Under what circumstances should abortion be allowed?
None, the right to life of a human being must be respected at every stage of biological development beginning with the moment of fertilization until natural death.
Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Life is inherently valuable, and any physical or mental hardship does not take away from that value. Physician-assisted suicide is never the right option for the same reason that any suicide is never a good option: They seek to solve a measurable problem by taking away a Life of immeasurable worth.
ECONOMY
What changes, if any, should be made to the tax code?
There should be a shift from property taxes to consumption taxes in order for individuals to actually own their own property especially for those over the age of 65.
What government spending would you reduce in order to balance the budget?
Eliminate economic development funds and selected research and development grants. End tax-payer funded subsidies for special interest groups and illegals. Use zero based budgeting and real time budgeting. Revamp The Sunset Commission where it actually eliminates government entities.
Taxpayer-funded public education should be guaranteed through college.

There should also be a shift away from subsidizing post secondary education in addition to using real cost disclosure/salary expectation for post secondary education.

Under what circumstances can government close churches?
None. Religious freedom is our most foundational freedom, enshrined in the First Amendment of the Constitution. When people observe their religious beliefs openly and without reservation the result is a positive impact on communities and society at large.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. None. Medical freedom of choice is essential to liberty.
NATIONAL SECURITY
What should the United States do to help eradicate the threat of Islamic terrorism?
Carefully identify all terrorists that threaten United States citizens, in any form, and take decisive steps to neutralize them.
I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Israel is a sovereign nation and they have a right to defend their country against genocidal threats and to develop their own proposals to ensure their peace and security in cooperation with their neighbors. The Muslim Brotherhood should be identified as a terrorist group.
IMMIGRATION
The U.S. should do more to physically secure the southern border.

Thousands of illegal aliens cross into Texas each day. It is an affront to our lawful, taxpaying citizens who are forced to spend billions each year on housing, schooling, and medical care for illegal aliens. Texas needs to stop waiting for the US government to do what we must to do to protect our citizens. Texas must deploy the Texas National Guard to secure the border, finish the wall, put economic pressure on Mexico, and end taxpayer subsidies to illegals and mandate E-Verify.
Who should be allowed to immigrate to the U.S. and under what circumstances?
Only people who have gone thru the legal process of US immigration, those who would be a benefit to our society, and people who have legitimate asylum reasons/needs.
VALUES
Judeo-Christian values established a framework of morality which is necessary for our system of limited government.

Judeo-Christian values are the moral, religious, and constitutional foundation on which America was built. George Washington accurately stated that “the propitious [favorable] smiles of heaven can never be expected on a nation which disregards the eternal rules of order and right which heaven itself has ordained.”
I support adding gender identity as a specially protected class in non-discrimination laws.

Sexual orientation and gender identification (SOGI) policies are often used as weapons to punish people of faith who follow a biblical definition of biological sex.
I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

CRT is the product of the woke culture that is invisibly destroying our country. It eradicates freedom and diversity of thought and calls upon all individuals to believe the same narrative. Teaching a theory, where based on the color of ones skin, in which one person is the oppressor and the other person is a victim is a Marxist movement that intends on dividing and destroying our country.
Briefly describe your spiritual beliefs and values.
I believe in God, the Creator and Preserver of all things, who created man, male and female, in His own image, and gave them dominion over the earth. I believe in the deity and humanity of God the Son, the Lord Jesus Christ, who being very God, also became man, being begotten by the Holy Spirit, born of the Virgin Mary. I believe in the deity and personhood of God the Holy Spirit, who convicts the individual sinner of sin, righteousness and judgment and gives the ability to understand the gospel leading to repentance. I believe in the trinity of God the Father, God the son and God the Holy Spirit exist co-equally in unity. I believe that the Bible is the divinely inspired word of God and is infallible in all matters of faith and conduct. I believe that the sacrificial death of Jesus Christ was necessary to atone for the sinfulness and guilt of each person, who would otherwise be subject to God’s judgment and punishment. I believe in the equality and essential dignity of men, women and children of all races, ages, and classes and that all persons are made in the image of God and are to reflect that image. I believe prayer and bible reading are essential in the life of a Christian in order to live a life pleasing to God.

People should be able to vote without photo identification.

Voter identification is essential to insuring that citizen's desires for our government are heard. Voting laws should make it easy to vote and hard to cheat.
What laws would you propose to change present voting practices?
Make voter fraud felony offenses so that violations would not continue to go uninvestigated and unpunished by District Attorneys. More state personal need to be dedicated to prosecuting voter fraud violations. My legal vote should not be canceled out by a fraudulent vote..
EQUALITY
Is racism a threat to domestic security in the United States? Why or why not?
No. Racism, as it existed in the 1960's and prior, is not as prevalent in this country anymore and is not a threat to domestic security. The redefining and broadening of the definition of racism to include even our thoughts must be resisted as it is being used to divide people, not bring them together.
Reparations should be given to people on the basis of race.

Reparations are appropriate only when someone has been proven in a court of law to have violated the law and caused damage to another individual/individuals.

A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. Generally, additional government regulations inhibit free enterprise and results in unintended consequences.
I support the use of hydraulic fracking to extract oil and natural gas resources.

Fracking has been proven to be safe to the environment and citizens. When a rare instance occurs where this is not the case, there are laws existing to punish the guilty and restore the offended.

What do you think is the general purpose of government?
Depends on whether you are talking about the federal government or the state government. The US Constitution specifically limits the Federal Government. State government has broader authority than does the Federal Government, (anything not specifically relegated to the federal government is reserved for the States), but even that authority must be limited by the people and the representatives they elect.
When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?
Very Conservative
I consider myself very conservative on all the issues mentioned and I have a recorded history of public votes in elected office that supports my claim. When a candidate runs for office with a specific ideology, holding to that specified ideology while in office is as important as integrity.

Again, I have a public voting history of 10 years on the State Board of Education and ALL recorded votes can be found in the minutes of those meetings. The same is true of the 2 years that I served on the State Republican Executive Committee of the State of Texas.
Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.
Absolutely NO.
What else would you like voters to know about you, including your legislative priorities?
I have been a grassroots activist since the time I first became involved in politics in 1984. In all of my career as an elected official, my primary motivation was to serve the people who elected me. The Legislative Priorities that the delegates establish at the Texas Republican Convention every two years are the ultimate expression of the desires of the people of the Republican Party of Texas and I pledge to fully support those priorities in every legislative session.
CRIMINAL JUSTICE & PUBLIC SAFETY
Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

If a rare incident occurs that brings into question the appropriateness of a departmental policy, an investigation should take place and appropriate changes should be made, but the police officers involved who followed previous departmental policy should not be held responsible.
I support redirecting funds from police departments to mental health and community programs.
Strongly Disagree
While I feel that increased funding for mental health services are necessary, reducing resources from police departments or other law enforcement agencies is not the best solution. Many people don't understand that city/county jails are the biggest providers of mental health services for our community and reducing that funding would be counterproductive.
2ND AMENDMENT
What restrictions on gun ownership are needed to protect public safety?
Any person convicted of violent crimes should not be allowed to possess a firearm. Outside of that, the 2nd Amendment says that the right to own weapons by law-abiding citizens shall not be infringed, meaning that registration or purchase restrictions should be eliminated for law-abiding citizens.
Victims of gun violence should be able to sue firearms dealers and manufacturers.

The person who uses a weapon is responsible for the results of that use. The weapon is not responsible and the weapon manufacturer is not responsible.
