Human life begins at conception and deserves legal protection at every stage until natural death.

Under what circumstances should abortion be allowed?
I would prefer Abortion not be allowed in any instance except where the mother's life is truly in jeopardy and there is no possible outcome that both mother and child could be saved. An example of this would be an ectopic (tubal) pregnancy. However, although not currently in a law making role, I would support any law that saves more innocent unborn lives than currently. I use the analogy that if a school bus was on a cliff and you could only save 95 of 100 children, I wouldn't condemn the entire 100 because I couldn't save the other 5. I would mourn the 5 and try to find ways future children in similar situations wouldn't have to die, but I would be thankful for the 95 saved.
RELIGIOUS LIBERTY
Governments should not discriminate against individuals, organizations or small businesses because of their belief that marriage is only a union of one man and one woman.

As Auditor, my main role is and will be to make sure to the best of our ability that public dollars used for healthcare are spent efficiently, effectively, and ethically. Any major changes would be for the Governor and the General Assembly to decide and even they are restricted by the decisions of the Federal level.

The best way to bring down unemployment is to create a business environment that is friendly and encourages investment, while also providing sufficient education and job training so that there will be a trained and capable workforce to handle the expanded job market.
What role should government play in boosting the economy?
The main role of government should not be to pick winners or losers but instead create a level playing field that encourages broad and diverse investment in the state. We should work to have only the number of regulations that ensure safety and sound environment without constraining healthy business growth. If the average person can't navigate the process, it's too complex.

I have jokingly said I was conservative before conservative was cool. All you have to do is look at my voting record during my 13 years in the KY House of Representatives and see whether Pro-life issues, the Marriage Amendment, or budget items and tax issues, my votes were consistently conservative. Since taking office as Auditor, I told all our auditors that we don't target anyone and we don't give anyone a pass, we just simply follow the data. During that process, we have always sought ways to help counties save money while still helping them be efficient, effective, and ethical. SB144 (AUP Bill) in the 2018 General Assembly is an example of such conservative legislation which may help sheriffs and county clerks save 25% to 50% on the cost of their audits.
What education or experience qualifies you to hold the office for which you seek election?
Prior to being elected State Auditor, I served 13 years in the KY House. Since that time I have served 3+ years as Auditor and we have completed several historic Audits including the first ever external exam of AOC (Administrative Office of the Courts.) Audits/Exams include KYWired, DOCJT, UofL Foundation, Louisville Arena Authority and many more. I have a Bachelors Degree with a triple major in Math, Statistics, and Theater from EKU, and graduated Valedictorian of Boyle County High School in 1984.

Men (and women) will generally seek ways to increase their power. Our Founders were wise to realize this and put in place a set of checks and balances. Of course through history, different branches have tried to seize more power than delegated to them, but eventually the balance is restored.
Briefly describe your spiritual beliefs and values.
I am simply a sinner saved by Grace. God sent his Son, Jesus, into this world and was born to a virgin, lived and was crucified and then arose from the dead so that I and everyone who accepts him and confesses their sins can find both forgiveness and eternal life no matter how bad a person you might see yourself. There will be some who will not choose him, but He would hope that none would leave this world without knowing him as their Savior.
