QUESTIONNAIRE

RIGHT TO LIFE

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Neutral

I think it is possible for low income, impoverished and homeless to seek access for abortions and receive funding support from Federal, State or local governments. However, they should not be running a "puppy mill operation." At some point, a person's tubes need to be tied off if they are coming in once every 4 months. Overall, I think middle to higher income folks can have their procedure covered by insurance.

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

Strongly Agree

Yes, I have watched folks suffer from cancer and die a slow death and my oldest brother had severe cerebral palsy and was like a 3-day old baby for 26 years. He could not talk, nor walk. No quality of life. In such a case, I know my mother would not take a billion dollars or the universe for him, but would rather have euthanized him than to see him suffer for so long. I also support capital punishment.

Under what circumstances should abortion be allowed?

I personally think the decision is between a woman, her partner and doctor. Personal circumstances dictate outcome, but if it applied to me and I was in a woman's shoes, I would limit the cut off till 5 months for my decision. I believe by then a woman can decide on whether to keep the baby or not. As noted, my oldest brother had severe cerebral palsy and was like a 3-day old baby for 26 years so that life experience plays a huge roll from my viewpoint on abortions. He could not talk, nor walk. Severe disabilities, poverty, homelessness, too young to have a child, rape, incest or simply not the right time for a family during these high inflationary times are adequate reasons for abortions. I personally do not want to see an abortion up to the day before birth, but no one knows the given situation until you are in that situation. I do not like the Democrats holding 4,400 children up as human shields who have died from gun violence to promote gun control and then like hypocrites ignore the 930,000 babies killed in abortions. I equally shake my head when Republicans oppose absolute abortion bans when they have ignored 400,000 children in Foster Care who are discarded and forgotten. The Republicans neither have a plan in place for the nearly 1 million additional children who would wind up in Foster Care, if abortions are prohibited. Common sense needs to prevail from both sides. So, I think 5 months at most is adequate time to make a decision or to be self aware the woman of having a child; as some may not know after the first couple of months. If the government insists the woman give birth then the government should rent the womb as a storage fee before transferring the baby to Foster Care. Perhaps further research needs to be developed and designed to remove a baby from the womb and transfer the baby to another woman who wants the child to preserve the life of the baby as it was done in 2013 in Sweden.

RELIGIOUS LIBERTY

Religious liberty is at risk in the United States and deserves the highest level of protection in the law.

Strongly Agree

I support the US Constitution and the rights stipulated and outlined in the document I took an oath to. I served the US Army Reserves and National Guard for 26 years and for the Central Intelligence Agency (CIA) for 20 years.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Agree

As a member of the LGBTQ+ community I know this question has a lot of buckshot in it, but the people need to focus analytically on what is being asked. I believe an individual's religious belief should prevail, BUT KEEP IN MIND that when that individual crosses into the public domain to provide a service that they are subject to the laws of the land. Just as you place your trash outside your home, it is still protected from search and seizure by law enforcement until you place it at the curb.

What should be the relationship between the church and the state?

I think the separation of Church and State is important when it comes to their favoring a candidate over another though the Churches need to be reminded of this. The Church can still can still disseminate to their followers a candidate's position, they can still permit a candidate a forum to address the followers on their stance on issues, but the Church should not advocate or play favor. They can still provide transportation to vote as well. I understand faith based organizations have their concerns about the LGBTQ+ community, but they have to ask themselves What would Jesus or God do? in the same situation.

NATIONAL SECURITY

With regard to America's foreign policy, which view most closely resembles yours: A) The United States should intervene whenever freedom is threatened. B) The United States should selectively help countries trying to grow democracy and fight tyranny. C) The United States has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger. D) The United States should stay out of foreign conflicts completely.

B) The United States should selectively help countries trying to grow democracy and fight tyranny. I agree with the US involvement with Ukraine, but I feel NATO once again is pushing the bulk of their responsibilities onto the shoulders of the US. I think the US needs to reduce its NATO contribution equal to 2% of the GDP and reduce our foreign aide to Ukraine where NATO is spending 3 times less than the US and the threat of Russia is greater. I think the US should encourage Ukraine to begin a counteroffensive using insurgency forces to penetrate deeply into Russia and start taking out critical infrastructures, supply chains, key nodes of transportation and demonstrate to Russia that not only is Ukraine willing to "Go out in the Blaze of Glory, but is willing to show the Russians the Path to Purgatory." China's expansion into Africa and South America is rapidly expanding and it is also important that US begin to establish NATO style alliances in Africa, the Middle East and Central/South America to not just counter China's actions, but help facilitate better relations and bring the third world into the 21st century.

