How would you promote healthcare coverage that is adequate, affordable and accessible for all?
The increased costs of healthcare in many cases relates to the cost of pharmaceuticals. We need to create opportunities to buy more generic drugs, allow for quicker access and approval by the FDA and allow for access to drugs from Canada and Mexico. In addition, we must continue to work toward better inter-state policies that permit patients to seek wellness outside of state lines. Finally, we have to control costs of health care providers through transparency. For example, the explosive growth of ER centers has created a huge problem in cost containment. Standalone ER’s need more oversight. We also need to make sure that family practice providers are incentivized to provide services.

What government spending would you reduce in order to balance the budget?
The Texas Legislature is required to pass a balanced budget and we have done so in each of the five legislative sessions in which I have served. But there are always more ways to reduce government spending and I support the removal of any and all funding gimmicks or tricks in the budgeting process.

I am in favor of construction of a wall and other necessary infrastructure on our border that gives complete control over entering and exiting the United States.

1. Continue the success of my HB3 in the 86th Session to transform public school finance in Texas by lowering the burden on taxpayers and increasing local control. 2. Provide more rights to residents in municipal Extraterritorial Jurisdictions (ETJ) who pay additional taxes through Strategic Partnership Agreements (SPA) with Municipal Utility Districts (MUD) 3. Protect against future flooding in the Lake Houston area by renewing the State’s financial support of an on-going dredging program.

Our domestic security is threatened by the individuals who plan and execute acts of terrorism on our soil. The race of the terrorist does not affect their desires to cause harm.

I have consistently voted to protect the unborn, increase border protection, ban Sanctuary Cities, lower taxes while protecting private property rights, promote free enterprise, protect vulnerable populations of students, and defend Second Amendment rights. What education or experience qualifies you to hold the office for which you seek election?
I am currently serving my fifth term as State Representative of House District 127. My experience and record are very clear, consistent, and conservative. Currently, I am serving my second term as the Chairman of the House Committee on Public Education, which allows me to serve in a leadership role amongst my peers. Additionally, I am currently serving my fourth term as an officer of the board for the Texas House Republican Caucus.
Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.

Is there anything else you would like voters to know about you?
It is my desire to return to the Capitol to continue to fight for HD 127. In the last session, I passed HB3, or The Texas Plan, which ushered in transformational public school finance reform and property tax relief. HB3 devoted $4.5 billion to education reforms and $2 billion for dynamic teacher pay raises, while reducing recapture statewide by $3.6 billion. It provided almost $5 billion in property tax relief, the largest property tax reduction in Texas history, while increasing the state share of funding, and mandating future tax reductions. This allowed Humble ISD to implement the largest one-time teacher pay raise in district history. We must maintain this funding, while also looking at our institutions of higher education with the same scrutiny. It is vital that we continue to mitigate flooding in our region, while addressing water concerns statewide. I plan to tackle these tough issues, just as I did with public school finance reform, once re-elected to serve you.

I was raised in a strong, Irish Catholic household, and I have remained a devout Catholic my entire life. I am an active parishioner at St. Martha's in HD 127, and I am an advocate for the teachings of the Catholic Church and the following of Christ Jesus. I am an active member of the Knights of Columbus, a Catholic-based, fraternal organization that focuses on Charity, Unity, Fraternity, and Patriotism.
