QUESTIONNAIRE

RIGHT TO LIFE

Under what circumstances should abortion be allowed?

I have a 100% pro-life rating, and honor the sanctity of life. I have been a coauthor of Texas’ historic pro-life bills, the strongest in the nation, which include narrow exceptions if a physician believes it necessary to save the life of the mother.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Disagree

ECONOMY

What changes, if any, should be made to the tax code?

Raising taxes on middle class families is a recipe for recession, and we cannot spend our way to prosperity. I will not sit by idly as the Biden Administration hires an additional 80,000 IRS agents to go after everyday Americans. We must send a message to Washington that tax cuts lead to more jobs and will only unleash greater economic growth when the country needs it desperately.

What government spending would you reduce in order to balance the budget?

I have never voted for a budget that is not balanced, and I have led the charge on a constitutional spending limit and tying the budget to inflation. I believe that the federal government has failed over and over again, and should finally adopt zero-based budgeting to stop the band-aid approach they have employed far too long. This session all state agencies will be expected to reduce their budgets.

Taxpayer-funded public education should be guaranteed through college.

Strongly Disagree

RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Strongly Disagree

Under what circumstances can government close churches?

The free expression of religion is guaranteed in the U.S. Constitution, and there is no circumstance that I would support governments infringing on this right. I was a coauthor on HB 1239 ensuring Texans are never prevented from exercising their faith.

HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

The Covid pandemic unleashed the worst instincts of big government bureaucrats. Vaccinations are a deeply personal decision that should be between patients and their doctors. I fully support vaccine choice and was a coauthor of SB 968, prohibiting vaccine passports in Texas.

NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

The United States has a moral obligation to combat Islamic terrorism at home and abroad. We must do this by promoting freedom and democracy, and stop apologizing for American exceptionalism.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Strongly Disagree

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

Who should be allowed to immigrate to the U.S. and under what circumstances?

I support legal immigration--but that means that people seeking to come to the United States need to pass a background check, prove that they have employment opportunities and the necessary skills, and that the federal government employs a true process to admit immigrants. We are the most welcoming country in the world, but we cannot live in a nation without laws.

VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Strongly Agree

I support adding gender identity as a specially protected class in non-discrimination laws.

Strongly Disagree

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

Briefly describe your spiritual beliefs and values.

I have been a Christian my entire life, and do my best to live by the Christian values instilled by my family, my congregation, and my faith.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

What laws would you propose to change present voting practices?

Ensuring that it is easy to vote and hard to cheat, in Texas elections, remains one of my top legislative priorities. This session, I was proud to co-author Senate Bill 1, the most comprehensive election integrity bill in the Nation. The bill includes provisions that ban ballot harves-ing, require the removal of deceased voters from the voter rolls, improve the rights and oversight of poll watchers, provide additional rules to keep non-voters out of polling locations, and includes a provision from one of my bills to require photo-id for absentee ballots. More needs to be done to reign in activist local officials like the Harris County judge who lost 10,000 votes this last March after decrying SB 1 as voter suppression. Also, if a local District or County Attorney will not prosecute an instance of voter fraud, then we need to empower the Attorney General to step in and take on the case. There is no acceptable level of voter fraud.

EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

The biggest threat to domestic security is the fear mongering in the mainstream media. The vast majority of Americans want to raise their children to be good citizens, attend church and have the opportunity to live the American dream. The constant division and fear is the biggest threat to our way of lives. I believe that every human being should be valued equally and that there is no place for racism in America.

Reparations should be given to people on the basis of race.

Strongly Disagree

ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy.

I support the use of hydraulic fracking to extract oil and natural gas resources.

Strongly Agree

ABOUT YOU

What do you think is the general purpose of government?

Our nation's founders fled tyranny, and created a federalist government to restrain power and promote individual liberty. This is a guiding principle as a lawmaker, and I do everything I can to ensure Texans enjoy the freedoms endowed to them through the Constitution.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Very Conservative

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

https://www.nbcdfw.com/news/politics/lone-star-politics/lone-star-politics-august-14-202/3047883/ Texas Monthly, Best & Worst Legislators (2019)

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

no

What else would you like voters to know about you, including your legislative priorities?

As a lawmaker, I will continue to pursue bold, conservative legislation. My agenda going into the 88th legislative session will be pro-Texas, pro-business, and pro-family. As Chair of Senate Education, I will craft a strong parents bill of rights, and ensure that students are set up for success in the classroom and in the workforce.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Strongly Agree

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I have a 100% rating with the NRA, and I support every American’s constitutional right to bear arms. Responsible gun owners are the solution, not the problem, and that is why I was proud to coauthor Constitutional Carry and be the lead sponsor on other NRA priority legislation.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree
