Thank you for asking this question, but please read my answer for full context. Yes, people without a photo ID be able to CAST a vote. But if a voter's eligibility cannot be fully confirmed at the time of voting, their ballot should be placed in a sealed envelope and not tabulated until their eligibility is confirmed. Voting is a paramount constitutional right, and I would find it deeply wrong if a citizen is denied the right to exercise their franchise.
