Individual rights come from God, protected by the Constitution, which created 3, co-equal, branches of government. Congress ultimately derives it's power by "the consent of the governed". Voters exercise authority over Congress on Election Day.
Under what circumstances should abortion be allowed?
Only in the case where the physical life of the mother is in jeopardy, and then, it is a decision the parents should be free to make. The Constitution protects life, however it does not, and cannot, require a mother to sacrifice her actual LIFE. Please be clear, I am NOT suggesting an exception for HEALTH, only for LIFE.

In my late adolescence, and early adulthood, I was not a person of high moral character. I drank a lot. I ran around on my wife. I behaved as I'd learned from my father. I was happy in my sin, right up until the moment God let me see myself as I really was. One night, in 1989, while driving, He opened my eyes to my sin and quickened in me the words of unknown individuals who had shared the Gospel with me, in the past. I looked up at the moon, acknowledged to God that I was a sinner. I said, someone had told me He'd sent His Son to die for my sins, and I wanted to accept that. I asked Him to come into my heart and make something of me He could be proud of. About a month later, I realized that I wasn't drinking, or running around. When someone had a problem with me, I knew how to deal with it. After coming to this realization, I started attending Church on the North Coast, in Lorain. Based on that testimony, I believe every word in the Bible is true and God has a purpose for each of u

In so much as I have no track record. I'll direct you to my public record, ScottRupert.com. I would also modify my answer to Constitutionally Conservative. I am Christian, and I take my relationship with my Savior, Jesus Christ, very seriously. But, I recognize that the Constitution protects liberty for those who don't necessarily hold themselves to the same moral standard as the Holy Spirit holds me. It is, in my opinion, important for all of us to recognize the fragility of liberty, with respect to government. We must be willing to defend it, for those with whom we disagree, as jealously as for ourselves. The federal government is exercising power it doesn't have, under the Constitution. At times, it does so with the endorsement of the left; at other times, it does so to the accolades of the right. It is equally wrong, either way. As long as we Americans are rallying around our causes, instead of our Constitution, we are in danger of loosing its protection altogether.

A few of the questions above do not lend themselves to binary answers for a constitutional conservative, because not all things conservative are constitutional. I'd like to use this space to explain a few of my answers. #9, Federal regulations on drilling and refining should be curtailed. State and local regulation should be whatever the people decide. #13 The US is not a pure democracy. We are a representative republic. #17 Marriage is a covenant between a man, a woman, and God. Government should have nothing to do with it. #19 I am a Christian. I consider myself a friend to Israel. But, I believe the counsel George Washington offered, in his letter to the people (his Farewell Address), was good counsel. "Passionate attachments for others, should be excluded; and that, in place of them, just and amicable feelings towards all should be cultivated. Individuals ARE free to offer their service and finances to Israel, government should not; nor to any other nation.
