Powers were defined and separate ONLY allowing those specified for the government. If it is not spelled out in the Constitution they have no authority. Gov. is Force and must be controlled. Their limited authority was established to prevent the government from becoming a Oligarchy, ruled by a few, elite, enslaving the people. WE NOW HAVE A PROBLEM