I support the Boycott, Divestment, Sanctions (BDS) movement to pressure Israel to withdraw from occupied territories, remove the separation barrier in the West Bank, allow full equality for Arab-Palestinian citizens of Israel, and promote the rights of Palestinian refugees.

Disagree

I stand by and support Israel. I did so personally during peace operations following Israel's Operation Grapes of Wrath in 1996 and with Counterterrorism Operations directed against Iranian/Syrian backed Hizballah. Israel has a defensive response time of 7 minutes and had the surrounding Arab-Palestinians been more receptive to other religions, Israel would perhaps promote and be more hospitable to engaging their counterparts.

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

Strongly Agree

Ever since Bill Clinton in the 90's permitted China to join the World Trade Organization without coming up to speed to its members, they gained access to (not earned) technologies and 50% ownership of foreign companies that enabled China in 1996 to close their GDP gap from 90% to within range of overtaking the US GDP by 2030. The Democratic Party did more to strengthen China than China. China has influence over our political, educational, Hollywood, music and entertainment industries.

What should the United States do to help eradicate the threat of Islamic terrorism?

I believe the US needs to establish NATO style alliances in the Middle East and Africa, in addition to a coalition of forces with the Islamic States taking the lead back inside Afghanistan. The intent would be to counter Islamic extremism and slowly bring the Taliban back into the 21st Century. I was the Deputy Chief of Base of a CIA base at Bagram Airbase, Afghanistan for 17 months and I ran Counterterrorism Operations along the Afghan/Pak border for 2 plus years. I believe the US should re-occupy Bagram Base, only and keep a small force there to coordinate efforts jointly with our Islamic Allies and this too would help keep China and Russia in check.

HEALTHCARE

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

There was never an issue before to get vaccinated, until the Democratic Party decided to weaponized for political gain and control then demonized the same individuals they once praised as saviors and heroes. Stigmatizing for not getting vaccinated or pressuring others crossed the line and invited retaliations and stigma. I for one am allergic to the vaccination and I was one of the first to offer my services to volunteer during the trial periods. Since there was no trial periods in my area and since I had unique health issues, it would be a year before I took my first shot and had adverse reaction for 2 weeks. We can play Monday morning quarterback now that the pandemic has slowed to observe lessons learned, but had the Democratic Party looked out for the good of the people and not have been vindictive in trying to win an election seek gain and control then this requirement for a vaccination would not be an issue. Villainizing those like Law Enforcement, Fire Fighters, US Military and Hospital personnel have created a large shortfall in personnel needed for National Defense and EMS services that now governments are pleading for their return. That said, if the Democratic Party stands by not telling a woman they cannot touch their bodies over abortion then the same can be said about men and women involved in our Defense and Law Enforcement over a vaccine. Government and Businesses can force vaccination, but those discharged of their services should be be entitled to their pensions and a severance pay equal to the number of years served in salary, since they are being forced out of their career. Schools can still require vaccinations, but funding provided to each student forced to leave should be redirected back to the parent to either home school or send the child elsewhere or re-designate to a school willing to accept the child.

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D)Tax-payer funded health care should be abolished in all forms, and Medicaid and Medicare should be de-funded.

I would say C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. Waste, Fraud and Abuse needs to be focused on in Medicaid and Medicare programs, but most of the funding provided to these programs are not just to the recipients, but to infrastructure, employees and data systems that support medical efforts of the recipients. I believe innovation and creativeness needs to be indoctrinated into the Medicare and Medicaid programs to reduce financial loss, enhance care, and redirect more from infrastructure to care itself.

ECONOMY

Redistribution of income is needed to lessen the gap between the wealthy and working classes.

Neutral

The phrase "redistribution of income" implies Socialism. 130 to 150 million were led to their deaths in the name of Communism (hard right Socialism) that only existed on paper. Opportunity in education and critical technical skills is needed to further promote and inspire to achieve higher. I too believe a living wage is needed for the disabled, Veterans on pension and Social Security recipients. Higher income earners should pay a fair tax as most of their wealth comes from the masses below.

The government should cut spending in order to reduce the national debt.

