Under what circumstances should an elective abortion be allowed?
Never.
Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

To protect the citizenry and provide those services which lend themselves to collective establishment and maintenance (ie, Military, Police and Fire services, Public sanitation, Roads, etc.) in the interest of promoting the general welfare. That being said, I believe wholeheartedly that that government is best which governs least.
