Provide a safe environment for its citizens to live in, provide infrastructure, Highways, Bridges, Roads, Water Resources, and Sewer Resources, manage emergencies; Manage Natural Disasters, Provide Public Safety (Police, Fire, EMS), Collect Taxes that will be used to provide those services required for our citizens. What restrictions on gun ownership are needed to protect public safety?
We have the right to bear arms per the 2nd Admendment in our US Constitution. If you are a criminal then you will lose that right until you have paid your debt to society. If you have mental health issues you should not have access to a firearm.
