As currently defined by state law, which was enacted with Initiative 120 in 1991.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

To quote James Madison, “The accumulation of all powers, legislative, executive, and judiciary, in the same hands, whether of one, a few, or many … may justly be pronounced the very definition of tyranny.” As a student of history, it's clear that the greatest humanitarian atrocities have occurred when too much power was concentrated in the hands of too few.

Briefly describe your spiritual beliefs and values.

As a child, I attended the oldest Unitarian church west of the Hudson River. We provided music for the services, contributing in our own way. Like many Unitarians and Universalists, I consider myself a Christian but believe that Jesus was inspired by God in his moral teachings, and he is a savior, but he was not a deity or God incarnate. I also look for the common themes among worldwide religions to help bridge theological gaps and find moral common ground.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

Every year the American Conservative Union rates "a member’s adherence to conservative principles" for each state legislature, and my lifetime average rating is 68%. What is the best way to bring down unemployment?

Ensuring that our schools provide the skills needed to compete in 21st century workforce. And when folks face unemployment later in life, we need to provide the opportunities to "retool" with targeted work skills.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Historically, the best way to reduce costs and increase access has been to open up markets through deregulation and free trade. Probably the most important aspect is to eliminate the "third party payer" so that individuals can make their own purchasing decisions and are sensitive to the cost/benefit tradeoffs.

What role should government play in boosting the economy?

Generally, by staying out of the way and providing only the necessary infrastructure. That said, there is a legitimate role of government in antitrust law, which is necessary to limit the power of monopolies in both labor and business. Capitalism only works if there's consumer choice.

What education or experience qualifies you to hold the office for which you seek election?

I've been elected to the office twice before, was endorsed for both past House races by The Seattle Times, and have never received anything less than an OUTSTANDING candidate rating from the Municipal League of King County. My legislative accomplishments and voting record speak for themselves.

As an officer in the U.S. Navy, I pledged to support and defend the Constitution of the United States against all enemies, both foreign and domestic…and I am still delivering on that promise today. I see challenges to our cherished way of life in unsustainable government spending, the decline of our schools, the over-regulation of our businesses, and everyday erosion of our constitutional rights.
