RIGHT TO LIFE

Under what circumstances should abortion be allowed?

Before heartbeat detected, to preserve life or physical health of mother, or when the fetus could not survive outside the.womb. Cases of rape or incest need to be evaluated individually.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

ECONOMY

What changes, if any, should be made to the tax code?

Best: eliminate income tax, replace with consumption-based. The income tax cannot be redesigned to get rid of corruptive special treatments Freeze real property tax assessment valuations at acquisition cost, to eliminate tax on unrealized capital gains

What government spending would you reduce in order to balance the budget?

Federal level: close Department of Education (among others), consolidate & shrink duplicate police forces in various agencies. Eliminate overseas military intervention Reduce/eliminate mandates on states. State: Reduce mandates on counties/cities/schools. Look for other items in budget process.

Taxpayer-funded public education should be guaranteed through college.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Especially for creative businesses. However, I might support non-violent demonstrations or private economic actions against non-creative busineses that refuse service.

Under what circumstances can government close churches?

None. This does not preclude action against those who use the cover of the church to conduct fraudulent activities.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

C) These areas are too well-ingrained into the economy and peoples' expectations to be eliminated. HSAs and other non-government options should be emphasized. Government needs to quit trying to micromanage healthcare.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Vaccinations have wiped out smallpox and nearly eliminated polio. Employers own the jobs; they have the right to set reasonable terms of employment. Government, as an employer, has the right to include vaccinations in the terms of its employment, but not in any other role. Other education options, such as vouchers, should be available for those who refuse childhood vaccination. Those who decline vaccination must assume the risk should they contract a covered disease.


NATIONAL SECURITY

What should the United States do to help eradicate the threat of Islamic terrorism?

Quit indiscriminately bombing them and interfering in their countries. Remove occupying forces.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

To some extent - if we ended the war on drugs and opened immigration to more people, we wouldn't need these structures.

Any peaceful person, given that we have the right to investigate before letting them in.

I support school choice, including voucher programs, tax credits, charter schools, private schools, and home schools.

I agree with Founding Fathers Jefferson, Adams & Madison, who did not believe religion should mix with governance.

I support adding gender identity as a specially protected class in non-discrimination laws.

Allowing unneuterd males to compete as females subverts the intent of Title IX. I'd not consider M-F trans-sexuals as female until they have completed surgical transition. Other than sports, I don't care if they identify as hamsters; I see no reason to discriminate against them nor to give them special status.

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition

Marriage between consenting adults should be none of the government's business and should not require government permission. The government's only role should be to record unions and to provide a framework for just resolutions of marital disputes. No one else is victimized by other adults' same-sex marriages.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

De jure Institutional racism is long gone. Racism exists in individuals, not the institutions which they may encounter. There are remedies to deal with businesses or agencies that allow racist actions..

I'm a deist, as were many of the founding fathers.

What laws would you propose to change present voting practices?

Require a paper trail, verifiable by the voter, for all methods of voting. I would also allow ranked choice voting in primary elections (to include the choice None of the Above) and in general elections.


EQUALITY

Is racism a threat to domestic security in the United States? Why or why not?

People who do harm to others or to others' property need to be dealt with, regardless of race or motivation.

Reparations should be given to people on the basis of race.

Exception: Native Americans, who we have continued to treat as second class citizens long after the Jim Crow area ended. We need to give them control over their own reservations and resources, and do away with the BIA. They can get along very well in modern society without government supervision.


ENERGY & ENVIRONMENT

Neither. Specific policies must be judged individually. Those whose actions harm others should make whole those who they harmed.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

NO, nor have I been accused.

What else would you like voters to know about you, including your legislative priorities?

Reform criminal justice - end qualified immunity that unjustly protects government agents from personal liability for acts that violate citizens' rights, end civil forfeiture of assets without a criminal conviction, end 'no-knock' raids, eliminate victimless crimes (those that harm no-one but the individual). End corporate welfare - get rid of incentive programs (TDD, NID, TIF, tax credits) that transfer money from taxpayers to developers & special interests. Improve our economy - Allow hard money (gold/silver bullion) as legal tender in Missouri. Reduce or eliminate many occupational licenses and Certificates of Need. Protect private property - Restrict eminent domain to true government uses. Drugs - Recreational drugs should be decriminalized; use the money spent on enforcement for rehab (it worked in Portugal). Fully legalize marijuana (just not the ballot measure we'll see in November).


CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

However, qualified immunity has been used to protect officers who clearly have violated the constitutional rights of detainees, or have used excessive force during arrests. Such officers should be personally liable for their actions. Body cameras would provide proof, one way or another, in such cases. and should be mandatory; such recordings should be publicly available.

I support redirecting funds from police departments to mental health and community programs.

Money should be spent in the most effective ways to reduce crimes against persons or property. Police should concentrate on thieves and violent criminals, and send druggies to treatment, not jail.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Those who are convicted of violence against others should not have firearms, and should be fully prosecuted if in possession; or those judged by a court to have a mental illness that could predispose them to violence.. No other restrictions. I'm a long time Life Member of the NRA and a member of the Western Missouri Shooters' Alliance.

Victims of gun violence should be able to sue firearms dealers and manufacturers.