Strongly Agree

I agree the Federal government needs to reduce spending and stop acting like the relative who is good at spending others' money than their own. The US needs to reduce NATO contribution from 3.7% to 2% like other members, reduce by 50% United Nations contribution equal to China and Japan, reduce Foreign Aid by 60%, cut US Govt spending across the board by 15% (excluding Social Security/Medicare recipients) and target waste, fraud & abuse that costs taxpayers hundreds of billions and reduce debt.

What changes, if any, should be made to the tax code?

Five percent of the American people who make $200,000 and above contribute to 60% of total US income revenue, 10% comes from Excise taxes on alcohol, gas, cigarettes etc. and 30% balance of revenue come from 45% of the American population making $30,000 to $199,000. The other 50% of the population are low income, impoverished, homeless, pensioners, welfare or disabled who do not pay taxes. There are some who are forced to work under the table to survive, but cannot afford for Uncle Sam to "rob Paul to pay Peter" then give what taxes they took from low income wage earners back to them at the end of the year. I propose cutting to the chase and just exclude individuals making a wage below $24,000 and household income of $30,000 to not pay an income tax. Instead have a 3% (at most) national excise tax placed on all foods, goods and services (excluding rent and mortgage) to be collected at the point of sale not to exceed the first $7,500 to be earmarked toward paying down our debt and for Social Services/Medicare. This excise tax would apply to all, excluding the Homeless. The benefit of this is that the low income earner keeps their money in pocket now to address the inflation they face rather than get the full refund of money back at the end of the year. Second, the Excise Tax collected would not just generate revenue for the US government from low income, impoverished and Illegal/Undocumented Aliens, but would reduced the workload off the shoulders of the IRS so it can focus its energy on what is being collected and fraud cases versus returns. Corporations should be paying their fair share of taxes and donation deductions should be reduced further if not eliminated. People will continue to give from the heart, but companies who may balk at such an idea at first will be forced as a gesture of good will for publicity to continue.

IMMIGRATION

The U.S. should do more to physically secure the southern border.

Strongly Agree

The US needs to secure its southern border to prevent not just the flow of illegal aliens, but the flow of drugs, weapons, diseases, gangs, sex and human traffickers, proliferation of US technologies, and terrorism. The flow of illegal aliens alone into the US costs taxpayers just 3 years ago about $275 Billion a year in services and now that an estimated (known and unknown) 5 million have cross the border one can expect the services to jump $500 billion this year. More certainly needs done.

State and federal funds shall be denied to any public or private entity, such as a sanctuary city, that is not in compliance with immigration laws.

Agree

Public and Private entities should lose charity tax status, private businesses on Small Business Administrative loans and opportunities. Local governments should lose federal and state support for highway/bridge infrastructure, education and no support from State's National Guard units.

Who should be allowed to immigrate to the U.S. and under what circumstances?

Immigrants need to come into the US the correct way and be checked properly for diseases and criminal backgrounds. There have been those who were tossed out for technical reasons and their cases should be reevaluated. Those processing to obtain US Citizenship, but because of bureaucracy of a misfiled application were deported need to be re-evaluated. Immigrants facing persecution or are part of the LGBTQ+ community who face death should be permitted to immigrate. The US needs consider promoting or injecting manufacturing companies and farming industries to countries of poverty to promote greater trade and enhance standard of living in such countries to stem the tide of immigration. Since the US is having difficulty filling its military ranks, the US should offer US citizenship to those willing to serve our nation. Again, a US NATO style of alliance in Central/South America would also promote jobs in those regions.

CRIMINAL JUSTICE & PUBLIC SAFETY

Police officers should be personally immune from prosecution for conduct consistent with departmental policy (qualified immunity) while on duty.

Agree

It is always easier to play Monday morning quarterback or arm chair general when you are not there. Police have a split second to respond to a sudden event that unfolds. Most of the calls they get are not to respond to a Cat stuck in a tree. Its dealing with the underbelly of our society for the most part. The police, by and large, has people working who are good. They need the trust and belief of the public behind them. There are some bad apples yes, but the rules of engagement are strict as is

I support redirecting funds from police departments to mental health and community programs.

Strongly Disagree

I totally disagree. Law enforcement needs if anything more funding for additional routine training. I know there is a need for judicial reform yes, but the level of consistency of training at Federal versus state, county and local is different. Should mental health and community programs be establish....? Yes.

