RIGHT TO LIFE

Under what circumstances should an elective abortion be allowed?

As a candidate for the Office of Insurance Commissioner I have pledged to uphold the Federal Constitution and the State of Washington Constitution and related laws. In this capacity then, I have support the existing Washington regulations that permit elective abortions. Note that this regulation does not necessarily encourage elective abortions. I do believe that all available steps should be taken to educate people family planning and consequences of not, and respect the beliefs of voters

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

I support 'aid in dying' laws which legalize assisted suicide and euthanasia.

This question raises a lot of other questions, for example at what age such action would be permitted and whether such action would be deemed coverable, or defensible as a deniable service. I have family experience with end-of-life suffering, as well as Hospice. I support the benefit of Hospice services.

Free enterprise and right to private property are hallmarks of American culture, and vital to a productive and healthy economic system. Other essential elements exist which promote a productive economic system and protect the consumer.

What is your position on the minimum wage?

I am neutral. A minimum wage job is typically a step to rewarding ambition, training, effort and advancement (or getting a teen out of the house). I do believe we need to work toward healthy business environments and a path to a living wage.

Should environmental and social issues, like ESG (environmental, social, and governance) ratings, be used as criteria in deciding where to invest public monies?

Yes

ESG ratings are useful but can be politicized. ESG Ratings can serve a constructive purpose when factually supported and applied responsibly with other considerations. Encouraging certain ESG behavior, for example can reduce downstream risk to property and people.


RELIGIOUS LIBERTY

Under what circumstances can government close churches?

Freedom of religion is protected under the Federal and State Constitutions, and that protection should be maintained. Churches are a powerful source of community and social resiliency. Under existential threat (e.g. plague), public safety measures are vital to protect population health but should be defensible and not arbitrary or political.

Individuals and businesses should be required to provide services even if it would violate their moral and/or religious beliefs.

Where a business accepts Federal Funding, related laws apply which may impose moral dilemmas where a worker within the organization is not agreeable to comply. This dilemma is not "going away" given the intersection of Federal and State funding in different risk environments. Civil discourse and debate on this issue generally, and instances in particular, should inform public policy.


HEALTHCARE

What most closely matches your view on healthcare: A) Healthcare for all should be guaranteed and funded by the government with no private healthcare option. (includes "universal healthcare," "medicare for all," etc.) B) Healthcare insurance funded by the government should be available for all who want it, along with private healthcare options. C) Medicaid and Medicare should remain available, but no other taxpayer-funded programs are necessary. D) Taxpayer funded health care should be abolished in all forms, and Medicaid and Medicare should be defunded.

None of these options precisely fits my view on healthcare. The development of the U.S. Healthcare system from inception to present has produced a system which is unique in its annual expense and the poor return on health for its cost to taxpayers. We need to rebalance the fragmented system stakeholders. If you consider commercial enrollment behavior as an indicator, the general population prefers qualified high-deductible health plans which reward prudent healthcare decisions.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

Vaccinations serve a purpose to preserve population health, but the underlying process of producing, testing and approving vaccines for public consumption has dubious aspects deserving public scrutiny and regulatory review.


NATIONAL SECURITY

The Chinese Communist Party poses serious military, cyber security, intellectual property, and global economic threats to the United States.

How does this relate to insurance? Cyber-attacks can shut-down whole enterprises, and related cyber-insurance is a relatively explosive growth area for underwriters. Insurance is a way to finance human behavior. To the degree that Federal Government can prevent such threats, the expected risk (cost) will benefit.

Is the United States' relationship with Israel important, and if so why?

Yes. Israel is an important ally, tied to the post WW2 policy decisions made, political values we share, the similar religions we support and civil liberties we embrace.


IMMIGRATION

The U.S. should do more to physically secure the southern border.

America is a nation of immigrants, and we have existing paths to citizenship and legal guest worker status. Whole aspects of our economy depend on foreign workers, including tech and agriculture. A fundamental role of the federal government is national security and part of that role extends to border security and ensuring the integrity of the immigration and naturalization process.


EDUCATION

The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

VALUES

Children are the most vulnerable members of society and must be protected from abuse, including gender ideology, grooming, and bodily mutilation.

Of course, children are vulnerable which is why we invest in their education, training and means to become responsible, caring adults. I pledge to support the Federal and State Constitution and encourage public policy protecting the interests of children.

Taxpayer funds should be used to provide gender transition services.

Gender dysphoria is an emotionally charged issue but affects a very small percentage of the population. Gender transition services have permanent consequences, so deserve serious education and consideration. Insurance is a way to finance human behavior, as a democracy we have civil avenues to enable legislation to direct public funds (taxes).

Marriage is a God-ordained, sacred and legal union of one man and one woman. No government has the authority to alter this definition.

Civil unions of same-sex couples are constitutional, and I believe that the same-sex couples in my life enrich my experience.

I am a product of my upbringing, which is protestant and Judeo-Christian. I have an appreciation for and curiosity of other faiths systems.

I like how the author Michael Connelly (Harry Bosch novels) puts it "everyone counts or no one counts." We are a nation of many races and cultures who, through civic education and citizenship, pledge allegiance to the U.S. Flag and Constitution.

I agree with Critical Race Theory (CRT) which asserts that the institutions in the United States are fundamentally racist.

Biological males should not be allowed to participate in women's sports or occupy biological women's spaces whether it be bathrooms, locker rooms, sorority houses, women's shelters, or prison.

A thorny issue that relates to a very small percentage of the population. Public facilities should provide a safe environment for users. I played water polo in high school and that was co-rec, but I can see how this could become a polarizing issue in high-level sports.


ENERGY & ENVIRONMENT

Conservation of natural resources is a good aim of society, and also prepare future generations to become stewards. In general regulation "governs" or limits economic activity. Public education is helpful to inform regulation. Clean energy such as Nuclear and Fusion Reactors appear to have promise. The proliferation of plastics into our bodies, for example, could pose a more significant public health issue deserving further study.

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Nuclear and Fusion reactors show promise, as does geo-thermal. In the Pacific Northwest we have hydro-electric and carbon-fired sources, and a limited nuclear sources.

What do you think is the general purpose of government?

Public safety (police, fire, ambulance, public health, justice), public education, public services (sanitary water-sewer-power-waste/garbage) and environmental security (clean water) and support of commerce and trade locally and abroad. We separate church from state functions.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and religious liberty, which of the following best describes you overall?

I believe government should exercise fiscal prudence while supplying socially responsible services according to the authority given by the public through the democratic process. As the parent of a Lance Corporal serving in the United States Marine Corps, I have an acute appreciation of freedom and what eternal vigilance means. As a parent and a person of faith, I have an appreciation for creating agreement, being accountable, learning and grace.


CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Public safety can be independent of community programs. Successful public safety often creates environments more conducive to community program effectiveness. We have democratic processes which intend to allow for public dialogue and civil advancement of alternative points of view.


2ND AMENDMENT

What restrictions on gun ownership are needed to protect public safety?

I don't have the answer on this, but criminals generally can access guns. I personally use trigger locks and store guns in a safe locker.
