities customers. Three, protect our state’s history by completing the Library/Archives building project and improve access to our collections with expanded digitization of our collections. We have over 200 million archival records available online and we must protect the original copies for generations to come.