2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

Red flag laws and quite frankly anyone who starts heavily tattooing their face so much to look like a skeleton should raise red flags as to their mental stability. I do not believe in a pound of cure versus an ounce of prevention. I can buy a Tank, but I need a Federal Firearms License to do so. AR 15 can be required to obtain an FFL just like silencers. It's more restrictive, but certainly more thorough and beats a teenager walking out the same day of purchase.

Victims of gun violence should be able to sue firearms dealers and manufacturers.

Strongly Disagree

I disagree that gun manufacturers are to be held accountable when Parents are not Parenting, and children, let alone adults lack morals, values and ethics. In addition when is Hollywood, Music and Gaming industries going to be sued for glamorizing violence? Parents should perhaps be financially liable first for their children below the age of 21, before the gun manufacturer.

ABOUT YOU

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

Moderate

Since the age of 18, I have always looked at the individual and not the party. I am a real independent candidate. When I say real independent, that means I do not move left or right I move forward. I am not into partisan bickering, slap and tickle or peekaboo politics nor Kardashian theatrics.

Please provide publicly available information, including interviews and media reports, validating your answer to the previous question (other than your website).

NAPIERforCongress2022.org is my website and on my Home page, Policy page and News page of the site, you will see my Focus, Vision and Mission Statement, my Social, Political, and Economic Policy views and Stance, in addition to links to articles I have written.

Have you ever been convicted of a felony or been penalized in either civil or criminal court for sexual misconduct? If so, please explain.

No.

What else would you like voters to know about you, including your legislative priorities?

I bring National level real world experience from 20 years devoted to the CIA in the Security Protective Service, Near East South Asia Analysis, Counterterrorism, Export Controls of Weapons of Mass Destruction, Risk and Threat Assessments and Management, Operational and Analytical experiences, Exercises, Contingency Planning and Operations, graduate of the Federal Law Enforcement Training Center in addition to devoting 26 years to the US Army Reserves and National Guard serving in Military Intelligence and Police at various commands from Brigade to Theater level. I have a Master of Science degree in International Management and I could argue I earned a "PhD from the School of Hard Knocks" after spending 5 years chronically homeless on the streets from a personal vendetta all because I stood up on values and reported the downloading of Child Pornography on two CIA Top Secret computers. My campaign is about working with the Visionaries of the Business Communities, but providing a voice too for the Discarded and Forgotten (the homeless, impoverish, low and middle income, disabled, Veterans, and Foster Care children).

VALUES

Sexual orientation and gender identity should be protected classes in non-discrimination laws.

Strongly Agree

I am a member of the LGBTQ+ community. Just as the US Government has acknowledged the existence of UFOs. We are not the only ones in the universe. Some children are born with deformities (conjoined twins, disabilities, children with two sex organs, children born with multiple limbs or two heads) and mental illnesses. We have seen US Soldiers with no external injuries, but have been scarred mentally from war. It makes sense that some have an attraction to the same sex or the soul of opposite sex.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Strongly Disagree

CRT promotes racism and pushes the hidden agenda of Socialism. I strongly disagree with this nonsense. If you want to discuss sensitivity training for a 2 hour block of instruction once a year for each year of school above age 10, but any age below that is not necessary. Children are innocent. They should not be taught to be ashamed of their skin color or look different upon others, nor manipulated.

Briefly describe your spiritual beliefs and values.

I was baptized a Christian though I am not a Bible Thumper. The family and military values I was taught involved Loyalty, Duty, Honor, Respect, Selfless-Service, Integrity and Personal Courage. I simply believe in doing what is right and I do not seek accolades. I am not a "Do anything, Say anything" kind of person to get recognition or elected. Take me as is, but I direct, apply life and career experiences, common sense I am pragmatic. I am not bought, not biased and not filtered. It was these values that got me Blacklisted from the CIA because I bruised the egos of three senior CIA officials who mishandled an investigation involving the downloading of Child Pornography on two CIA Top Secret computers at an overseas CIA Station. Retaliations were considered the cultural norm of the CIA so much so the former CIA Director in 2015 sought to put an end to such practices. In 2009, however, that moment of brilliance on behalf of the DCI was too late as I was shoved into the streets homeless chronically for five years. With perseverance and fortitude I pulled myself off the streets in 2015 and now I am running for office for the Discarded and the Homeless, the impoverished, middle and low-income who have no voice in Congress. I seek to follow in the foot steps of Shirley Chisholm who was the first Black woman to run for Congress to represent the poor in 1972. She served 7 terms if I am not mistaken. I am merely using my life experiences and careers to bring to the table to represent the people.

