Under what circumstances should abortion be allowed?
I believe that all unborn children, regardless of circumstances of conception, should be protected by law, and that abortion should be permitted only when necessary to protect the life of the mother.

ECONOMY
What changes, if any, should be made to the tax code?
I’m proud of my record in the Ohio Senate where we passed billions of dollars worth of tax cuts and cut red-tape, empowering entrepreneurs to start and grow businesses. It should come as no surprise that we’ve seen record business filings at the Ohio Secretary of State’s office following the passages of these policies. Broadly speaking, I want to see these same themes continued in the Ohio Tax Code and implemented in the U.S. Tax Code. Small businesses are the driver of our economy, not the government.
What government spending would you reduce in order to balance the budget?
During my time as a State Senator, we passed budgets that streamlined Ohio’s spending, while simultaneously cutting taxes for small business owners and families. We cut duplicative services for state and local governments, while leveraging Ohio’s position as a leader in energy production to drive economic prosperity. Broadly speaking, I’d be supportive of a balanced budget amendment to the United States Constitution because that’s exactly what we’ve done at the state level while cutting, not raising taxes.
Taxpayer-funded public education should be guaranteed through college.

Under what circumstances can government close churches?
Freedom of religion and freedom to collectively assemble are enshrined in the United State Constitution. Government should not infringe on these fundamental rights so the answer is an unequivocal NEVER.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.
The Ohio Secretary of State’s office doesn’t regulate healthcare. That having been said, I believe the free market generally offers better solutions than the government. We should provide for our older citizens and our most vulnerable, but Medicaid should have stringent work requirements to cut down on abuse and fraud.
Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?
Government should not be in the business of mandating healthcare decisions such as vaccinations. Freedom of choice in healthcare should not be infringed on by government.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
I dedicated more than a decade of my life to protecting the United States from serious threats abroad. I believe in peace through strength. We need a strong national defense, and a robust intelligence community to ensure we never have to again go through the horror this country experienced on September 11th, 2001. I believe we are the greatest country on the planet for a reason, and we must be vigilant in protecting ourselves. This means support for our key allies, including the Nation of Israel.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

I was proud to co-sponsor HCR 10 in the 132nd GA, which condemned the Boycott, Divestment, and Sanctions movement and increasing incidents of anti-Semitism and HB 476 in the 131st GA that prohibited agencies from contracting with anti-Israel companies.

Who should be allowed to immigrate to the U.S. and under what circumstances?
During my deployment to the U.S.-Mexico border, I saw first hand the security threat and humanitarian crisis caused by mass illegal immigration. This is the greatest country in the world so naturally people want to live here. I get that, and my ancestors who legally immigrated here generations ago understood that as well. The difference though, is my ancestors came here legally. There are legal paths to citizenship available in this country to anyone who wants to live here. We are a nation of laws, and we need to adhere to those laws. Under my watch as Ohio Secretary of State we’ve worked to ensure only citizens could vote and referred to law enforcement numerous non-citizens who attempted to vote illegally, and in my second term, we will continue to uphold those laws.

Briefly describe your spiritual beliefs and values.
My faith is the foundation of my life and my service. As a young man, I felt called to serve our country and enlisted in the United States Army. That calling continues now as the public servant responsible for protecting Ohio’s free and fair elections. I attend mass every week that I am able at St. Agatha’s in Columbus, and my girls are in PSR. I believe this country was founded on Judeo-Christian principles, and I try to put those values into practice every single day as a father and as a leader. My walk of faith has given me the opportunity to experience many forms of christian worship. My mother is Presbyterian and I actively participated in her church’s youth group throughout my teenage years. My family and I are Catholic and as a child my first communion and confirmation were important milestones in my life. As a teenager I spent several summers in Alabama working on a family member’s farm and enjoyed the experience of worshiping in the Southern Baptist tradition with them. As a 14 year old I made a personal decision to accept Jesus as my savior and was saved by his grace while participating at a Southern Baptist Bible Camp in Mobile, Alabama. Having experienced the traditions of many denominations I consider myself first and foremost a Christian because I know that my salvation comes not from what I do but only by the intercession of my savior Jesus Christ. I have found great strength and comfort in my faith. The Bible verse that speaks to me most in tough times comes from Paul’s letter to the Philippians, (Philippians 4:13) “I can do all things through Christ which strengthens me.” During the arduous training to become a Green Beret and later in combat zones around the world I have often silently repeated that simple but proud verse to myself. When the challenges of public seville feel like more than I can face alone - I know I don’t have to and I turn to that same verse.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

