Under what circumstances should an elective abortion be allowed?
None. But we as a society have done a bad job at supporting mothers who don't want children and now feel they have only one option. We must do better with adoption programs.
Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Healthcare costs are complicated because as a person you are willing to pay whatever amount in order to be healthy. Unlike a car thats broken the value is finite, your personal health value is infinite. The challenge is finding a balance between a profit for the service provided and the risk with developing new technology.
