Before fetal viability, the decision should remain with the pregnant woman in consultation with her physician, without government coercion or taxpayer funding. After viability, abortion should not be elective but should remain legally available when necessary to protect the mother’s life or serious health, or when the fetus cannot survive outside the womb.