Ohio law requires photo-ID for voting, but courts have struck down strict photo ID laws as an unconstitutional poll tax. If the Ohio General Assembly introduced a strict voter ID law that removed the fee for getting an ID complying with federal constitutional requirements, I’d be supportive of that.
What laws would you propose to change present voting practices?
Ohio has a strong record for election integrity. President Donald Trump said on the Sean Hannity show in April of 2021 that, “Ohio got it right.” Congressman Jim Jordan called Ohio, “the gold standard for elections.” And the RNC’s election integrity committee called Ohio, “a national model for other states to follow.” I’m proud of our record for ensuring accurate elections, catching fraud, and removing dead voters from the voter rolls. In March of 2021 I was able to testify before the Pennsylvania Legislature, and discuss our voting practices in Ohio that other states could benefit from. Joe Biden and Nancy Pelosi are constantly trying to federalize our elections, and run them from Washington D.C. I am firmly opposed to federal takeovers of our state's elections. Even so, there are policies in Ohio that other states could emulate. We signature match every ballot in Ohio, and our absentee ballots are signature matched twice. We were the first administration in Ohio to require audits of every single election, conducted publicly by bi-partisan teams. These audits showed accuracy rates of 99.8% and 99.9% in 2020 and 2021 respectively. Ohio has a system that gives voters confidence, and is battle-tested. I’d strongly encourage other states to emulate what we’ve built.
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
We should be focused on policies regarding race relations that bring us together, not divide us. That’s why I’m an outspoken opponent of CRT. As Secretary of State, I convened a Diversity and Empowerment Council with leaders in minority communities to have an ongoing dialogue on initiatives my office is working on and listening to their concerns.
Reparations should be given to people on the basis of race.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. Ohio has done well to leverage our energy production in a way that benefits all Ohioans. We’ve seen economic development and job growth in regions throughout the state who had felt left behind in decades past. Internationally, our energy production is one of our strongest assets for National Security. Strong energy production from this country helps limit the influence of aggressive countries like Russia and Iran who finance their autocracies through energy export.
I support the use of hydraulic fracking to extract oil and natural gas resources.

What do you think is the general purpose of government?
I trace my ideology back to British MP Edmund Burke, who advocated slow change to government over time. This approach, he reasoned, would “conserve,” the great strides humanity had made thus far. This is the underpinning of my conservative ideology. Practically applied to contemporary American Government, this philosophy suggests government ought to play a limited role in private life, while preserving rights of the individual – such as the right to life and the right to keep and bear arms. I’m proudly pro-life, and a proud supporter of the Second Amendment. I believe in free markets, limited government, individual liberty, and a strong national defense to protect those rights. Burke’s philosophy is critical in my job as Ohio Secretary of State. Ohio has built a phenomenal elections administration system, and dramatic shift to that system, like a federal takeover advocated by Nancy Pelosi and Joe Biden, would risk the progress we’ve made thus far. Fundamentally, the role of government is to preserve the rights of the individual, while simultaneously getting out of the way, and allowing the individual to thrive.

I’m proud of my record as Ohio Secretary of State. In September of 2020, when the eyes of the world were on our state, liberal activists attempted to sue me five times in hopes of changing voting laws at the courthouse instead of the Statehouse. I’m proud to say I fought back against the lawsuits, and won. Every single time. We are a government by the people, and attempting to enact policy through a handful of lawyers is the exact opposite of the framework our founders envisioned. That’s not how we run our elections in Ohio, not on my watch.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

What restrictions on gun ownership are needed to protect public safety?
Firearm ownership is enshrined as a basic right in the U.S. Constitution. In this country, we entrust the individual to own and maintain their firearms responsibly. The role of government is not to restrict these rights, but protect them from zealous anti-gun activists. I am a proud supporter of the Second Amendment, a gun owner and hunter myself and I always will be.
Victims of gun violence should be able to sue firearms dealers and manufacturers.
