Under what circumstances should an elective abortion be allowed?
Abortion should not be used as birth control. In extreme situations, the right of parents to make certain life-changing decisions is theirs to make alone. I don't believe government agencies can impose their authority in certain serious personal matters to tell parents they have no say. The only situations in which I would defer to the parents are when the mother's life is in mortal danger, or when there are severe, clear and definable deformities in the baby, or in cases of rape or incest.
Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).