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

A photo ID is required to purchase alcohol, weapons, cigarettes, pharmaceuticals, plane tickets, to travel, to drive and even pick up movie tickets. I believe it is not too much to ask to present a photo ID to verify who is voting. It is unfortunate that there is an industry that caters to counterfeiting documents for birth certificates, fake utility bills, driver's licenses, Covid-19 Shot records, Social Security cards etc. No, an ID is necessary.

What laws would you propose to change present voting practices?

I would pursue photo ID requirements for sure. For the poor who do not have photo ID like the homeless, I would pursue programs to assist in obtaining IDs. I believe there should be a "window" for mail in ballots and drop boxes outside of local law enforcement precincts to ensure security or at US Post Offices. Facial recognition and finger printing scanning to vote may offer an innovative means to vote by cell phone or computer.

EQUALITY

Reparations should be given to people on the basis of race.

Neutral

Eighty percent of Black population today is of slave descendants. The fact that not all Jews were entitled to reparations from WW-II; it stands to reason--six generations later--after the Civil War ended in 1865 (360 years of slavery) that full reparations would be in order. Applicants should prove their link to a relative who was born in the US prior to 1950 to qualify. Reparations promised in 1865, would amount today to $640 Billion. Divide by six generations the amount would be $3200 each.

Is racism a threat to domestic security in the United States? Why or why not?

Racism is not a domestic security issue to the US. If you believe the Democrat leadership it is. The effort by Democrat leadership in collusion with mainstream liberal media to try and stir up the base is about political gain and control. I conducted Psychological Warfare for a number of years and the Democratic Party applies PSYOP a great deal more often than the Republican Party who is often slower to respond, let alone to take the initiative to prevent campaigns against them. As an Independent candidate and an individual who has been involved in interracial relationships with African Americans since 1985, I see the Democrats using the Black, Hispanic and LGBTQ+ communities as pawns in their quest for political gain and control. It's about the Party and not the people. Black Lives Matter movement like other prominent leaders in the Black community may have a legitimate cause, but their focus has been misdirected on buying expensive, homes, cars, clothes, jewelry and embezzling the funds which undermines the credibility of the organizations and purpose. Republicans do a poor job of demonstrating support of the Black community as is. In the last few years Racism has come to the forefront because liberal media used PSYOP to continue to stir up the Black and Socialist populace and encourage riots and civil unrest. It was good for ratings after all. The pandemic and heavy emphasis on police shootings did not help. Twice as many Whites, however, are indeed shot than Blacks by the Police. As long has heavy emphasis is placed on racism by the liberal media who controls most of the networks and control over our educational institutions by liberal teachers' unions then Racism will always be on the forefront. By and large, however, most in the Black community are peaceful. Blacks are 33 times more likely to be killed by a member of their own community than by the Police. Blacks as an ethnic group are the poorest in comparison with 23.8% living in poverty. Blacks are sentenced 20% to longer jail sentences than Whites and 67% of Blacks children are born into single parent homes. Until these issues are addressed and the racial divide will continue as long as the Democrats play the race card instead of trying to fix the problem. Again, its all about political gain and control of the Democrat Party.

ENERGY & ENVIRONMENT

I support the use of hydraulic fracking to extract oil and natural gas resources.

Agree

I believe we need to move toward cleaner energy such as solar, wind and renewable energies, but not sacrifice our energy independence. The US relies 60% on fossil fuels, 20% nuclear and 20% renewable. Our goal of reducing reliance on fossil fuels requires first to have renewable energy infrastructure and resources in place before we cut both legs out from underneath us. It does not do the world any good for the US to crash our economy if China continues to pollute the globe with coal energy.

Which comes closest to your view? A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost.

I am all about supporting environmental laws and regulations that help to transition the US over to healthier energy independence. Jobs should not be simply sacrificed, but assistance and retraining is needed to be provided to those workers who jobs can be foreseen being replaced because of renewable energies. I also believe in a realistic transition and not cram it down everyone's throat scenario. The "Inflation Reduction Act" that has nothing to do with Inflation, but more so about the Green New Deal revised. It's impact for the earth's climate will hardly be a 100th of a percent. I'd rather have a better return on the investment and given the fact that China, India, Pakistan, Russia and third world countries will continue to pump out pollution, I just do not see crushing the US economy or jobs if we cannot get on the same sheet of music. Yes we need to continue moving forward, but a realistic approach while continuing to preserve our environment.
