RIGHT TO LIFE
Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

I have supported pro-life causes since 1982. I wrote the RPT pro-life planks in the 1980's, chaired the Life Chain, & donated to Crisis Pregnancy Centers for over 40 years. I have carried and authored pro-life legislation & co-authored the bill to create Safe Haven Baby Boxes and outlawed abortifacient drugs in Texas. I passed bills to make adoption more affordable, bills to support alternatives to abortion, as well as an adoption curriculum I have the Endorsement of Texas Right to Life.
Under what circumstances should an elective abortion be allowed?
To save the life of the mother.
Human life deserves legal protection from conception until natural death.

This session I co-authored & passed the Palliative Care bill, co-authored the Patient Right to Try bill & passed a law prohibiting Texas governmental entities, including cities and counties, from using public funds to provide "logistical support" for individuals seeking abortions. I also proposed a bill requiring public school health curricula to teach that life begins at fertilization. In 2023 I strengthened existing abortion bans and expanding support for pregnant women and families via SB 24
The lives of human embryos created through artificial methods ought to be protected from purposeful destruction.

I supported Texas laws that protected embryos from destruction through strict abortion bans (like the Heartbeat Act and trigger law) that define an "unborn child" from fertilization. Texas law defines an "unborn child" as a living human from fertilization, including embryonic/fetal stages, a key argument in personhood debates. I co-authored the law to codify a pregnant woman as considered two individuals (mother and unborn child) in accidents, especially for serious charges like homicide.
The Comstock Act, which bans interstate transportation of abortion-inducing drugs, should be enforced.

I co-authored and passed the bill to ban abortifacients in Texas in the 89th session. This law also allows a private lawsuits for "aiding" abortion, including abortifacients by mail from out-of-state. It empowers private citizens to sue manufacturers or distributors of abortion pills, even across state lines.
ECONOMY
What is your position on the minimum wage?
I oppose minimum wage bills which lead to job losses, particularly for low-skilled workers. I advocate for free market-based solutions. I am opposed to any and all national mandates.
Free enterprise and the right to private property are essential elements of a productive economic system.

While I was on the SBOE I adopted TEKS requiring that all students study the benefits of the free enterprise system and private property rights. I support all measures to use the state surplus to buy down the M&O portion of property taxes, thus working toward property tax elimination, so that Texans can own their own homes. Private property rights are fundamental to liberty, independence, and self-governance, ensuring personal freedom from government overreach, economic prosperity and happiness.
List your top 3-5 priorities to eliminate government waste.
1. Put caps on Local Spending, just as the state government has so they can not spend more than the revenue taken in. 2. Follow through with legislation addressing all Sunset recommendations to eliminate state agency waste. 3. Require all tax increases over population growth and inflation to have a 2/3 supermajority vote of voters to be enacted.
RELIGIOUS LIBERTY
What does "separation of church and state" mean to you?
The Government can not interfere with the free exercise of religion. Americans should have religious freedom within government. There is no provision in the US Constitution of "separation of church and state". It was a phrase written in a letter to the Danbury Baptists by Thomas Jefferson and has long been misinterpreted by the left to advance an agenda against religious freedom. The U.S. was founded as a Christian nation.
Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

The Supreme Court has upheld the right of individuals to be exempted from mandates to provide services and duties (in both the private and public sector) when it goes against their own deeply held moral and/or religious beliefs.
HEALTHCARE
What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.
Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. Medicaid & Medicare should be audited for waste, fraud and abuse of taxpayer dollars. Medicare; an individual taxpayer pays into it. Medicaid; gov't assistance for indigent. We should look at more affordable and reasonable options like the 3 Share Program bill I carried and passed. UTMB pays 1/3, the Employer pays 1/3 & the Employee pays 1/3 for a set Healthcare Plan- in place of Medicaid & ER's.
The government should keep a database of people with various ongoing medical illnesses to assess the economic burden of treatment.

