Under what circumstances should an elective abortion be allowed?
Never.
Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

My above answer should not be interpreted as in any way supporting in any way shape or form of abortion (except possibly in the case of medical necessity to save the life of a mother).

What do you think is the general purpose of government?
To protect the citizenry and provide those services which lend themselves to collective establishment and maintenance (ie, Military, Police and Fire services, Public sanitation, Roads, etc.) in the interest of promoting the general welfare. That being said, I believe wholeheartedly that that government is best which governs least.
