RIGHT TO LIFE

Under what circumstances should abortion be allowed?

I continue to support Initiative 120, which established WA state statute around abortion in 1991.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Disagree

Any health care provider providing legal treatment options should be eligible for state funding through programs like Medicaid. Planned Parenthood should be treated no differently. However, state funding should never be used for political activism.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Agree

I continue to support Initiative 1000 ("Death with Dignity"), which passed in 2008 with 57.82% of the vote.


ECONOMY

What changes, if any, should be made to the tax code?

I would roll back B&O tax increases, capital gains taxes, long-term care payroll taxes and carbon taxes enacted since I left the legislature in 2017. I would also eliminate highway tolls, which have a much higher administrative overhead than the gas tax.

What government spending would you reduce in order to balance the budget?

Our budget actually had a record surplus last year, and I would put those funds into the Budget Stabilization Account (“Rainy Day Fund”) as is required by Article 7, Section 12 of the Washington State Constitution.

Taxpayer-funded public education should be guaranteed through college.

I'm actually open to this idea, since it's not that expensive in the grand scheme of things. Public institutions in Washington received only $1.3 billion in tuition revenue in 2021.


RELIGIOUS LIBERTY

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Disagree

Obvious exceptions exist for discriminating against protected classes, which would violate state and federal laws.

Under what circumstances can government close churches?

This should be required to meet the "Clear and Present Danger" criteria, which is the threshold established by the Supreme Court for exceptions to the 1st Amendment.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I'd choose (B), which allows government managed options for all who want it, but participation should not be mandated.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Private-sector employers should be free to require vaccinations as a job requirement, since they're entering into an "at-will" contract with employees who can choose where to work. Mandates for public-sector employment (e.g. law enforcement, firefighting, public education) often leave no option but to leave the state or change occupations, so I would only support vaccine mandates for documented and immediate public health risks with opt-out conditions for medical or religious exemptions. The same should be true for schools, since attendance is compulsory.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

We need to strengthen our border security and ensure citizens travelling overseas have the full diplomatic support of our state department. I support a non-interventionist foreign policy, and so would not support meddling in the affairs of other sovereign countries, much less invasions or occupations. However, war crimes such as the 9/11 attack should be prosecuted aggressively in partnership with INTERPOL and international courts.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Disagree

Historically, Israel has shown considerably more restraint than Palestinian leadership and on multiple occasions has offered back occupied territories, but Hamas seem unwilling to settle for anything but the complete destruction of the Jewish state.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

Who should be allowed to immigrate to the U.S. and under what circumstances?

We should give priority to those who come with skills that are most needed, whether software developers, doctors or field workers. Political asylum should continue to be offered, but needs to be capped with priority given to those who's lives are at risk with no criminal record.


EDUCATION

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

I was the prime sponsor for the charter school funding fix in the House, which was validate by the Supreme Court in 2018.


VALUES

Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

I support adding gender identity as a specially protected class in non-discrimination laws.

Disagree

Technically, this is already the case in Washington because the definition of "sexual orientation" was changed in RCW 40.60.040 to include "gender expression or identity." (That said, I believe that sexual orientation and gender expression are very different things.)

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

I supported same-sex marriage before it was approved in 2012 via Referendum 74 with 53.7% of the vote.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Disagree

We certainly have a racist history and racial bias continues to be problematic in certain areas of the country, but our laws have been effectively purged of racial discrimination for decades. There's no need to tear down our society, its laws, or its institutions to combat the systemic racism CRT insists exists at all levels. We just need to enforce the laws we have, ensure discrimination doesn't creep back into our policies, and continue to raise awareness of implicit bias.

Briefly describe your spiritual beliefs and values.

As I child I attended the oldest Unitarian church west of the Hudson, but have led a mostly secular life since then. I did internalize the Unitarian Universalist mission of "free and responsible search for truth and meaning" and their tendency to look for common themes among all the world's religions.


ELECTIONS AND VOTING

People should be able to vote without photo identification.

Disagree

Photo identification is already required for common things like purchasing alcohol or air travel, and so it's hardly a barrier to voting. Even this year, 40% of Americans still do not believe that Joe Biden legitimately won the 2020 presidential election (Newsweek, 1/6/2022), so we need to make some dramatic moves to improve voter confidence in election integrity.

What laws would you propose to change present voting practices?

I drafted legislation to place scanned ballots in the blockchain so that the record is immutable and tallies can be independently verified. My bill would also allow voters to use the unique ballot ID on the strip they retain to verify online that their votes were recorded accurately. I would also encourage the state to enter into more interstate pacts that would scrub the voter rolls more effectively.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

Over $2 billion in property damage occurred due to the George Floyd riots in the summer of 2020, which also included more serious crimes such as assault, murder and arson. I'd call that a threat to domestic security.

Reparations should be given to people on the basis of race.

Strongly Disagree

This policy would effectively be punishing the "sins of the father" onto decedents that are generations removed from the crime. I believe it would only fuel further racial tensions in the county, and would technically be a violation of Initiative 200 that prohibits racial discrimination in state policy.


ENERGY & ENVIRONMENT

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

Some environmental laws are effective at moving the needle, but many are performative and not worth the cost. I was prime sponsor for important EV legislation and the Republican co-sponsor for the bill that shut down PSE's "coal by wire" program with Montana, but these bills were focused primarily on air and water quality.

I support the use of hydraulic fracking to extract oil and natural gas resources.

I'm not a huge fan of fossil fuels, but I want to achieve energy independence because dependency on Russia and the Middle East has huge security implications.


ABOUT YOU

What do you think is the general purpose of government?

Government is present to ensure a level playing field, just like officials in a sporting event. Aside from a few essential services, they're not there to compete with the players, but to ensure that rules are consistently followed and that the focus stays on the game. Ideally, they're practically invisible.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Lean Conservative

I'm socially progressive and fiscally conservative. My voting record is the most independent of anyone representing the 5th LD in the past 30 years (which is as far as online records go back), but I am slightly right of center. I tend to vote more with Democrats on social issues and Republicans on fiscal issues.

What else would you like voters to know about you, including your legislative priorities?

The Seattle Times endorsed my campaign in all previous House races, calling me “one of the clearest thinkers in the Legislature” who “brings much-needed moderation and intellectual rigor to Olympia.” The Municipal League has also consistently rated me “Outstanding” in their candidate evaluations.


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

The key phrase here is "conduct consistent with departmental policy." If that's the case, then the policy should be on trial, not the police officer following it.

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

Murder rates are up 72% across King County since 2019. Property crime is up 38.3% in Maple Valley, 40.7% in Issaquah, 56.2% in Black Diamond and 61.3% in Snoqualmie. The Defund the Police movement has been a disaster for public safety.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I voted for HB 1840 in 2013, one of the first "red flag" laws that provided a mechanism to disarm gunowners who were subject to restraining orders until they could have their day in court. I also sponsored a budget proviso to allow free online background checks using the WATCH system. I would also support requiring safety training prior to first purchase of a firearm.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Disagree

Victims of auto accidents don't sue car manufacturers unless the vehicle presented an unreasonable risk of harm to its users, and never when the car was used as a weapon to mow down pedestrians such as what happened at the Waukesha Christmas parade. Unless they can prove a serious design flaw, such lawsuits should be dismissed.