I agree that there should be a way to measure the economic burden of treatment, but am 100% against the government keeping a database which does not strip out individual names and identification and then using the database to deny treatment.
NATIONAL SECURITY
The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

I carried a bill to stop hostile foreign nations from buying Texas land. I am actively involved in bringing ship building back to my district & the US. China's Belt & Road Initiative is about their military building a massive, interconnected global infrastructure network—roads, railways, ports, pipelines, energy grids, & digital links—across Asia, Europe, Africa, and beyond. China's geopolitical influence is a serious national security interest.
Is the United States' relationship with Israel important, and if so why?
Of utmost importance. We have shared democratic values & security interests. In the volatile Middle East, Israel is the only democracy and shares our commitment to the rule of law, free and fair elections, an independent judiciary, & freedom of speech. Israel is the cornerstone of American foreign policy in a region hostile to our culture, religion, government & way of life. We share intelligence and counterterrorism efforts, which help protect American interests and our armed forces abroad.
IMMIGRATION
I support the existence of sanctuary cities to protect undocumented persons.

In 2023, I co-sponsored Senate Bill 4, a major law cracking down on "sanctuary" policies by making it a state crime for unauthorized immigrants to enter Texas, and authorizing police to arrest suspected undocumented immigrants. The law created new state offenses for illegal entry and re-entry, and requires local officials to cooperate with federal immigration enforcement. It created penalties for non-compliance (fines or removal from office) for refusal to follow the law.
EDUCATION
I support eliminating the U.S. Department of Education and giving control back to states and communities.

I support limited government, the 10th Amendment (states' rights), reducing federal overreach/bureaucracy, and promoting school choice. Education belongs parents first and to local taxpayers, which includes parents. Education is not a right outlined in the US Constitution, and should never have been a federal power. We should take away federal mandates and allow state governments, thru their representatives, to decide what should be mandated.
Foreign governments should be prohibited from funding American education.

I carried the bill to end this in the 89th. Unfortunately it did not pass. Foreign government funding of U.S. public education is a national security risk. It can bring anti-American agendas into K-12 and higher ed, and has transparency issues. These funds can potentially promote agendas contrary to American values. Stricter oversight, reporting, and limits are needed. Foreign funding allows foreign powers to influence curriculum, research, and student discourse, which pose a security risk.
VALUES
Government should recognize and support the fundamental right and essential duty of parents to direct their child's health and educational well-being.

This right existed before government, and is rooted in natural law, which obligates parents to nurture and prepare children for adulthood. The US Supreme Court solidified this right under the 14th Amendment. I was the co-author on the bill to solidify this in our Texas Constitution. No new rights were created, but solidifying it the Texas Constitutional makes it harder for future legislatures to undue what is a God Given right to parents.
Attempts to physically or socially transition a child to the opposite sex constitute child abuse.

I co-authored the bill to end gender transitioning in public schools and to end gender transition surgeries and chemical procedures on minors in the state of Texas. Transitioning children constitutes child abuse.
Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

When on the SBOE I championed and won the battle on Instructional Materials that only recognized marriage between a man and a woman. Male and female are the only two sexes God created and affirmed, and this is higher authority and a pre-governmental authority. This last session I co-authored the bill to define "What is a Woman". This was necessary so that liberal courts could no longer get around what is enshrined into law to protect women.
I support the expansion of gambling in my state.

Gambling can lead to serious harms to health. As a government we have duty is to keep communities safe, for the well being of all. Data from other states who have legalized gambling can't be ignored. It can cause financial stress, relationship breakdowns, family violence, mental illness & suicide at increased rates. Data shows harm from gambling endures throughout one's life & can continue intergenerationally. When that happens, it costs taxpayers $ to fund interventions to reduce the harm.
Briefly describe your spiritual beliefs and values.
I am a Christian & believe I am called to serve in Government. I also believe that my office is in God's hands & that He will retire me in His good time. In Him I move & have my very being. He is the breath in my lungs. I believe in the Trinity, the immaculate conception, & that God saved us thru His Son, Jesus Christ, the Messiah who came to earth as a man, died for my sins and was resurrected. He has saved me and has given me eternal life through faith. I am guided by the Bible to love, worship, & to serve others. I pray, read scripture, fellowship with other Christians, and strive for holiness. I have a personal relationship with God and lean on His Word for wisdom and courage. I practice charitable giving and leading others to Christ.
ELECTIONS AND VOTING
People should be able to vote without photo identification.

