RIGHT TO LIFE

Under what circumstances should abortion be allowed?

A life, in the form of a baby, is created at conception. Just like any other life form, if nurtured and protected, it will grow, develop, and flourish. I believe that a baby should have the same right to live as any other human. But it should not supersede the rights of the mother. Therefore, if the mother is at risk of death or severe physical harm, an abortion should be an option.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Do you support the proposed Yes for Life amendment to the Kentucky Constitution, which makes clear that there is no state constitutional right to abortion?

Yes

This amendment won’t ban abortions in Kentucky. It will clarify that judges can’t unilaterally declare a right that doesn’t exist in our state constitution. It is the responsibility of the legislative branch to decide the legality of abortion, not the judges.

ECONOMY

What changes, if any, should be made to the tax code?

The current tax modernization plan should be implemented as planned. It will eliminate personal income taxes on all of the hard-working people of Kentucky, protect low-income households from sales taxes on commodities such as food and medicine, and encourage businesses and employees from other states to come to Kentucky. The states with the highest personal income tax rates across the country have economies that are suffering. The states with the lowest or no personal income taxes are flourishing. We must join those states in order to grow our economy at the maximum pace possible.

What government spending would you reduce in order to balance the budget?

We already have a balanced budget in Kentucky. We’ve had a balanced budget since the republicans became the majority party in the House of Representatives in 2017. However, there are plenty of ways to reduce government spending at the state level. This can be done without simply eliminating departments. We must review every regulation, fee and tax for relevance and necessity. I have been asking representatives of every sector of private industry for unnecessary rules and fees, and will file legislation to eliminate those same fees and regulations as they are identified.

Taxpayer-funded public education should be guaranteed through college.

Disagree

Not everyone will want, or need, a four year college education. I believe that we should help every young person identify what they are passionate about, and then help them achieve the level of success they want in that area. That might be an undergraduate degree or beyond. But it might also be a certification as a welder, aircraft mechanic, or any number of other careers. Let’s not force young people into the career path we think they should take, but help them do what they want to do.

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Under what circumstances can government close churches?

Only under the most extreme circumstances. And they must be treated the same as other institutions. That is key. We have seen what happens when government interferes with churches. Our current Governor closed our churches, while at the same time allowing liquor stores and abortion clinics to remain open. He declared liquor stores and abortion clinics “critical services” while denying Kentuckians the opportunity to love and support each other in church at their greatest time of need. This was a gross overreach of our state’s top government official.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C. But with the understanding that our military veterans should receive the best possible healthcare. They have sworn to place their lives on the line to protect us. We owe it to them to provide them quality healthcare.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

This is actually three different questions. Government, at any level, should not be able to dictate to individuals in the private sector that they must implement a vaccine mandate. Businesses should have that decision, and the marketplace will decide whether or not to support that decision. Concurrently, private business owners should have the right to decide the policies for their customers and their employees. Jobs are ongoing contracts between employers and employees. An employer does not have to guarantee a job for an employee, and an employee is not required to show up for work. Employment is a mutually beneficial relationship between two parties, and either party can sever the relationship at any time (written contracts for projects, etc, not withstanding). The employer should have the option to require vaccines, and the employee then has the option to concur with the requirement or seek new employment. I'm sure there are nuances in any number of written contracts, but this is my umbrella position. With respect to schools, parents should have the final say with respect to vaccines such as the COVID-19 vaccine, without repercussion from the school. Let's remember what a vaccine is: a protection from infected, or potentially infected, sources for the individual receiving the vaccine. It is not designed to protect other individuals from someone who chooses not to take the vaccine.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

Although Islamic Terrorism is the most recognizable threat to the public, it seems inappropriate to single them out for action. Because we are the beacon of freedom for the world, we are at risk from numerous threats. We have an extensive intelligence and threat assessment network, which has procedures in place. While it is impossible to provide 100% security from the threats of the world, our law enforcement agencies do an incredible job of providing us that security. We must remain vigilant in observing and stopping current threats. And we must be equally vigilant in anticipating new sources of threats, and react accordingly.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

The current open border policy puts American citizens at risk every day, While most of the public discourse revolves around the vast number of individuals illegally entering our country, there are even more dangerous issues to consider. Illegal drugs such as fentanyl are pouring across our southern border in mass quantities, killing people in every state. Human trafficking is out of control, and the threat of terrorism is huge. We must do whatever it takes to secure our southern border.

Who should be allowed to immigrate to the U.S. and under what circumstances?

There are policies already in place for legal, controlled access for foreign nationals to come to America. There are policies for worker visas as well. While I think these policies need to be modernized and even relaxed, there must be a process to control that access.

EDUCATION

The state should fund education by allowing dollars to follow the child instead of the bureaucracy, through a program which allows parents the freedom to choose their child's school – public, private, or homeschool.

Agree

We must commit our educational resources to helping every child identify their passion, and then help them succeed to whatever level they desire. For the vast majority of students, public schools will provide an excellent education. We must be fully committed to supporting those public schools and those students, but not at the expense of students who need a different path to success. And parents of those children should not be penalized for choosing that alternate path. We can do both.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

There is no question that the Judeo-Christian value system served as the moral compass for the creation of our system of government. While the founding fathers wisely borrowed from many different forms of government throughout history, such as the Roman Senate, and the bicameral legislature of England, without the Judeo-Christian moral foundation to limit government and protect individual rights, those forms or government are merely organizational outlines.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

The ability of "We the People" to choose our elected representatives of government at every level is the most basic, most foundational privilege of our representative republic. But is a privilege that must be jealously guarded and secured. Otherwise, our entire system of government can fail.

What laws would you propose to change present voting practices?

I like same day voting, but I recognize the benefit of limited early voting. I believe Kentucky is generally on track with current procedures, but we must always be on alert for those who would illegally circumvent our voting system.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Racism weakens us as a society, and anything that weakens us is a threat to our security. The problem is that we are all human, and all fall short of perfection. That is why we strive for a "more perfect union", not perfection. As with any sin that weakens or harms us, we must always strive to treat everyone equally.

Reparations should be given to people on the basis of race.

Conservative

While I am conservative in my core values, I am open to compromise on how to best govern. I will discuss any option for policies that best serve Kentuckians, but those core values will dictate, every time, my final actions.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

Emphasis on conduct consistent with departmental policy. Law enforcers are required to make instantaneous life and death decisions while protecting and defending us. That is a level of responsibility the rest of us probably can never understand. While they must be held accountable for wrongful conduct, they must have our support as they make those life and death decisions.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

We must fund both. While funding for mental health challenges in Kentucky have been underfunded for decades, that funding should not come at the cost of weakening our law enforcers.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

The right to bear arms is one of the most foundational rights of the constitution. Reasonable background checks can limit access to firearms by individuals who have a proven history of doing harm to others (when actually properly implemented), we must be extremely careful to balance that most fundamental right with efforts to provide total safety for everyone.

That would be tantamount to suing GMC if an evil person drove through a crowd of pedestrians on a street. The car didn't drive through the crowd, the driver did.
