RIGHT TO LIFE
Under what circumstances should abortion be allowed?
I have changed to pro-life after many years. I was pro-choice for adults and then when I was pregnant with my first child and saw him early in an ultrasound I knew I could not have an abortion myself. It has taken a long time for me to come to the conclusion that life begins at conception. I do not know what exceptions, if any, I would support, except that of the life of the mother.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

I can understand people wanting to relieve excruciating pain in their final days. My sister died of pancreatic cancer and was in pain. She went on hospice and had pain medications, but those caused her breathing to be difficult. That was hard to watch. I do not have a definite position on this issue.
ECONOMY
What changes, if any, should be made to the tax code?
Taxes should be lowered. Sales tax used to be about 7%, now it's 10%. B&O taxes hurt small businesses. A few years ago the legislature raised property taxes in an effort to fully fund education, and reduced the amount that could be raised by local levies at the same time so there would be a more equal division of taxes to school districts. Great idea, but a couple years later they increased the levy limit back up to where it was before.
What government spending would you reduce in order to balance the budget?
I would decrease funding for housing. This can be done by returning land use regulation to local control. The State took over land use planning in 1990. That needs to be reversed. The current State regulations increase the cost of housing by limiting the available land. We need to change the way fatherless children are cared for. More emphasis on preventing pregnancy in young adults and holding fathers accountable, perhaps reducing or withholding aid until a father is identified.
Taxpayer-funded public education should be guaranteed through college.

This would have the people who work in jobs that do not require college to help pay for the college education of those who want to work in jobs that require college. It would require increased taxes, which would hurt the working low income people the most.
RELIGIOUS LIBERTY
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Under what circumstances can government close churches?
None The government can make recommendations. From the reaction of my church's governing board during the COVID scare, the very frightened will close the churches themselves.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
C. We should keep Medicare and Medicaid, but work to give people more choices, like health care savings accounts.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
I didn't think much about this until COVID 19. The COVID shot is not even really a vaccination, even though they call it that. It does not prevent the disease. Also, children are less susceptible to it and have milder symptoms. The side effects of the shots are not well known, except for heart problems in young men. I will fight to keep children free from being required to take these injections.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
I am running for the State Legislature and do not know what the US should do on this issue.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Israel is a tiny country in the middle of a large Arab world. I am not very familiar with the West Bank issue, but the BDS movement does not sound wise to me.
IMMIGRATION
The U.S. should do more to physically secure the southern border.

Drugs, sex slaves, and millions of unemployed adults are coming into our country. We need to stop this infiltration.
Who should be allowed to immigrate to the U.S. and under what circumstances?
We should allow those who have job skills that are needed in the US and those who will be political prisoners in their own countries, possibly leading to being executed. We have a history of allowing immigration from other countries on a percentage basis and I do not know the reasons why this should be continued or adjusted.
EDUCATION
I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

These alternatives are desperately needed to promote excellent education for all. They are also needed to protect children from state indoctrination of their belief in systemic racism.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

We have lost a lot of these values in the US and that is why we see mass shootings, race riots, high crime rates, and high homelessness. Our state legislature has passed laws that require all state employees and school personnel to learn about identity, inclusion, and equity, which is another way to describe critical race theory. I would repeal those laws.
I support adding gender identity as a specially protected class in non-discrimination laws.

What is being done to children by their teachers and "progressive" doctors is horrible. Children cannot and should not decide which sex they want to be. They should not be given puberty blockers or have sex changing surgery.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

CRT, identity politics, diversity training, and wokeness all lead to denial of individual rights and responsibilities. When I was a judge, the State Minority and Justice Commission did a study and found almost no difference in sentencing depending on race. This was about 1998. One reason we still have high poverty rates for some people of color is because of the liberal policies in the US that are fundamentally flawed.

I believe Jesus Christ died for my sins. I and everyone else are sinners. Through God's grace we are forgiven and we should be grateful for God's care. I am very grateful.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

Elections need to be as verifiability accurate as possible. Our whole system is based on voters being able to decide who leads them. If are elections are not secure, then this policy, and our republic, are lost.
What laws would you propose to change present voting practices?
I would like to return to voting in person and allowing for absentee ballots. Also, I would like to see at least two weeks prior to an election for registering to vote so the systems can be updated and check for duplicates.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
No. The United States has been working on equality for all for decades. The new "anti-racists" are a threat as we saw in the riots of 2020. The division of people into tribes and pitting them against each other is a threat to our security and way of life.
Reparations should be given to people on the basis of race.