In Texas you must have a photo ID to vote. I will not waiver from changing or enforcing the current law. I also co-authored legislation to put into the Texas Constitution proof of US citizenship, making it more difficult to do away with that requirement by future legislatures. I support all measures of election integrity & security, including preventing fraud in the conduct of elections & prosecution for those that break election law. I will work against any measure to federalize elections.
EQUALITY
Reparations should be given to people on the basis of race.

Current generations shouldn't pay for past wrongs. Reparations would only further racial divisions among us due to the unfairness to hold today's society responsible for the actions of past generations. There are also practical difficulties: who would qualify, how much, and the constitutionality of holding someone accountable for a crime they did not commit. I believe in individual accountability and responsibility. Reparations would go against this core belief.
Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

In the 88th I co-authored the bill to prohibit boys and men in women and girls sports. In the 89th I co-authored the bill to keep women's and girl's private spaces private; banning biological males from entering. I also co-authored the legislation to define what a biological woman is so that laws can not be misinterpreted to advance leftist agendas.
ENERGY & ENVIRONMENT
Man-made climate change is a global threat and requires urgent political action.

I do not view man made climate change as a global threat and see a greater danger from climate policies (economic impact and regulatory impact) on reliable energy sources than I do from climate change itself. I question the science on the severity of human impact on climate change. I believe in wise use of resources, technological innovation (ex. nuclear energy), entrepreneurship, and less regulation. I view climate change policies by China a global threat.
What do you believe is the most reliable energy source that will supply the growing demand for electricity?
Fossil fuels (coal, oil, gas) & nuclear energy provide reliable, low cost power. Fossil fuels are widely available, have established infrastructure & are relatively cheap to transport & use. Nuclear is high energy-dense, reliable & efficient.

I consistently rank among the top ten fiscal and ideological conservatives in the legislature on all conservative and liberal scorecards. My voting record is very conservative. My core belief system is one of individual liberty, free markets, and limited government.

CRIMINAL JUSTICE & PUBLIC SAFETY
What should be the goal of the criminal justice system?
The goal of the criminal justice system is public safety & to maintain social order through the application of the rule of law. Individuals should be held accountable for their actions using a balance of punishment, deterrence, and incarceration for dangerous offenders. The state government has a fundamental responsibility to protect law-abiding citizens and their property. I have co-authored many bail reform and pro-law enforcement bills. Resulting in endorsements from DPSOA and CLEAT.
Government has a responsibility to protect children from sexual exploitation during online activities.

I have co-authored and authored legislation to protect children online. In the 89th I authored & enacted several laws to combat online sexual exploitation, primarily focusing on AI-generated content and age verification for adult websites. These laws expand Texas's prohibition on non-consensual sexual deepfakes to include still images, in addition to videos. Creating or sharing AI-generated sexual content without consent is now a crime, with penalties increasing if the survivor is a minor.
Sharia law should not be accepted or incorporated in any form within the legal framework of the United States.

I co-authored state law to ban Sharia Law Compounds such as the Epic City in Dallas, thus protecting Texans from CAIR. This law prevents religious groups from creating segregated, religiously governed enclaves, using "Sharia law" in Texas. Residential developments are now banned in Texas from restricting residency or property sales based on ones religion.

What restrictions on gun ownership are needed to protect public safety?
No Restrictions. I support the Second Amendment and have an A+ rating on gun rights, (using both my voting record and questionnaires) from The National Rifle Association. I also have received the endorsement in this current race from Gun Owners of America.