After the Civil War, where thousands died to free slaves, the Freedman's Bureau was created by Congress to assist former slaves. This bureau built over 1000 schools and assisted with employment contracts, food, and housing. President Lincoln was assassinated so the vice president, Andrew Johnson, could take over. He was pro-slavery (and a Democrat). He gave back land to former slave owners instead of letting it be divided and given to former slaves as Congress was attempting to do.
ENERGY & ENVIRONMENT
Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.
Generally A, environmental laws are too strict and hurt the economy. Of course each regulation needs to be studied separately to see if it should be repealed. Not much study is needed for the Growth Management Act passed in 1990 that sets up a Statewide land use regulatory system. It needs to be repealed.
I support the use of hydraulic fracking to extract oil and natural gas resources.

I just looked up information on hydraulic fracking. I see that Washington State is one of four that do not allow it. Considering who has been in charge of Washington State for many years, I would tend toward disagreeing with them. Perhaps ownership of the rights and access point requirements might be explored.

What do you think is the general purpose of government?
Government is to provide services to all that are best done from a central entity. This would include police protection, road building, etc. The government is also to protect us from outside forces, such as other countries.

I strongly believe in freedom. We should be able to keep our own values and pass those on to our children.

When I was a member of the Washington State Legislature in 1981-82 I was part of a group who signed a letter to the Governor asking for a no tax increase solution to the deficit we were dealing with. We were a majority of the Republicans in the House. He called us troglodytes. We made buttons and wore them proudly announcing we were the troglodytes. (The Governor did attend a fundraiser for my reelection).
Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

What else would you like voters to know about you, including your legislative priorities?
One day, when I was a school bus driver, a disabled child I had never seen was placed on my bus. As I was coming up from looking over the seat and he was standing on the seat, he smacked me hard in the face. My body reacted before I knew I was hit and I may have had contact with him. I was charged with assault. A jury found me not guilty. They believed me and the expert that testified that my body reacted without me being conscious of the action. **** My legislative priorities will be to return power down as much as possible from the State to the local governments and from the local governments to parents and the people. **** Here is my response to an inquiry from a Chamber of Commerce member: Both our Reps, Bergquist and Hackney, sponsored and voted in favor of House Bill (HB)1054, which puts unreasonable limits on the ability of police to pursue criminals, to use K-9 units, to execute no-knock warrants, and to subdue suspects with tear gas. The State has taken control of our local police. To pursue a suspect now by vehicle an officer must get prior approval from a supervising officer and that supervisor must be in control of the pursuit. The result: a big increase in crime. One suspect even called 911, telling the dispatcher to call off the police chase because the crime he was committing didn’t meet the new standard! The Washington Council of Police and Sheriffs, along with many other affected groups, opposed HB1267, concerning investigations into the use of force by police. Bergquist and Hackney sponsored and voted for this bill too. Deadly force incident investigations will now be done by an agency of the Governor (not the State Patrol or Attorney General’s office) led by people who are picked because they represent various under-served groups. On the new eleven member advisory board for police use of force investigations, a maximum of two can be current or former law enforcement officers. Our current state representatives also supported other new laws with negative effects on public safety. One is Senate Bill (SB) 5051; increasing authority of the State Police Training Commission to define when officers can be certified, suspended or de-certified, including de-certification for “affiliation with extremist organizations.” The commission itself, not the public or legislature, gets to define “extremist organizations.” Law enforcement officers, already buffeted by funding cuts, staffing reductions, and vaccine mandates, now have even more reasons to quit the profession. Bergquist and Hackney claim to care about public safety, then vote to hamper and obstruct the police. We’ll never feel safe under their leadership. The time to remove them is NOW. Our current State Reps also voted for a stealth tax that will cost us an additional $400 million to $1 billion per year. SB 5126 calls itself a “Climate Concern Act” but is, in reality, a Cap-and-Trade emissions credit scheme that will add an estimated 46 cents per gallon to our gas prices. Since they didn’t call this a “tax”, it doesn’t have to be placed on the ballot for a citizens’ advisory vote. They voted for this bill last year, but it will not take effect until after the election, and who can blame them for these stratagems to evade responsibility? It will further inflate the price of absolutely everything in this state.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Police work is a tough job and split second decisions need to be made. As in civil law, an action does not need to be the best action that could have been taken after analyzing the situation afterward for it to avoid liability.
I support redirecting funds from police departments to mental health and community programs.

When police are cut, crime goes up, there are more victims, and criminals are encouraged. Providing social assistance with officers may be useful, but that needs to be investigated and tried on a small scale or in a discrete locality to determine its usefulness.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Those who have been convicted of certain felonies should be restricted from gun ownership for a long period of time. I would encourage anyone unfamiliar with guns and buying one to take a gun safety class, but not require it.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

Guns do not cause violence. It is the people who use them violently that cause the problems.
